THE AND DEANE BOROUGH COUNCIL (TEMPORARY ROAD CLOSURE AND RELAXATION OF ONE WAY ORDER) (VARIOUS ROADS (NUMBER 3) ) ORDER 2015 Notice is hereby given that Borough Council pursuant to arrangements made under Section 101 of the Local Government Act 1972 with Hampshire County Council in exercise of the powers of the said County Council and in exercise of the powers under Section 14(1) of the Road Traffic Regulation Act 1984 (“the Act”), and of all other enabling powers, proposes to make the following Order:- Reason for Order: The Council is satisfied that traffic on the following roads should be restricted or prohibited because works are being or are proposed to be executed on or near the roads. Effect of Order: All traffic will be prohibited from travelling along those roads listed below, as directed by road signs. The closures are due to carriageway resurfacing, drainage installation/improvements and footway reconstruction:- 1. A339 Road, Basingstoke – from B3051 Little Knowl Hill to Wolverton Lane - 4 weeks – drainage installation/improvements 2. Swing Swang Lane, Basingstoke – from Great Binfields Road to Basing Road –2 weeks (nights only) – carriageway resurfacing 3. A339 Ringway East, Basingstoke – from slip road off onto A3010 Churchill Way East to Blackdam Roundabout – 2 weeks – carriageway resurfacing 4. Olivers Lane, Bramley – from Folly Lane to Stratfield Saye Road – 6 weeks – highway drainage improvements 5. The Street, Bramley – from Minchens Lane to Cufaude Lane – 5 weeks – highway drainage improvements 6. West Ham Roundabout, Basingstoke – from southern kerb line of A3010 Churchill Way West to southern kerb line of B3400 Churchill Way West – Inclusive of Road (North and Southbound C/W) between the West Ham Roundabout and the northern kerb line of the entrance to Lidl’s supermarket – 2 weeks (nights only) – highway drainage improvements 7. Spybush Lane, Brown Candover – from B3046 to the Wayfarers Walk / The Ox Drove - 2 weeks – highway drainage improvements 8. Duxford Lane, Dummer Road, Basingstoke – from A30 Winchester road to B3046 Farleigh Road – 4 weeks – carriageway surface treatment 9. Hardy Lane, Brookvale, Basingstoke – from Footway between rear of 13 Fletcher Close to rear of 108 Packenham Road – 6 weeks – footway reconstruction 10. Chequers Road, Basingstoke – from Goat Lane to New Road. This will also involve the relaxation of the One Way Order, to allow residential access during resurfacing in Goat Lane and Chequers Road (Goat Lane closure already in place) – 2 weeks – carriageway resurfacing 11. A339 Kingsclere Road, Kingsclere – from Road to access for Week Down Copse – 2 weeks – drainage improvements Diversion Routes: 1. A339 Kingsclere Road, Roman Road, B3400 Andover Road, B3051 Winchester Road, B3051 Swan Street, B3501 George Street. 2. Great Binfields Road, Bartons lane, Pyotts Hill, The Street, Basing Road 3. A3010 Churchill Way East, Churchill Way West, A340 Ringway West, A30 Ringway South 4. Bramley Lane, Sherfield Road, Folly Lane 5. Sherfield Road, Bramley Road, A33 Reading Road, A339, A340 Aldermaston Road, Bramley Road, Boar’s Bridge, Road. 6. Worting Road, A340 Ringway West, B3400 Churchill Way West. 7. None – Pedestrian access to be maintained (when possible) 8. B3046 Farleigh Road, Hackwood Road, A30 Ringway South, A30 Winchester Road 9. None 10. Eastrop Lane, London Road, New Road, New Street, Timberlake Road, Churchill Way, Festival Way 11. A339 Kingsclere Road, Roman Road, B3400 Andover Road, B3051 Winchester Road, B3051 Swann Street, B3051 George Street Duration of Order: The order will come into effect on 27 August for 18 months. (Notwithstanding the above it is expected each road closure will be as stated above). In all cases the dates and durations of each closure will be displayed on advance warning signs. The exemptions under S 87 of the Road Traffic Regulation Act 1984 and The Road traffic exemptions (Special Forces) (Variation and amendment) Regulations 2011 apply to this order.
