he story of Bulacan Agricultural State College, a product of decades of educational and sociopolitical metamorphoses, is humble and remarkable. It is a 60-year old state-funded institution of learning situated in Brgy. Pinaod, San Ildefonso, T Bulacan. stablished in 1952, the Institution started as the Plaridel Community Agricultural High School (PCAHS) located in Brgy. Bintog, Plaridel, Bulacan. Soon after, PCAHS was renamed Bulacan Provincial Agricultural High School (BPAHS) E having just about 100 students. A growth in the student population occurred as students arrived not just from local communities but from other municipalities in the province as well. On 20 June 1953, its name was again changed to Bulacan National Agricultural High School (BNAHS) by virtue of Republic Act 948. n 8 June 1955, then Pres. Ramon DF. Magsaysay signed Proclamation 163 reserving around 192.5 hectares of the Buenavista Estate for BNAHS. By virtue of Republic Act 2416, BNAHS was converted to Bulacan National Agricultural O School (BuNAS) on 21 June 1959. n 1960, the two-year Associate in Agriculture program became part of the curricular offerings of BuNAS; the first tertiary education program offered in the school which eventually led to the offering of the Bachelor of Science in Agriculture degree I with majors in Agronomy and Animal Husbandry. ognizant of the prevalent agriculture education and training needs of Bulakeños at the time, Hon. Ricardo C. Silverio, then Representative of the 3rd District of Bulacan, authored House Bill No. 2389 which proposed for an expanded C educational program for BuNAS. With the bilateral approval of both Houses, then Pres. Fidel V. Ramos signed Republic Act 8548 officially converting BuNAS into a chartered state college known as the Bulacan National Agricultural State College (BNASC) on 24 February 1998. Over time, its name was changed to Bulacan Agricultural State College (BASC) by virtue of Re- public Act 9249 signed by Former President Gloria M. Arroyo on 19 February 2004.

 Ensure that graduates are provided with knowledge, skills, competence and moral values that lead to productive careers both in private and public sectors and the readiness to face future employment challenges in both national and international industries making them contributors to national progress.  Develop and maintain personnel with competence, knowledge, skills and passion for the translation of education and other services through application of different academic, research, extension and training programs of the College.  Empower students and personnel by leading in the provision of education and enhancement of technologies in its distinctive learning environment and extend such environment beyond the boundaries of the College.  Advance the general welfare of its students and personnel at best.  Further expand networks and pursue partnerships and collaborations with stakeholders and organizations especially the local and national government for enhancement of resources.  Preserve a scholarly community conducive to learning by providing quality laboratories; adequate classrooms; state-of-the-art e-learning systems; modern libraries, buildings and ICT equipment; and clean and green surroundings.  Implement more vigorous resource generation projects and consequently boost and constantly increase the income of the College towards self-sufficiency.  Implement and maintain administrative efficiency and a transparent financial management system.

We also take pride in being a recipient of Performance-Based Bonus (PBB). This only means that efforts and initiatives were exerted. Another area where BASC has performed well is on resource generation for improvement of facilities. Clearly, such is a manifestation of stakeholders’ trust to the leadership of the College. With these endowments, more facilities for the benefit of the students have been built.

The research and extension areas have been similarly contributory to AY 2016-2017’s success. Significant funds to support various research and extension projects and activities have been generated from funding agencies. Papers were also presented in the international assemblies.

Indeed, it takes a team to build a strong community and accomplish great things as one. As I review the details of this report, it is clear that he accomplishments recounted here are the result of extraordinary teamwork by the College's most important asset — its people. having said this, I am extending my sincerest gratitude to all of us who have labored very diligently just so we do not stop growing.

65th Founding Anniversary Celebration

The college celebrated its 65th Founding Anniversary on February 22-24, 2017 with the theme “Uplifting communities, changing lives, championing educational challenges, moving onwards”. The three-day celebration was opened with a thanksgiving mass followed by the blessing of newly constructed facilities, after which a formal opening of the celebration was conducted fol- lowed by a motorcade participated by the BASC community.

The afternoon of the first day was also highlighted by different activities such as the Search for Mr. & Ms. BASC 2017 pageant organized by the Supreme Student Council.

Fun games were also facilitated by the Supreme Student Council simultaneously with the opening of one-stop-shops to provide basic services from the PSA, BIR, PhilHealth, Municipal PAO and Pag-ibig.

A BASC Alumni Homecoming was likewise held The celebration of the thanksgiving mass on the in the afternoon of February 23, 2017. The activity first day of the Anniversary was attended by different batches of alumni. A mass demonstration activity was also conducted by different institutes in the morning of the third day.

Highlighting the celebration was the Dangal ng BASC Awarding Ceremony with the Hon. Lorna C. Silverio, Representative of the 3rd District of Bulacan, as the guest of honor and speaker. I was also witnessed by other local officials of Bulacan. A Stakeholders Meeting for the Revision of the Research and Development Agenda was also held last August 8, 2016 at the Cayetano Hall. This was preceded by the Annual RET Planning Workshop for the Revision of the FY 2016 CAPITAL OUTLAY (GAA) RET Agenda held last March 7 which was attended by 36 participants composed of Table 9. Capital Outlay Released through FY 2016 GAA RET officials and staff, Institute Research Coordinators and Program Leaders. The workshop was facilitated by Dr. Modesta P/A/P AMOUNT Lugos, former VP for Planning at Bulacan Construction of Agriculture Building 20,000,000 State University. The discussion on focused commodities were also held last July 4 at the RDC Conference Room. On the other hand, a Seminar-Workshop on Utilizing Statistics for Publication was held on March 17 which was participated in by 36 faculty members and facilitated by Mr. Alvin Pequiro, Statistics Professor from Central Luzon State University. Lastly, a Seminar-Workshop on Action Research was held last April 4 at the RDC Hall. Dr. Adela C. Beringuela, a retired professor from the University of the Philippines, enlightened the 37 participants composed of faculty members.

He was joined by Dr. Josie A. Valdez, Project Leader, RDTMO Dir. Leah V. Indon, then ETO Dir. Jennifer I. Guevarra, Ms. Julie Ann C. Dision, Mrs. Joan Quenn M. Villanada, project staff .

Evaluation of Daisy Duran as Extension Service Provider (ESP): A Case Study (DA-ATI)

A total of 42 participants composed of Ms. Duran, her staff, farmers and farm owners were interviewed from June to September. The study was completed as of December. The study concluded that the personal charac- teristics of Ms. Duran have been effective in delivering extension services to the farmers. Ms. Duran is also very generous as she does not have a competitive streak with her fellow farmers and she was willing to share whatever she knows through her experiences to complement the limited theoretical background.

Evaluation of the Season Long Training of Trainers on Sustainable Rice Production & Adoption of the TOT Graduates’ Action Plan through FFS (DA-ATI)

Fifteen out of the twenty-two (22) participants of the Season-long Training of Trainers on Sustainable Rice Production held at Central Luzon State University, Science City of Munoz and at ATI-Region III, Singalat, City, Nueva Ecija, conducted last June 18, 2012 to October 19, 2012 were included as respondents of the study. Surveyed participants of the FFS are com- posed of 111 respondents from San Leonardo (25), Laur (19), Guimba (7), Talavera (7), Sta. Rosa (6), Caba- natuan City (5), and Palayan City (5) in Nueva Ecija; Baler (10) and Maria Aurora (9) in Aurora; and San Marcelino, Zambales (18). Significant relationship was noted between adoption of SRP practices and rice yield (p=.000) using linear regression. Data shows that increased level of adoption lead to higher yield. This indicates that as farmers intensify their adoption of the knowledge gained through FFS, significant increase in their rice yield was observed.

Performance of Bittergourd as affected by Application of Vermicompost with Vermitea (BASC)

The experiment was established at the 250 sq m area of Palayamanan in the College. The study was undertaken from October 2016 to February 2017 (dry season). Results of the study show that for the total number of marketable fruits, no significant difference was observed from the 10 sample plants of the different treatments. More fruits were harvested in Treatment 3 (75% BASC Vermicompost+Vermitea) when compared with Treatment 4 (100% BASC Vermicompost +Vermitea) and Treatment 2 (50% BASC Vermicompost+Vermitea).

Upland Development through Multi Storey Sequential Cropping in the Municipality of Dona Remedios Trinidad, Bulacan (DA-RFO3)

The site validation for the project was led by Dr. Josefina C. Mananguit together with Dr. Arthur Dayrit, Regional Rice Focal Person of DA-RFO 3 at DRT, Bulacan last January 12. A total of 6ha in Sitio Tubigan, and Colago at Brgy. Kalawakan, DRT was planted with papaya, calamansi, guyabano and various vegetables

Aerobic Rice Research and Development Project in Region III (DA-BAR)

Project monitoring and visitation was held for the ARRDE project last March 13 by Mr. Jay Bermas, evaluator from DA-BAR. The ART Project Review and Technology Forum was held last May 31-June 2 at DA-CLIARCD, Paraiso, Tarlac City which was participated by 50 farmers from Nueva Ecija, Bulacan, Tarlac and Bataan.

Region 3 Invasion: Upscaling the Diversified and Integrated Rice-Based Farming System in the Upland Areas of Central Luzon (DA-RFO III)

As part of the capacity enhancement compo- nent of the project, the team from the College, in cooperation with the Municipal Agriculture Office of Magalang, Pampanga and Baler, Aurora, Pampanga State Agricultural University (PSAU), and Aurora State College of Technology (ASCOT), conducted Training on Organic Agriculture Production and Utilization last July 14 and July 26 at Brgy. Calabuanan, Baler, Aurora and Brgy. Turu, Magalang, Pampanga, respectively. A total of 40 participants in Baler, Aurora and 43 in Pampanga participated in the said training. The project was also formally launched at , Bulacan and Abucay, Bataan on September 23 and October 14, respectively. Also, financial assistance to 12 farmer cooperators of project in Brgy. Turu, Magalang, Pampanga was released last December 22 at BASC-Windmill Collaborative Techno-Demo Farm in Brgy. Malipampang, San Ildefonso, Bulacan coupled with a cross-visit.

Science and Technology Community-based Farms on Sustainable Mango Production in Pulilan, Bulacan (DOST-PCAARRD)

A Training-Workshop on Mango Production and Harvesting was conducted last July 21-22 at Aquino’s Farm, Sta. Peregrina, Pulilan, Bulacan. The said training was attended by 46 mango growers from the different barangays in Pulilan, Bulacan who have not gone any training on mango production and owner of at least 10 mango trees. It aimed to capacitate more mango growers regarding mango production and post-harvest handling utilizing the most prescribed technology. Experts from Ramon Mag- saysay Technological University (RMTU) including Mr. Ferdinand Domingo, Mango Expert and S&T Consultant, Mrs. Florida A. Domingo, Mango Expert and Professor and Mrs. Janice M. Baysa, Pest Expert and Instructor served as speakers. Cultural and disease management, mango twig borer management, insect pest management, fruit bagging, harvesting, grafting, and fertilizer/growth retardant application were the important topics discussed and demonstrated to the participants.

Palayamanan in the Community (PhilRice and PGB)

A Lakbay-Aral and Training on Livestock and Poultry Production and Waste Management & Integrated Farming System was held at the BASC-Windmill Collaborative Techno-Demo Farm at Malipampang, San Ildefonso Bulacan last January 26 which was attended by 39 farmers. There is also continuous monitoring of the 10 Palayamanan communities (PC) established under the project. The said PCs are located at San Ildefonso, San Rafael, San Miguel, Calumpit, Bustos and DRT, Bulacan. Members of the PC can avail of the financial assistance of PhP 4,000.00 in the form of roll over scheme payable upon harvesting of crops, with 1% monthly interest.

Accelerating the Development, Adaptation and Promotion of Palayamanan Plus (PhilRice)

The PhilRice funded project is located at Brgy. Dagat-dagatan, San Rafael, Bulacan, and is closely being supervised by DA-LGU of San Rafael. It has initially a total of 54 farmer cooperators which were divided into four groups, namely: rice, vegetable, mushroom and livestock group. The groups were provided with assistance in the form of trainings and loan inputs such as certified seeds, vegetable seeds, mushroom spawn, native piglets, goats and free- range chicks. To date, re-dispersal of piglets and kids to other members has been made and the assembly of mushroom house and equipment has been requested.

Technology Commercialization (CHED)

Recent release of loans to 47 farmers was undertaken last January 10. Each farmer received PhP 10,000.00 cash loan per season payable after four months or upon harvesting, with one percent interest. Prior to the release of loan, farmer- beneficiaries were asked to submit the cost and return report of the preceding cropping season where loan was used. Income from interest was utilized to finance the addition of farmer- beneficiaries in the locality, renovation of the Technology Commercial Center, product exhibition activities, and honorarium of project staff. Farming activities of farmer-beneficiaries are being monitored by assigned staff, especially during planting and harvesting season

Mobile Entrepreneur’s Training School (BASC)

The extension project of the Institute of Man- agement conducted a series of Basic Training on Management and Marketing in Brgy. Sapang Putik and Brgy. Malipampang, San Il- defonso, Bulacan on June 3 and 10, respec- tively. Pre-membership and Education Semi- nar (PMES) were also conducted to 4Ps recip- ients held at Brgy. Bulusukan and at Brgy. Sapang Putik, last September 23. The seminar aimed to organize the 4Ps recipients into a cooper- ative. Fifty-four (54) 4Ps recipients from Bulusukan and thirty-five (35) 4Ps recipients from Sapang Putik participated in the said activity.

BASC-DENR Clonal Facility (DENR)

Project visitation of ERDB Laguna Staff on Production of Quality Planting Materials/ Cloned Seedlings of Indigenous/Premium Forest Tree Species was held last April 28.

BASC-Windmill Collaborative Technology Demonstration Farm

The farm in Malipampang, San Ildefonso, Bulacan, which was established through the technical assistance of the project, has been serving the community since June through serving as techno-demo site and as venue for cross-visits and trainings. Last October 28 upon request of Municipal Agriculture Office of Zaragoza, Nueva Ecija, a Lakbay-Aral was conducted in the area which was participated by around 60 rice and vegetable growers. Also, farmer cooperators from Magalang, Pampanga and BS Agriculture students from Fortunato F. Halili National Agricultural School in Sta. Maria, Bulacan conducted cross visits on December 22 and November 17, re- spectively. An open forum with the own- er of the farm, Dr. Arden Evangelista, immediately fol- lowed after the farm tour of participants

CAPACITY ENHANCEMENT

The Research, Development and Technology Management Office conducted a Semi- nar-Workshop on Writing for Publication participated by 45 BASC Faculty members and re- searchers held at RDC Conference Hall, last September 20. The workshop aimed to assist faculty members in transforming theses and research reports into publishable articles. Mrs. Leah V. Indon, Editor, BASC Research Journal served as the facilitator of the workshop. She also discussed the Publication Policies and Research Journal Guidelines. A draft article was expected from the participants which may be published in the BASC Research Journal.
