Secretary-General of the European Judicial Network BIOGRAPHICAL NOTE Fátima– EJN Adélia Pires Martins European Judicial Network Fátima Adélia Pires Martins Secretary-General of the European Judicial Network – EJN Prosecutor Before being appointed Secretary-General of the European Judicial Network (EJN), the position she currently holds, Ms Pires Martins worked as Coordinator at the Portuguese Office for International, European and Cooperation Affairs (GRIEC), where she dealt with international relations, criminal justice and coordinated general activities falling within the scope of the European Union criminal area. Ms Pires Martins was in charge of setting up the EJN website (managed from and by Portugal until its administration was moved to The Hague in 2004), as well as of the idea and realisation of its operational tools, namely: a) the European Judicial Atlas - resulted from a Portuguese-Belgian partnership and handed over formally to the EU in 2001, and, b) the Compendium – created by Portugal in partnership with Spain. Mr Pires Martins set up the “National Correspondents of EJN” group in 2000 and later the “EJN Portuguese annual meetings”, which she arranged every year in Portugal for the National Correspondents of EJN. Also, Ms Pires Martins was a participating member of the Article 36 Committee (coordinating committee of the European Union in JHA) and to this end organised the Councils of Ministers of Justice and Home Affairs and assisted in the final negotiation phase of the Convention for Mutual Legal Assistance in Criminal Matters, adopted in May 2000. She was also involved in the preparation of the dossier pertaining to Mutual Recognition of Decisions in Criminal Matters, the negotiations of the Framework Decision on the European Arrest Warrant, Terrorism, Money laundering, and dealt with issues related to EUROPOL and the European Judicial Training Network. Ms Pires Martins made sure Portugal was represented at meetings promoted by the European Commission, and coordinated twinning projects programmes with the E.U. candidate countries. She also coordinated the preparation by the Portuguese competent institutions of the evaluation visits to Portugal within several Rounds of Mutual Evaluation, including the Round of mutual evaluation on fighting drug trafficking and represented Portugal in the working group that negotiated the Council Decision on the creation of Eurojust, and its follow-up. While carrying out these functions, Ms Pires Martins initiated the creation of a Judicial Network within the Iberian- American space, called “IberRed” within the scope of CPLP (Community of Portuguese Speaking Countries) and collaborated in the creation of other judicial networks in criminal matters around the world. She assisted the negotiations of the three conventions (multilateral international legal acts) within the scope of the “Conference of the Ministers of Justice of Portuguese Speaking Countries”, and supervised the creation, by also drafting its statute, of the “Lusophone Judicial Network”; these projects were adopted in Praia (Cape Verde) in April 2005 by the eight countries involved in the conference. Her experience in such matters brought her to the Macao Special Administrative Region (RAEM) in December 2004. Ms Pires Martins held a similar position to the one she had in Portugal, Coordinator of Judicial Cooperation in Criminal Matters for the Office of International Law; she dealt mainly with United Nations matters, particularly the United Nations Convention against Transnational Organised Crime (the Palermo Convention), the United Nations counter-terrorism conventions and the United Nations Convention against Corruption. __________________________________________________________________________________________________ Internet address: http://www.ejn-crimjust.europa.eu Address European Judicial Network Maanweg 174, 2516 AB The Hague. Also, she was designated as representative of the Ministry of Justice in the Interministerial Commission for Support to the Transition in East Timor. In December 1999, the Mission Team for the Portuguese Presidency of the European Union was jointly created by the Ministers of Finance, Justice and State Reform. Within the Mission Team, Ms Pires Martins was appointed Deputy Co-ordinator, charged with the task to prepare and monitor the affairs of the Portuguese Presidency of the European Union, with specific responsibility in the areas of police cooperation, criminal law and foreign relations. In August 1991 Ms Pires Martins was appointed Public Prosecutor, and worked in many different districts of Portugal; the last of which was Lisbon (Department for Investigation and Criminal Matters, in the Specialised Unit for Organised Crime focusing on financial and economic crime and corruption). While she worked as a specialised prosecutor in Lisbon, Ms Pires Martins also took care of the general coordination of the Unit of International Judicial Cooperation of the Lisbon judicial district. Fátima Adélia Pires Martins was born on 11 June 1964 in Angola.
