Europaparlamentet Verksamhetsberättelse 2019-2020 angiven till Svenska folkpartiets partifullmäktige den 21-22.8.2020 över partiets verksamhet sedan partifullmäktigemötet den 27-28.4.2019. 1 1. INLEDNING Efter ett rekordintensivt verksamhetsår 2018-2019 väntade ett valfritt år. Året medförde dock både stora politiska överraskningar liksom dramatiska frågor ur hela samhällets synvinkel. Efter regeringsbildningen i juni 2019 fick regeringen en flygande start då Finlands EU-ordförandeskap tog vid. Hösten 2019 färgades av det digra arbetet Finlands EU-ordförandeskap medförde. Ordförandeskapet sköttes av Finland med en hög svansföring och inte minst på justitieminister Henrikssons område kunde noteras flera framgångar för det finländska ordförandeskapet. Hösten färgades vid sidan av ordförandeskapet av ett gnissel mellan regeringspartierna SDP och Centern vilket slutligen som fortsättning på en arbetsmarknadskonflikt beträffande Posten resulterade i att statsminister Antti Rinne blev tvungen att avgå vilket följaktligen resulterade i hela regeringens avgång. Den nya regeringen under Sanna Marins ledning hann endast arbeta några månader före Coronaviruspandemin (COVID-19) bröt ut vilket färgade arbetet för regeringen hela våren 2020. Samtidigt som Coronakrisen dominerade arbetet för regeringen steg dock regeringens popularitet och aldrig förr har en regering varit så omtyckt som Marins regering under våren 2020. Särskilt socialdemokraternas opinionssiffror gick på ett rekordartat sätt och de kunde därmed passera Sannfinländarna som största parti i partimätningarna. Centerns popularitet fortsatte under våren att vara rekordlåga vilket innebar att då det framkom att finansminister Katri Kulmuni hade fått medieträning för partibehov på statens bekostnad såg hon sig tvungen att avgå som statsråd. Riksdagens talman Matti Vanhanen steg då in som finansminister vilket förhoppningsvis kan stabilisera läget. För SFP:s del har verksamhetsåret varit fortsatt stabilt beträffande opinionsmätningarna. Särskilt glädjande har varit de så kallade partibarometrarna som visat en jämnt stigande trend för acceptans och dragningskraft för SFP under en 8 år lång period. Organisatoriskt för partiet innebar Coronapandemin stora omställningar. Så fort epidemin konstaterats brutit ut i Finland gick partikansliet in för att arbeta på distans vilket fortsatte fram till sommaren i enlighet med de nationella rekommendationerna. Alla fysiska evenemang ställdes in och många flyttades i stället över till att vara virtuella träffar och möten via videokonferenser. Partistyrelseren fortsatte att sammanträda virtuellt vilket också möjliggjordes för exempelvis Svenska riksdagsgruppen. Öppna träffar med riksdagsledamöter arrangerades via nätet och även en mängd seminarier arrangerades där deltagarantalet kan räknas i tusentals. Arbetet med lokalavdelningarna och förberedelserna inför kommunalvalet fortsatte i intensifierad fort via nätet vilket innebär att partiet är välrustat inför kommunalvalet år 2021. Som en följd av Coronapandemin beslöt partistyrelsen i ett tidigt skede att skjuta fram såväl partifullmäktigemötet samt partidagen som var planerade till våren. Under verksamhetsåret har många områden som tidigare blivit nedprioriterade på grund av olika val fått större uppmärksamhet. Särskilt fokus har satts på t.ex. partiets utskottsarbete. Under året har även en kansliflytt planerats vilket kommer att ske i december 2020. Det här året har partiet också haft en ovanligt stor personalrotation vilket kommit lägligt med tanke på att få alla delar av organisationen inkörd inför kommande val. Arbetet med att förnya Medborgarbladet har pågått liksom att slutföra partiets historik för åren 1970-1995. Som en större förändring kan nämnas grundande av en ny krets för Svenska folkpartiet, Samkretsen, som formaliserar det arbetet som tidigare skötts inom det så kallade Övriga Finlands krets med som saknat formell struktur. Ekonomiskt sett medförde det dubbla valåret 2019 en stor belastning som planerat, men partiets långsiktiga ekonomiska planering har medfört att partiets ekonomi är stabil även på lång sikt trots att ett eventuellt landskapsval 2022 kommer att medföra en större utgiftspost. 2 2. REGERINGSARBETET Efter riksdagsvalet 2019 deltog SFP och Svenska riksdagsgruppen i regeringsförhandlingarna för att bilda Antti Rinnes regering. Förhandlingarna inleddes 8.5.2019 och avslutades 2.6.2019 efter att SFP, SDP, Centern, Vänsterförbundet och Gröna förbundet kunnat enas om ett förhandlingsresultat. Regeringsprogrammet som utmynnade ur förhandlingarna kan beskrivas som det bästa någonsin ur SFP:s synvinkel och en analys av regeringsprogrammet gjord på partikansliet visade att cirka 75 % av det SFP lyfte upp i riksdagsvalsprogrammet fanns med i regeringsprogrammet. Följaktligen var det med acklamation som partistyrelsen 2.6.2019 fattade beslut om att medverka i Rinnes regering. På förslag av partistyrelsen utsågs av riksdagsgruppen Anna-Maja Henriksson till justitieminister och Thomas Blomqvist till minister för nordiskt samarbete och jämställdhet. Som en följd av misstroende från Centern gentemot honom lämnade statsminister Antti Rinne in regeringens avskedsansökan 3.12. Till ny regeringsbildare utsågs Sanna Marin och regeringsförhandlingarna hölls 8.12. Förhandlingarna var en formalitet där man kom överens om att fortsätta med samma regeringsprogram som förhandlats fram för Rinnes regering samt att fortsätta med samma fördelning av ministerposterna. SFP:s partistyrelse och Svenska riksdagsgruppen fattade de formella besluten om deltagande i Sanna Marins regerings samt att Anna-Maja Henriksson och Thomas Blomqvist fortsätter som ministrar 9.12. Vintern och våren 2020 fick i mars en tvärvändning då Coronaviruspandemin (COVID-19) bredde ut sig och 16.3 konstaterades att undantagsförhållanden råder i Finland. Efter tre månader av undantagsförhållanden upphävdes tillämpningen av beredskapslagarna 16.6 men sviterna av Coronakrisen kommer att färga hela valperioden. 3 3. PARTIDAGEN I VASA 7-9.6.2019 Partidagen arrangerades på Vasa övningsskolas gymnasium i Vasa 7-9.6.2019. Partidagen inleddes på fredagen med Vasa stads mottagning på stadshuset. Under mottagningen hälsade Vasas stadsdirektör Tomas Häyry deltagarna välkomna till staden. Partiordförande Anna- Maja Henriksson framförde även en hälsning. På lördag förmiddag bestod öppningsceremonin av partiordförande Anna-Maja Henrikssons linjetal samt tal av Svenska riksdagsgruppens ordförande Anders Adlercreutz, minister för nordiskt samarbete och jämställdhet Thomas Blomqvist och europaparlamentariker Nils Torvalds. Vasa stadsfullmäktigeordförande Joakim Strand framförde stadens officiella hälsning. Följande internationella gäster framförde en videohälsning till partidagen: Annie Lööf, Centerpartiet, Sverige Fredrick Federley, Centerpartiet, Sverige ALDE partiet genom Didrik de Schaetzen, Head of Communication Unit På plats på partidagen framförde Johan Ehn, Moderat samling på Åland, en hälsning: Ett telegram från Yabloko, Ryssland, lästes även upp. Partiets förtjänsttecken delades ut under öppningsceremonin av partiordförande och partisekreterare till Gunvor Brettschneider och Mats Nylund. Under öppningsceremonin fick partidagen även ta del av sång av Johan & Juristerna samt av Sebastian Holmgård. Efter lunch på lördagen öppnade partiordförande Anna-Maja Henriksson partidagen med 221 delegater och totalt cirka 350 deltagare. I partidagen deltog nationella gäster samt tidigare partiordförande och partisekreterare. Den allmänpolitiska debatten inleddes av partifullmäktiges ordförande, riksdagsledamot Eva Biaudet.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

As you are aware, liberal democracy in the world is in sharp decline and this is sadly true in Europe too. As a long term campaigner against corruption and illiberalism in my own country, I have seen first-hand how populists and nationalists have sought to undermine the rule of law and the democratic institutions the US and the EU helped to build together since the Second World War. The Renew Europe political family has been at the forefront of European integration and the fight to defend the rule of law in Europe, recently campaigning to ensure that EU funds cannot be used by illiberal and authoritarian orientated regimes to reinforce their corrupt agendas.

    Bucharest, October 4, 2019 To the attention of Jacob MOROZA-RASMUSSEN Secretary General of the ALDE Party Dear Jacob, Our continuous and ever-strengthening cooperation has so far produced excellent outcomes at every possible level on an European scale, while also having great incentives on the Romanian political background and evolutions. The increasing coordination between Union Save Romania (USR) and ALDE Europe has not only helped our party, as well as the Alliance USR PLUS, in sharing the objective truth about the political evolutions in Romania, but also created the foundations for USR and PLUS to be the forefronters of the new approach to politics in Romania, in respect to safeguarding EU core values and principles and ultimately leading to the creation of the Renew Europe group in the European Parliament. Besides our contribution to and involvement in the evolution of Renew Europe, USR is now a full member of the ALDE family and one of our main political objectives at the European level is to deepen our integration in the ALDE efforts to promote liberalism and the European core values and principles throughout the entire European continent. In this respect, I personally believe, as does every member of USR, that it is the right moment for our party to move one step forward in this process.
