Gowkthrapple, North Lanarkshire Gowkthrapple, North Lanarkshire Population 1,205 Gowkthrapple is in North Lanarkshire. It thrived on heavy industry (iron and steel) and clock making. In the 1970s public housing was built for the workers. Since these industries closed the town has struggled and much of that housing has been demolished. Today it is a residential area for neighbouring Wishaw. Social and council housing are the norm in this type of small town. Manufacturing and construction are the dominant forms of employment. Health and social work services are particularly active. There is a higher level of unemployment. Educational attainment is low. Car ownership is low, meaning that many residents in these towns are reliant on public transport. Gowkthrapple is a dependent to interdependent town. Appendix 3 provides a summary of anti−social complaints received for the period. 4. Promoting Positive Outcomes 4.1 Police Scotland is a lead partner in the 'Action for Craigneuk' initiative. Partners are working with the community to improve services in the area. As a result of a recent public consultation, it was highlighted that the local community wanted dedicated police officers (similar to the Gowkthrapple project) in place. On 1st September 2014, 2 officers took up post providing closer links to the local community. 4.2 A pilot project is also underway between Police Scotland and the antisocial behaviour team for a 3 month period.

Introduction 1.1 The purpose of this report is to update Committee on the outcome of the Option Appraisal study of Gowkthrapple and seek Committee approval for the proposed way forward to address the problems of severe lack of demand and high turnover. 2. Background 2.1 Gowkthrapple is an estate of 717 Council properties, all but 27 of which are flats. Ganion People’s Housing Co-operative also owns 191 properties in Gowkthrapple, including 140 flats transferred from the Council. Despite investment of E14.3m in the external fabric of the blocks in the 1980’s and 1990’s, recent years have seen a dramatic fall in demand for the flats, along with high turnover and void rates. 2.2 Whilst the demand for public sector housing in the area has continued to decline the demand for flatted accommodation in the private sector continues to increase. A number of private developers are currently building or have received planning permission to build approximately 162 flats on a number of sites in and around the Gowkthrapple area. 2.3 A number of management initiatives, including extensive marketing of the area, has not increased demand for the area. Electricity pylons running across the site and a nearby contaminated industrial site further blight the area. 2.4 The number of voids has increased by 150% over the last 2 ?4 years, and currently 36% (245) of the flats are void, compared to 1.6% for North Lanarkshire overall.

Introduction 1.1 The purpose of this report is to update members of the Wishaw and District Local Area Partnership on developments with the current joint work taking place between Strathclyde Police, Housing and Social Work Services and Strathclyde Fire and Rescue for the period from June 201 0 to August 2010. 2. Background 2.1 Under the Government’s ‘Promoting Positive Outcomes: Working Together to Prevent Anti-social Behaviour in Scotland, the National Framework for preventing anti- social behaviour, has allowed the wider public sector to move in the same direction; work together as equal partners and importantly, allow collective contribution from all the public sector partners. 2.2 Tackling anti-social behaviour contributes to all five of the Government’s strategic objectives but primarily supports making our communities safer and stronger by focusing on National Outcomes 9 ( we live our lives free from crime, disorder and danger) and 1 1 (we have strong, resilient and supportive communities where people take responsibility for their own actions and how they affect others). 3. Statistical Information 3.1 The report includes information from each of the partners and a ward by ward summary of notable incidents. Appendix 1 shows the Hotspot map for the Wishaw area, Appendix 2 Housing & Social Work Services, Appendix 3 Strathclyde Police and Appendix 4 the Tactical Assessment from Strathclyde Fire & Rescue. The total number of 76 reported new anti-social complaints in Wishaw and Shotts this quarter has increased by 43% from 43 in the last reporting period.
