District Mining Officer, Dhanbad (Jharkhand) vide Memo No.544 dated 30.03.2015, for the period of 3 year to M/S Shankar Coal Transport Agency, Village:- Gujrati Mohalla, Katrasgarh, P.O + P.S:- Katrasgarh, Dist:- Dhanbad (Jharkhand ), proprietor Sh. Hamesh Kumar Agrawal, S/o Late Gobind Ram Agrawal. The area of mining is 10.534 Hectares approximately. Copy enclosed as Annexure-I) The proposed production capacity of sand is 2,50,728 Cum/A. The lease area lies on Dumarkunda, Barakar riverbed of district Dhanbad, Jharkhand. The total mine contract area is 10.534 hectares which is non-forest land. The following special conditions shall be applicable for the excavation of Balu minor mineral from river beds in order to ensure safety of river-beds, structures and the adjoining areas: a) In case of Railway bridge and National or State Highways the area of 300 m on both sides of the bridge is prohibited and in case of normal bridge it is 100 m on both sides. b) An area at a distance of 50 m from any Public or Religious Place/Samshan Ghat is restricted. c) An area of 5 meter from both sides of the river is restricted d) Area upto 100m upstream and downstream from any dam/wire/irrigation structure is restricted. e) Mining upto the depth of 1.80 m only is allowed in the areas at a distance of 46-61 km from Flood Controlling Embankments and up ton 2.40 m depth in areas at a distance of 61-91 m from such embankments. f) The level of irrigation outlets must be kept parallel to the level of the river bed i.e. the level of river bed must not be below the irrigation outlets. g) Sand mining will not be done around Infiltration well/ Intake wells. h) If any river releases water for irrigation then in areas of such river mining will be done only after obtaining NOC from the Department Water Resources, so that the irrigation system will not be affected. i) The maximum depth of sand mining in the river bed will not exceed 3 m from the un-mined bed or the water level (whichever is low) at any point. It has been proposed to excavate 7, 52,184 Cum of sand in 3 years from the bed of Barakar river of district Dhanbad, Jharkhnad. The production capacity will 2, 50,728 Cum per year. The Sand material will be replenished during in monsoon season every year, as the mining will be undertaken on a rotation basis, in such a way that excavated areas of previous years mining will act as depository for the post monsoon season. 2.3 Need for the Project and its Importance to the Country or Region Building huge infrastructure as envisaged by Government of India particularly in road and housing sector requires basic building and construction raw materials. The sand is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is made available only from such mining. The sand to be excavated is in high demand at the local market for real estate and infrastructure industry. This project will also provide employment to local people helping them earn livelihood. In addition to this, it will further prevent widening of the above mentioned rivers bed due to the deposition of sediments which if not mined out will result in raising of the river bed causing flooding, damage to the adjoining areas, destruction of life and property. 4 Dumerkunda Balu Ghat on Brakar River, Dhanbad, Jharkhand Pre-Feasibility Report M/S Shankar Coal Transport Agency, Village:- Gujrati Mohalla, Katrasgarh, P.O + P.S:- Katrasgarh, Dist:- Dhanbad (Jharkhand) 2.4 Demand-Supply Gap The demand for Sand is ever growing with the growth of the infrastructure sector in our country. The mineral is used mainly in the construction activities like roads, buildings, bridges. The requirement for the mineral is always high throughout the country. Therefore there is always a good demand of the mineral in the domestic market. 2.5 Imports vs. Indigenous Production The demand in the domestic market is high sand mineral is available in abundant quantity in the contracted area and can be excavated indigenously. Import does not apply in the present case of sand mining. 2.6 Export Possibility There is no proposal to export the sand. 2.7 Domestic/ Export Markets Domestic Market The sand excavated will be directly sold in the market. Export Market The proposed mining activity is for indigenous consumption only for real estate and infrastructure sector etc. No possibility of export of sand from this contract. 2.8 Employment Generation (Direct and indirect) due to the project This project operation will provide livelihood to the poorest section of the society. It will provide employment to the people residing in vicinity and indirectly by the development of supporting infrastructure. 3.0 PROJECT DESCRIPTION 3.1 Type of Project Including Interlinked and Interdependent Projects, If Any. The proposed project of 10.534 Hectares is of Sand mining project. The mineral excavated will be directly transported to the real estate, construction and infrastructure projects. 3.2 Location The mining contract has been granted by the mining department for excavation of balu/sand throught the river beds of district Dhanbad. The balu ghats along the river beds have been marked on survey of india maps. During the entire study period, bulk density of soil ranges from 1.2 to 1.4 gm/cc, pH varies from 5.2 to 7.4, while electric conductivity fluctuated between 120 – 527 µs /cm, organic carbon content and organic matter varied from 0.29 to 2.05%, 0.5% to 3.5% respectively. The average values of available nitrogen and phosphorus was 94.2 and 5.9kg/ha. Statistical analysis of the data showed positive co-relation of organic carbon with parameters like pH, electrical conductivity, organic matter, available phosphorus and available nitrogen. Bray Curtis similarity analysis shows that there is a similarity of 96.7% between Site VIII and II and 93.68% between site VI and V.
