Seek advice from CCC path officer. 6.3.2 Proposal to review all drainage responsibilities within the parish. Report on apparent condition of drainage “assets” and remind those responsible of their obligations 6.3.3 Proposal that Handyman be asked to check bins at least twice a week and empty when necessary 6.3.4 Proposal that Handyman be asked to clear rotting leaves from High Street pavements and riverside ramp asap 6.4 Flood Group report (RW) 6.5 Proposal that the Council considers reallocating the vacant ashes plots to the back of the cemetery and also delegates to the Clerk and the Cemetery Working Group the power to allocate spaces generally in the cemetery (RA) 7. This indicates that the need for Hemingford Grey is 12 homes and for Hemingford Abbots it is 4 homes. Since that time, one of our partner housing associations (Accent Group) has been working to identify sites in the Hemingfords but a suitable site is yet to be identified and it is likely that any potential sites would be located in areas of the Hemingfords where flood risk would be a factor. Ideally we would wish to avoid building housing on such sites and the resultant housing should be located in the Hemingfords. As was explained when ACRE and Frank me Grey Parish Council, development of this nature would be allowed under the Council’s Rural Exception Sites policy (currently LP28 of our Local Plan). This would allow the Council to consider sites which would not ordinarily be considered for development provided they meet certain criteria such as being prioritised for local people, that they reflect identified need and that not less than 60% of the nett area of the site is occupied by affordable housing. The remainder could be market housing. It can sometimes be difficult to find sites and not all the locations in which housing is needed may ultimately be able to find one. For this reason, the policy also allows the Council to consider sites which are in nearby settlements. The Council is currently considering this application in Hilton which would be assessed against LP28.
