Deutschland WAHLEN Der rote Sheriff Mit populistischen Reizthemen zur Inneren Sicherheit betreibt der Sozialdemokrat Henning Voscherau die Wiederwahl als Hamburger Bürgermeister. Doch der ehrgeizige Genosse strebt auch in Bonn nach einem möglichst hohen Amt. Von Hans-Joachim Noack uf dem Marktplatz von Kirchdorf- Süd, einem Ortsteil Hamburgs, der Azu den eher problemträchtigen der Freien und Hansestadt gehört, erspäht Bür- germeister Henning Voscherau einen im engen Unterhemd sich räkelnden jungen Mann, dessen furchteinflößende Körper- maße seine Neugier wecken. Den muß er sich näher ansehen. Ein bißchen komisch wirkt die Szene schon, in der danach der federgewichti- ge Senatspräsident dem von staunenden Freunden umgebenen Hünen die straffe Oberarmmuskulatur massiert. „Wirklich imposant“ findet er die prächtig gebauten Bizeps, aber dann ermahnt er den verdat- terten Kraftprotz: „Immer hübsch gewalt- frei bleiben.“ Solche Auftritte, die er häufig ins leicht Clowneske wendet, sucht der mimisch be- gabte Voscherau mit der Selbstverständ- lichkeit eines erprobten Polit-Entertainers. In Hamburg hat die heiße Phase des Bür- gerschaftswahlkampfs begonnen, und der Spitzenkandidat der SPD zieht einen Troß von Fotoreportern hinter sich her, dem er gern mal ein möglichst unkonventionelles Bildmotiv bieten möchte. Darüber hinaus illustriert das kleine In- termezzo, was ihm auch inhaltlich derzeit am wichtigsten zu sein scheint: Nichts be- flügelt ihn mehr, wenn er im eigens gechar- terten Autobus seine von stark gestiegener Alltagskriminalität heimgesuchten Außen- bezirke bereist, als das „Topthema Innere Sicherheit“. Sollen ihn Konkurrenten wie der christ- demokratische Oppositionsführer Ole von Beust einen „Maulhelden“ schimpfen – da steht er drüber. In der Pose des knallhar- ten Stadtsheriffs („… mit kaltem Blut“) fordert der 56jährige Dr. jur. -

Winston Churchill once called it the Iron Curtain and said it ran from Szczecin on the Baltic Sea to Trieste on the Adriatic Sea. Both sides deployed military power along this line in the expectation of a major combat. The Western European powers created the North Atlantic Treaty Organization (NATO) precisely to fight that expected war but the strength they could marshal remained limited. The Soviet Union, and after the mid-1950s the Soviet Bloc, consistently had greater numbers of troops, tanks, planes, guns, and other equipment. This is not the place to pull apart analyses of the military balance, to dissect issues of quantitative versus qualitative, or rigid versus flexible tactics. -

At Berne: Kurt Eisner, the Opposition and the Reconstruction of the International

WHEELER THE FAILURE OF "TRUTH AND CLARITY" AT BERNE: KURT EISNER, THE OPPOSITION AND THE RECONSTRUCTION OF THE INTERNATIONAL To better understand why Marxist Internationalism took on the forms that it did during the revolutionary epoch that followed World War I, it is useful to reconsider the "International Labor and Socialist Con- ference" that met at Berne from January 26 to February 10,1919. This gathering not only set its mark on the "reconstruction" of the Second International, it also influenced both the formation and the development of the Communist International. It is difficult, however, to comprehend fully what transpired at Berne unless the crucial role taken in the deliberations by Kurt Eisner, on the one hand, and the Zimmerwaldian Opposition, on the other, is recognized. To a much greater extent than has generally been realized, the immediate success and the ultimate failure of the Conference depended on the Bavarian Minister President and the loosely structured opposition group to his Left. Nevertheless every scholarly study of the Conference to date, including Arno Mayer's excellent treatment of the "Stillborn Berne Conference", tends to un- derestimate Eisner's impact while largely ignoring the very existence of the Zimmerwaldian Opposition.1 Yet, if these two elements are neglected it becomes extremely difficult, if not impossible, to fathom the real significance of Berne. ABSTRACT Title of Document: THE FURTHEST WATCH OF THE REICH: NATIONAL SOCIALISM, ETHNIC GERMANS, AND THE OCCUPATION OF THE SERBIAN BANAT, 1941-1944 Mirna Zakic, Ph.D., 2011 Directed by: Professor Jeffrey Herf, Department of History This dissertation examines the Volksdeutsche (ethnic Germans) of the Serbian Banat (northeastern Serbia) during World War II, with a focus on their collaboration with the invading Germans from the Third Reich, and their participation in the occupation of their home region. It focuses on the occupation period (April 1941-October 1944) so as to illuminate three major themes: the mutual perceptions held by ethnic and Reich Germans and how these shaped policy; the motivation behind ethnic German collaboration; and the events which drew ethnic Germans ever deeper into complicity with the Third Reich. The Banat ethnic Germans profited from a fortuitous meeting of diplomatic, military, ideological and economic reasons, which prompted the Third Reich to occupy their home region in April 1941. They played a leading role in the administration and policing of the Serbian Banat until October 1944, when the Red Army invaded the Banat. The ethnic Germans collaborated with the Nazi regime in many ways: they accepted its worldview as their own, supplied it with food, administrative services and eventually soldiers. They acted as enforcers and executors of its policies, which benefited them as perceived racial and ideological kin to Reich Germans. These policies did so at the expense of the multiethnic Banat‟s other residents, especially Jews and Serbs. In this, the Third Reich replicated general policy guidelines already implemented inside Germany and elsewhere in German-occupied Europe. -

Clark Honors College in partial fulfillment of the requirements for the degree of Bachelor of Arts June 2019 An Abstract of the Thesis of Quinne Hauth for the degree of Bachelor of Arts in the Department of International Studies to be taken June 2019 Title: How Migration Has Contributed to the Rise of the Far-Right in Germany Approved: _______________________________________ Angela Joya Increased migration into Europe in the summer of 2015 signified a shift in how the European Union responds to migration, and now more so than in Germany, which has opened its doors to about 1.5 million migrants as of 2018. While Chancellor Angela Merkel’s welcome helped alleviate the burden placed on countries that bordered the east as well as the Mediterranean, it has been the subject of a lot of controversy over the last three years within Germany itself. Drawing on this controversy, this study explores how migration has affected Germany’s migration policies, and the extent to which it has affected a shift towards the right within the government. I conclude that Germany’s relationship with migration has been complicated since its genesis, and that ultimately Merkel’s welcome was the exception to decades of policy, not the rule. Thus, as tensions increase between migrants and citizens, and policy fails to adapt to benefit both parties, Germany’s politicians will advocate to close the state from migrants more and more. -
