Introduction

1. The present of Talgarth, the thirteenth in rank of 's eighteen towns, in common with several of the county’s smaller towns, also has an extensive rural hinterland. The afon Llyfni and its tributary the Dulas form the northern boundary of the community. However, the landscape of the community is largely defined by the pass in the Black Mountains at Pengenffordd, near to the prominent prehistoric hill fort and Norman castle of , which has been formed by the northward flowing river Enig and the headwaters of the southward flowing river . This pass is traversed by the A479, an important route from mid- to south-east which passes through the town of Talgarth. The community is bounded by highpoints in the Black Mountains, to the west and the high ridge that runs from Y Twmpa to Pen Manllwyd, , Pen Trumau and Mynydd Llysiau to the east, so that nearly half the community's area comprises largely uninhabited moorland. The town of Talgarth is classified as a 1st tier settlement in the Beacons National Park Unitary Development Plan.

2. The whole of the community, except a small area to the northwest of the afon Llyfni, lies within the Park.

3. The community has a population of 1,645, an electorate of 1,324 (2005) and a council of 12 members. The precept required for 2005 is £17,500, representing a Council Tax Band D equivalent of £26.50.

4. In the 1985 Review, apart from the addition of the north-western part of the then community of Llanelieu, the then community of Talgarth was subject to very little change. (In 1979, Llanelieu was one of the smallest of 's communities, with an electorate of 36 and no council.) The Local Government Boundary Commission for Wales made its final recommendations for a council of twelve members in an un-warded community.

Assessment

6. The electorate of Talgarth has increased from 1,180 in 1979 to 1,324 in 2005. There are six allocations of development land within the Brecon Beacons National Park Unitary Development Plan for this 1st tier settlement, for the development of 49 dwellings during the next five years. However, about 20 of these dwellings have already been built and have had their effect upon the electorate. However, we have tended to discount these, owing to ownership, access and other constraints and because of the timescales involved. We note that this community's electorate will rise to just under 1,400 electors in the medium term, suggesting a continued entitlement in accordance with Table 5 – Councillor Allocation and Powys’s Towns to twelve councillors.
