Comprehensive Plan Update- Recreation & Open Space Element Following the staff presentation, the staff would like the City Commission to provide comments, ask questions and provide direction on the new Comprehensive Plan Element. This meeting is televised; therefore, you may appear on TV at any time. Public Appearance: CITIZEN INPUT is for comments from members of the audience regarding items not listed on the agenda for this meeting (please give name and address and limit all comments to a maximum of three minutes). AS FOR ITEMS ON THE AGENDA individual speakers are limited to a maximum of three minutes. A Representative of a group consisting of 5 individuals who are present during the meeting may speak on behalf of the group for up to 10 minutes at the Chair’s discretion. To do so, the individuals must have waived their time to the representative by providing their name and address on the back of the comment card. Public Hearings: During public hearings the Chair will open the agenda item to the public for comment. If you wish to comment come to the microphone at the podium and give your name and address for the record. Make all comments and queries to or through the Chair. This meeting is for agenda items only. Other issues should be presented to the City Manager or City Clerk for discussion at a future Commission meeting. Appeals: Per Florida Statute 286.0105 - If a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Copies of this and all commission agendas are available to the public at the office of the City Clerk, 750 Milwaukee 3 3 Avenue, on the Monday prior to the meeting date. Copies are also available at City Hall, 542 Main Street and the city’s website at www.dunedingov.com. Highland Games and Festival Week Proclamation.docx, Background: N/A 5 Highland Games and Festival Week Whereas, in 1899, Scottish families settled in what is now known as the City of Dunedin; and Whereas, pleasant reminders of our Scottish heritage continue through the naming of our schools, shopping centers, streets and buildings; and Whereas, in 1967, the Highland Games were implemented to raise funds to support the three Scottish Pipe Bands of Dunedin: the City of Dunedin Pipe Band, the Dunedin High School Scottish Highlander Band and the Dunedin Highland Middle School Band; and Whereas, our continuing interest in Scottish heritage and customs is further reflected in our authentically clad bands, professionally trained bagpipers and Highland dancers and athletes; and Whereas, in this year’s 53rd Annual Highland Games and Festival, we continue to pay tribute to our Scottish origin; and Whereas, we also pay tribute to this year’s Honorary Co-Chieftains of the Day Iain Donaldson and Eric MacNeil. Now, Therefore, I, Julie Ward Bujalski, by virtue of the authority vested in me as Mayor of the City of Dunedin, Florida, and on behalf of the entire City Commission, do hereby recognize the 53rd Annual Highland Games and Festival Week commencing on Friday, April 5th with the Pipe Bands March through downtown Dunedin along Main Street and ending on Broadway Avenue for a street festival. The Highland Games will take place on Saturday, April 6th at Highlander Park. National Tartan Day Proclamation.docx, Background: N/A 7 National Tartan Day Whereas, Florida has a rich history of Scottish influence as reflected in its culture and in the names of many of its counties, towns and cities, including Dunedin which was founded by two Scotsmen – J. O. Douglas and James Somerville; and Whereas, Florida was the home of some famous Scottish descent residents such as Thomas Edison, Ernest Hemingway, Henry Flagler, Andrew Carnegie and Seminole Indian Chief Osceola; and Whereas, we celebrate the spirit and character of Scottish Americans and recognize their many contributions to our culture and way of life and strive to promote Scottish traditions internationally through Sister City relationships with Stirling, Scotland and Summerside, Prince Edward Island, Canada; and Whereas, Dunedin encourages its’ youth to embrace Scottish traditions through the art of Highland dance and the music of pipes and drums in their middle and high school pipe bands with the ability to graduate on to the City Pipe Band; and Whereas, no fewer than 14 Highland Games and Celtic Festivals are held each year throughout the State, including Dunedin where people from all over the world attend; and Whereas, we commend the organizations that honor Scottish heritage, traditions and culture such as the Scottish-American Societies, the St.
