Postcard from Norfolk Island....

Warren and I went for a holiday on Norfolk Island for a week at the end of February 2015. Warren had worked there in 1968 to 1970 and we managed to catch up with some of the people he worked with during the week. Some were islanders and others married islanders and it was great to be able to reminisce about the 'old days'. We snorkeled every day and the coral reef and colourful fish were amazing. We had a great week away and intend to go again in the future. Judy and Warren Yates.

Windelllama Progress Assoc.

Windellama Progress Association has been granted financial support from Goulburn Mulwaree Council under the Village Plan Reserve Funds. Following some lively discussion at Progress meetings it has been agreed to spend part of these funds on a permanent awning on the eastern side of the hall. This will mean that there will be protection for people when buying food on the Small Fields Farm Day, the Rural Fire Service Auction day and any other activities utilising the barbecue area of the hall. It will also make it more comfortable for the holding of the annual cake auction by the Garden Club. This will expend only part of the funds provided from Council and other projects will be implemented over the 3 year period of the funding. Windellama Landcare

A Landcare success story. In 2004 a property owner in Strawberry Creek Rd became concerned about the potential loss of quality top soil in Bogungra Creek. On one of the creek flats the creek was threatening to cut through the fertile soil.

In Nov 2006 Landcare planted trees:

Before he could take remedial action a particularly heavy and large rainfall cut a channel on one night in July 2005. In 2015 we now have a chain of ponds with numerous water plants and more water birds. This shows the upstream and downstream result at the bend.

Fortunately, the planning had been completed, with NSW Government approval, to build six log sills – five over a distance of 300 metres with a fall of 1.5 metres; the sixth 150m further downstream along a flat part of the creek. This required 21 logs a chain long and many tonnes of rock. In November 2005 construction was done and the creek was shaped to ensure there was no water disturbance to the soil as it flowed:

Windellama SES First Aid & CFR As I pointed out in the last months article lot numbers are of no use as far as a location is concerned, this must be emphasized once again. Contact your local council if you require a rural address number for your property. It would be appreciated by us in particular, if in future, people understood what the SES actually does. Recently I was at a meeting, my pager went off and I was immediately asked where the fire was, actually this was a CFR call out, it was subsequently attended to by two of us. All services are supplied with different coloured uniforms, we wear the Orange, RFS wear Yellow, Police rescue wear White, other Police and Ambulance wear Blue of a slightly different shade from one another. All of us have coloured vests to show the different positions of office. I hope you all will take note of this. We all work in conjunction with one another on many occasions, each service being aware of the scope of their area of operational responsibilities. We of the SES are the agency with three main areas of concern, that is Floods, Storms and Tsunamis. This covers a broad spectrum of activities. Becoming a member of the Windellama SES would give you a much better insight into these main areas. We also will advise people on how to carry out certain activities that can help to give you protection in these three areas, plus many more activities, Communications, First Aid Storm and Water etc; Our CFR unit was fairly active so far this month. We have had a fairly dry period, so now would be the time to check your house guttering and clean out any fallen leaves in particular, this covers Water and Fire damage, Inter Service Cooperation. April In Your Garden By Irene Turner VEGETABLES Plant the seeds of Broad beans, they prefer a cool climate to grow and are ready to pick early spring. Before planting give the soil a good liming and also add some complete fertilizer or old compost and old chicken manure. Other vegetables to plant now;- peas, cabbage and onions (mainly white). Peas should be sown in two rows close to each other for support, with plenty of winter sunshine. They prefer a soil which has had a light dressing of lime and complete fertilizer. FLOWERS Seeds of sweet peas can now be sown. Prepare the soil as for the vegetables, give them support to grow up, or use in a hanging basket. Seedling of alyssum, Canterbury bells, carnations, cornflower, delphinium, dianthus, hollyhock, russel lupins, viola, primula, snapdragons, stocks, and wallflower can all go in now. Now is the time to plant bare rooted autumn toned trees and shrubs. Claret ash, golden ash, golden elm, variegated leaved box elder, liquidambar, silver birch, crab apple, flowering cherry and Japanese maples, these are only some of the varieties which we can grow in our area. Japanese maple (Acer palmatum) is native to the main islands of Japan and Korea. A deciduous tree, or sometimes large shrub, a member of the maple family. The word palmatum in Japanese maple`s botanical name refers to the hand-like form of the leaves, the leaves radiated from the centre like fingers. In spring leaves are often green or red, turning to yellow, orange, scarlet, crimson or claret during the shortening autumn days. Growing conditions- Cut-leaf Japanese maples prefer a cool humid climate, afternoon shade, and preferable, morning sun. Protect them from hot western sun and intense reflected heat. Also shield them from windy expose conditions. Well-drained soil is essential. Add plenty of organic matter to the soil before planting and a thick layer of mulch afterwards- replenish when it has been absorbed. These maples need to be well watered during the growing season, particularly if the weather is dry, and are prone to leaf burn is allowed to dry out. In late winter, give your tree some complete fertilizer for the new growth. Prune raspberries and other berry fruits , tie up the new canes for the next crop Add leaf mulch.

We all assembled at Jackie and Doug Gurney's garden for this months meeting. It was a beautiful day for a get-together and discuss our gardening adventures. Some had had lots of rain and others barely a drop - such are the vagaries of our climate. Jackie and Doug's garden was a picture - full of flowering plants. We had a great morning tea and then set off for a tour of their gardens. The new garden they planted last year at this time is now a picture. It is well protected from the weather and the fruit trees will do well. The roses around the garden looked splendid too. The Wishing Well that Doug has built is truly beautiful and really complements their garden as does the sandstone structure he has built - he is truly gifted! Judy and Warren have reaped lots of tomatoes, zucchini, grapes and pumpkins. It was suggested that it is better to bake pumpkin before freezing. We were all really pleased with the name tags that Liz-Ann made for us all - Many thanks Liz-Ann for a terrific job! Now we can't forget who we are!!! Plenty of seeds were brought in for sharing - Love in the Mist, Columbines and Hollyhocks. It is great to share! The next meeting will be on Tuesday, 7th April, 2015 at Ni and Alan Reed's place at Mummell at 10 a.m. Please wear your best Easter Bonnet. Nerriga Garden Group On the first wet day in weeks Nerriga Garden Group wandered around the rose gardens of Goulburn after a cuppa at Rose’s Café while we waited for the skies to clear. Victoria Park Rose Garden contains over 1500 roses & was very pretty. The peach/pink City of Goulburn Rose seems to be really robust as it seemed to have coped well with the dry conditions that we have had. On Wednesday 15th April we will be visiting Garroorigang Historic House at 209 Braidwood Road Goulburn. We will have a guided tour of the house & gardens which will cost$10.00 per head & they will supply a “proper” morning tea at $5.00 per head. This article is again from Max Laidley’s book and continues on from December’s News Farming & Land Grants In our modern society we forget how much we depend upon the land for the food which sustains us. This was not the case in the early days of the colony. The quantity of provisions available when the first fleet arrived was less than planned because of the wreck of the "Guardian" at the Cape of Good Hope and the early attempts to grow food were unsuccessful. Everyone knew that they might starve if they could not grow or catch sufficient food to supplement the imports. Before the second fleet arrived all efforts were directed to finding food and conserving what was available. A letter by the Governor to Lord Sydney, transcribed on page 73, shows his concern. Clearing and cultivation of land to make the colony self-sufficient in food was begun quite soon after the first fleet arrived. At first the results were very disappointing for a number of reasons: the land selected was too poor to grow the introduced plants, there were few people skilled in agriculture; and the convicts generally were unwilling workers as they were mainly city dwellers unaccustomed to hard work in the fields. Also the tools brought from England were of such poor quality that spades were bent by the hard, stony ground and the axes were unsuitable for the hardwood trees. There were no ploughs and no animals to draw them. The first success came when James Ruse, a convict with farming experience, was given land at Rose Hill near Parramatta. Governor Phillip placed Ruse on land, an acre of which had already been cleared, gave him seeds, implements and some assistance, and a promise that if he showed he could subsist there he would be given a grant of thirty acres. This was an experiment by Phillip 'in order to know in what time a man might be able to cultivate a sufficient quantity of ground to support himself'. In May 1790 Ruse sowed an acre and a half of bearded wheat, and in August an acre of maize. He also made a small kitchen garden. In February 1791 he reported that he was fully able to support himself and his wife and child. In February 1792 he received the promised grant of thirty acres. This was the first land grant made in the new colony. (Today this farm is commemorated by Experiment Farm Cottage.) With the success of Ruse others were encouraged to become farmers. Soon many of the soldiers of the NSW Corps, of all ranks including privates, had received grants of land and were engaged in farming. Transcript of letter by Phillip to Lord Sydney 11 April 1790 'It was now necessary to reduce the ration to two pounds and a half of pork, and two pounds of rice, for seven people for the day. At this ration, which is served to everyone without distinction, the flour will last till the middle of November, the pork till the end of

Villages are a top priority to Council Following on from the successful allocation of discretionary funds to villages in 2014/15 Financial Year, Goulburn Mulwaree Council is continuing an allocation of $100,000 per annum to villages in the Operational Plans for the next three years. Council has allocated the money for village residents to spend on community infrastructure that they determine is necessary. In the current Financial Year, Council allocated $300,000 to community groups in villages to spend on community infrastructure. Goulburn Mulwaree Mayor Geoff Kettle said he was very pleased with the way the villages had responded to the discretionary funding. “I am absolutely delighted with the initiative and responsibility shown by all of our village residents in response to this program. They have selected some great community projects that are of benefit to residents,” Mayor Kettle said. “Taking the lead from the very responsible attitude that these village communities have displayed in selecting these projects, we as a Council are delighted to allocate another $100,000 per annum to make all of our villages great places to bring up a family and invest in.” An example of a successful village project is the development of Heritage and Sustainability Project (HASP) in Marulan. One part of the project is a central museum in Marulan that will display the Indigenous and European history and heritage of the region. Consultation with 18 community groups from the region, including Marulan, Bungonia, , Windellama and Tallong has led to the development of this project. Goulburn Mulwaree’s Operational Plan will go on public exhibition in early April.

Goulburn is Australia’s number one suburb to invest in

Goulburn has taken the crown for Australia’s best suburb to invest in for under $350,000. The nation-wide study, conducted by Australian Property Investor magazine, has revealed that Goulburn is the best bet for property investors’ funds in the 109-suburb comparison. According to the study, the assessment is based on a range of factors including: affordability, profit generation, capital growth, rental yield, median household income as well as physical and economic attributes. Goulburn Mulwaree Mayor Geoff Kettle welcomed the finding, saying it came as no surprise. “The announcement of Goulburn being named as Australia’s number one suburb to invest comes as no surprise to any of us who live here,” Cr Kettle said. “This just again goes to show that the local region, with its proximity to the national and state capitals, as well as being on a very good transport link in the – sells

$4 MILLION ANNOUNCED FOR TWO GOULBURN BRIDGES

Federal Member for Hume Angus Taylor has announced $4.187 million in Federal funding for rebuilding of the Lansdowne Bridge and the Kippilaw Bridge at Goulburn under Round One of the Bridges Renewal Programme. “This is a great windfall for Goulburn and I congratulate Council on securing funding for these two important projects. In both cases, the bridges are old, poorly aligned and need replacement,” he said. Mr Taylor said $937,000 in Federal funding had been approved for the rebuilding of Kippilaw Bridge on the Gurrundah Road and $3.25 million for Lansdowne Bridge was in addition to money already announced by the NSW Government. Member for Goulburn Pru Goward said the Federal Government’s contribution to Lansdowne Bridge was a welcome addition to the $7.6million provided by the NSW Government. “This will mean a superior bridge and road upgrade. It’s been a pleasure to work with Angus to ensure the NSW and Commonwealth Governments can deliver an outstanding local solution for Goulburn,” Ms Goward said. Mayor Geoff Kettle also welcomed the additional funding, which he said would allow the bridge alignments to be corrected. “The alignments have become hazardous, particularly for heavy vehicles. The additional Federal funding will allow for the ‘straight through route’ to be built. The new bridge will improve safety through wider traffic lanes, better cycle facilities, improved road approaches and increased sight distance. It’s an important route to the coast and a much used freight route.”

Land valuations remain steady across Goulburn Mulwaree

Land valuations have remained mostly steady, or have slightly improved, across the Goulburn Mulwaree local government area over the last three years. Representatives from the NSW Department of Land and Property Information presented the information to Goulburn Mulwaree Council staff in a workshop on March 5. Goulburn Mulwaree General Manager Warwick Bennett said it was good to see that land values were remaining strong across the region. “The villages are holding their value well and improving in places such as Tallong and Bungonia and commercial land values in the CBD are also remaining strong,” Mr Bennett said. “This is contrary to many other regional areas in NSW.” Mr Bennett said residents should be aware that with new land valuations being used for the first time in 2015/16, their general rates may increase or decrease depending on how individual land properties have moved in relation to the other properties within their rating sub-categories. “I remind the community that these valuations will be effective for the new rating year beginning July 1 this year, so if you wish to object to your valuation contact the Department of Land and Property Services on1800 110 038, or 1300 052 637,” Mr Bennett said. “Also, if you would like a look at all of the land valuations in your street go to the NSW Valuer General’s website and look at the link “Land Values on NSW Globe.” Mr Bennett reminded the community that they have until March 27 to object to the Department of NSW Land and Property latest Valuation Notices. “All residents in the Goulburn Mulwaree Council area would have been issued with a new valuation of their properties from January 14 this year and they have 60 days to object if they disagree with the assessment,” Mr Bennett said.
