The revisions are in response to 1st Submission Site Plan comments (see Appendix F) provided by the City of Pickering (dated February 5, 2019), and Region of Durham (dated March 6, 2019) subsequent to their review of our TIS submission dated July 2018. The following revisions to the study have been included in the revised traffic assessment: City of Pickering response to comments: No comments were provided related to the Traffic Impact Study. Region of Durham response to comments: Traffic Comment 1: Access to this development is proposed from Guild Road. There is no access proposed from Kingston Road. Response: Acknowledged. Traffic Comment 2: The Region is in agreement with a 2021 occupancy year and 5 year planning horizon of 2026. Response: Since the first application submission, the occupancy year has been deferred one year to 2022. Therefore, the traffic impacts are now based on projected future background traffic and road network conditions derived for a 2027 planning horizon year (five years from expected occupancy in 2022). MR. CODY MORRISON APRIL 27, 2020 PAGE 2 of 3 Traffic Comment 3: Durham Region Transit should be consulted about future transit stops in front of this development. Response: Acknowledged, see additional Durham Region Transit comments provided in Appendix F. Traffic Comment 4: Kingston Rd is part of the Regional Cycling Plan Primary Cycling Network, and it is currently planned to have bike lanes in the vicinity of this development. Internal site connections to link to this infrastructure needs to be shown on the site plan; Response: Acknowledged. Traffic Comment 5: As per the Region's comments with regards to the TIS Terms of Reference, the report should include an assessment of auxiliary lane needs at the Regional intersections (Kingston Rd/Guild Rd and Finch Ave/Guild Rd). The Consultant is to use the Region's Right Turn Lane Guideline (which had been previously provided) and the MTO left turn lane warrant graphs (left turn lane warrants only needed at Finch Ave/Guild Rd. Please provide the required calculations and conclusions as an addendum to this report. Response: See Revised Traffic Impact Study Section 7 Traffic Warrant Analysis and Appendix D as shown below Left-Turn Lane Requirement: The MTO left-turn lane warrants for two lane unsignalized highways were used to determine if left-turn lanes are warranted at the Finch Road at Guild Road intersection. The future background and total 2027 turning, advancing and opposing volumes at the proposed study intersections are provided in Appendix D. Finch Road has a posted speed limit of 60 km / hour with a design speed of 80 km / hour. Under 2027 traffic conditions, the percentage of left-turns is anticipated to be less than 5%, consequently, a left-turn lane is not warranted. Right-Turn Lane Requirement: Existing right turn facilities exist at the following intersections: • Finch Avenue and Guild Road: eastbound right-turn direct taper • Kingston Road at Guild Road: westbound right-turn lane Therefore, Durham Region’s right turn lane guideline was referenced to determine if a right-turn lane is warranted at the Finch Road at Guild Road intersection. Finch Avenue is classified as a Type C arterial with a right-turn lane threshold of 40 vehicles per hour (vph). Under future total 2027 traffic conditions the expected eastbound right-turn volume is 12 and 15 vph during the a.m. and p.m. peak hour respectively, subsequently an eastbound right-turn lane is not required at this intersection. The current right-turn facilities are acceptable with no road improvements required. TMIG PROJECT NUMBER 18121 MR. CODY MORRISON APRIL 27, 2020 PAGE 3 of 3 Traffic Comment 6: As per the Region's comments with regards to the TIS Terms of Reference, the Consultant is to provide signal warrant calculations for the two Regional intersections in future horizon years, with and without the proposed development. Please provide the required calculations and conclusions as an addendum to this report. Response: See Revised Traffic Impact Study Section 7 Traffic Warrant Analysis and Appendix D as shown below. The unsignalized intersections of Guild Road at Kingston Road and Finch Avenue was evaluated to confirm justification for traffic signal installation. The Ontario Traffic Manual (OTM) Book 12 Justification 7 Signal Warrant Analysis was applied to the unsignalized intersections. Based on the Ontario Traffic Manual Book 12 Signal Justification, traffic signals are not warranted at any of the unsignalized study area intersections (results are provided in Appendix D). The above comments have been acknowledged within the Revised Traffic Impact Study and will have no material impact on the ultimate traffic analysis, conclusions or recommendations provided herein. TRAFFIC IMPACT STUDY 1640 KINGSTON ROAD REVISED • APRIL 2020 EXECUTIVE SUMMARY TMIG was retained to prepare a Revised Traffic Impact Study (TIS) for a proposed Site Plan Application for a residential apartment and daycare development located at 1640 Kingston Road in the City of Pickering, Region of Durham. This report determines the site related traffic and the subsequent traffic-related impacts on the adjacent road network during the weekday a.m. and p.m. peak hours from the proposed development. Since the first application submission, the occupancy year has been deferred one year to 2022. Therefore, the traffic impacts are now based on projected future background traffic and road network conditions derived for a 2027 planning horizon year (five years from expected occupancy in 2022). This report estimates the site traffic volumes generated by the proposed residential towers and daycare during the critical weekday a.m. and p.m. peak hours. It assesses the impact of generated traffic at the proposed site access via an unsignalized connection to Guild Road and recommends improvements to accommodate the projected traffic if any are needed. The revised development concept now consists of two residential apartment buildings, 14 and 18 storeys respectively, connected by a 6-storey podium, totalling 346 units. The subject site also proposes a 1-story, 6- classroom, daycare facility. The site proposes an internal one-way looping circulation roadway system providing access to the loading area, at-grade parking, pedestrian access to the buildings, and ramp to the underground parking levels for the residential towers. Following pre-consultation with Region of Durham staff, an annual growth rate of 1.7% has been applied to Kingston Road and Finch Avenue. Growth was applied to the existing traffic counts in addition to forecast traffic for the 2027 horizon year. The proposed daycare facility and residential tower development is expected to generate a total of 148 two- way vehicle trips during the a.m. peak hour consisting of 62 inbound and 96 outbound trips. During the p.m. peak hour, it is expected to generate 164 new two-way vehicle trips consisting of 92 inbound and 72 outbound trips. Under the 2022 and 2027 future total traffic conditions the study intersections are expected to operate with excellent operational characteristics and substantial reserve capacity during both the weekday a.m. peak hour and p.m. peak hours. However, during the p.m. peak hour, the shared northbound left/through/right movement at the Kingston Road intersection is expected to operate with high delays. The delays to the northbound movements are directly attributable to the traffic growth along the east-west corridor resulting from future planned area developments, and through organic growth, but is not attributed to any subject site generated traffic volumes. This condition is typical at unsignalized urban intersections during the peak traffic periods. There are no critical movements or queuing issues to report, and there are no improvements required to accommodate the incremental site traffic in any of the peak study hours. A total of 357 vehicle parking spaces are proposed, consisting of 278 resident parking spaces, 52 visitor spaces (including 8 accessible parking spaces), and 27 daycare spaces, satisfying the City’s minimum By- Law requirements. Garbage and fire truck manoeuvres accessing the private roads via Guild Road and Kingston Road was modelled with a CAD vehicle tracking software and were found to be acceptable. A Transportation Demand Management (TDM) approach that proposes a suite of measures to meet the objectives and targets of the City and Region to reduce vehicular demand and encourage/promote passenger, transit, cycling, and walking has been completed and is contained in this report.
