PIN X735.82 Van Wyck Expressway Capacity and Access Improvements to JFK Airport Project DDR/DEIS CHAPTER 2 Project Context PIN X735.82 Van Wyck Expressway Capacity and Access Improvements to JFK Airport Project DDR/DEIS Project Context 2.1 PROJECT HISTORY As part of a post-World War II $200-million development program, and in anticipation of an increased population size, the City of New York sought to expand its highway and parkway system to allow for greater movement throughout the five boroughs. The six-lane Van Wyck Expressway (VWE) was envisioned to help carry passengers quickly from the newly constructed Idlewild Airport (present-day John F. Kennedy International Airport [JFK Airport]) to Midtown Manhattan. In 1945, the City of New York developed a plan to expand the then-existing Van Wyck Boulevard into an expressway. The City of New York acquired the necessary land in 1946 and construction began in 1948, lasting until 1953. The Long Island Rail Road (LIRR) bridges for Jamaica Station, which were originally constructed in 1910, were reconstructed in 1950 to accommodate the widened roadway. The designation of the VWE as an interstate highway started with the northern sections of the roadway between the Whitestone Expressway and Kew Gardens Interchange (KGI) in the 1960s. By 1970, the entire expressway was a fully designated interstate: I-678 (the VWE). In 1998, the Port Authority of New York and New Jersey (PANYNJ) began work on AirTrain JFK, an elevated automated guideway transit system linking downtown Jamaica to JFK Airport. AirTrain JFK utilizes the middle of the VWE roadway to create an unimpeded link, connecting two major transportation hubs in Queens. -

21 NCAC 58A .0104 AGENCY AGREEMENTS AND DISCLOSURE (a) Every agreement for brokerage services in a real estate transaction and every agreement for services connected with the management of a property owners association shall be in writing and signed by the parties thereto. Every agreement for brokerage services between a broker and an owner of the property to be the subject of a transaction shall be in writing and signed by the parties at the time of its formation. Every agreement for brokerage services between a broker and a buyer or tenant shall be express and shall be in writing and signed by the parties thereto not later than the time one of the parties makes an offer to purchase, sell, rent, lease, or exchange real estate to another. However, every agreement between a broker and a buyer or tenant that seeks to bind the buyer or tenant for a period of time or to restrict the buyer's or tenant's right to work with other agents or without an agent shall be in writing and signed by the parties thereto from its formation. A broker shall not continue to represent a buyer or tenant without a written, signed agreement when such agreement is required by this Rule. Every written agreement for brokerage services of any kind in a real estate transaction shall be for a definite period of time, shall include the broker's license number, and shall provide for its termination without prior notice at the expiration of that period, except that an agency agreement between a landlord and broker to procure tenants or receive rents for the landlord's property may allow for automatic renewal so long as the landlord may terminate with notice at the end of any contract period and any subsequent renewals. -

Kluger MTA Inspector General State of New York INTRODUCTION On Sunday, December 26, 2010 and the early hours of Monday, December 27, over two feet of snow fell on the New York metropolitan area accompanied by high winds. The blizzard was not predicted until just 24 hours before and hit New York City with even more force than anticipated. New York City Transit (NYC Transit) service was dramatically curtailed on both buses and subways by 9:00 PM. Many customers and employees traveling aboard subway cars and buses became stranded during the evening of the blizzard and as the night wore on. Their isolation increased by having little to no communication with outside parties. NYC Transit estimates that approximately 650 buses were stuck in the snow, while some 500 people were stranded aboard subway cars overnight. The recovery process was lengthy, with passengers still being rescued on Monday morning. Full service was not restored for several days. Following the storm and subsequent clean up, the Chairman of the Metropolitan Transportation Authority (MTA) charged the various MTA agencies (including NYC Transit) with conducting internal reviews of their responses to the December blizzard to identify weaknesses and make recommendations for improvement. Best practices from other transit properties were to be analyzed by MTA along with the need for long-term technological improvements in communication and storm response capability. In June 2011, MTA officials presented to the MTA Board the proposed final agency report on MTA Storm Performance Review. -

PART 11. DETAILED REPORT. NEW CONSTRUCTION WORK PAID FOR OUT OF CORPORATE STOCK. Shore Road. The contract for the completion of the sea wall along the Shore Road, between Latting Place and Bay Ridge Avenue, and between 92d Street and Fort Hamilton Avenue, which was begun in 1914, was practically completed during 1915. The work consisted of constructing 6,624 linear feet of granite ashlar and concrete sea wall, furnishing and placing 46,000 tons of rip-rap and 350,000 cubic yards of earth fill. The contract for the furnishing and deposit- ing of 250,000 cubic yards of earth fill along the Shore Road, between 94th Street and Fort Hamilton Avenue, was begun during June, 1915. The work of filling in has been more than 50 per cent. completed this year. Dreamland Park. The contract for the construction of seven timber groynes along the beach front of Dreamland Park was completed during May, 1915. The cost of the work was $11,688.60. The purpose has been to stop the washing away of the beach. Records show that since 1874 more than 30 acres of public beach at Coney Island has been lost in this way. At one point, near the foot of the Ocean Boulevard, the Shore line has receded 1,100 feet. Since these groynes have been completed they have protected the beach from erosion and have also reclaimed considerable beach lands. In the spring they will be built up further and more land reclaimed. The contract for the removal of the old timber steamboat pier in front of Dreamland Park was begun during May, 1915. -

December 11, 2015 Page intentionally left blank AC Line Review Executive Summary Executive Summary The attached report provides a comprehensive review of operations on the A and C lines. Combined, the two lines serve 800,000 riders a day across three boroughs and connect to many of the most important intermodal hubs in New York City. The A differs from most other New York City Transit subway lines in that its route splits three ways at its southern end in eastern Queens. It is also exceptionally long, at 32 miles between 207 St and Far Rockaway-Mott Av. Like many other subway lines, it merges several times with other lines. The combination of these traits tends to reduce reliability. In contrast, the C is a shorter line scheduled to run less frequently than the A and many other lines. C service is relatively reliable, even though it has historically been assigned some of the oldest cars in the system. This review has been prepared within the context of NYC Transit’s service planning procedures, and all discussions of service levels take into account established guidelines for designing and scheduling service. NYC Transit determines how many trains run on a given line based on a number of factors, including line capacity, equipment availability, and the Rapid Transit Loading Guidelines. The Guidelines ensure that limited resources are equitably allocated throughout the system by establishing, by time of day, maximum passenger load levels and minimum service frequencies, where operationally feasible. The Guidelines are applied by evaluating average ridership levels at locations where trains are most heavily loaded (“peak load points”) to develop recommended service frequencies, where operationally feasible. -

Major Assumptions 2007-2011 Projections Utilization (Revenue, Ridership, Vehicle Traffic) UTILIZATION Agency Technical Adjustments to Utilization The February Financial Plan utilization levels reflect technical adjustments to the baseline projections that were presented in the November 2007 Financial Plan. These adjustments reflect impacts from the fare and toll increases that were approved by the MTA Board in December 2007, as well as from certain utilization-impacting policy actions and initiatives financed through the Service Enhancement Fund that were also approved by the MTA Board in December1. 2007 Ridership, Traffic and Revenue The 2007 Final Estimate for MTA consolidated ridership is projected to total 2,605 million passengers, while Bridges and Tunnels (B&T) facilities are projected to handle 304 million vehicular crossings. MTA consolidated farebox revenue for the 2007 Final Estimate is estimated to be $3,928 million and toll revenue is estimated to be $1,249 million. These projections of consolidated ridership, vehicular traffic, and fare and toll revenue – based on actual results through September 2007 for MTABC and B&T, and through August 2007 for NYCT, LIRR, MNR, SIR and LIB – are unchanged from the 2007 November Forecast projection. 2008 Ridership, Traffic and Revenue Before factoring in the technical adjustment impacts from the approved 2008 fare and toll increases, as well as those from the service enhancements, the 2008 “baseline” forecasts for ridership, vehicular traffic, and fare and toll revenue remain unchanged from the November Financial Plan’s 2008 Final Proposed Budget. This “baseline” forecast for 2008 MTA consolidated ridership is projected to total 2,648 million passengers, an increase of 44 million trips – a 2% increase – over the 2007 Final Estimate for MTA consolidated ridership. -
