This District Disaster Management Plan devises a strategy for reducing the hazards and dangers of all kinds of disasters and accidents. It is a dedicated effort by the DDMA, Chikkamagaluru to prepare a comprehensive District Disaster Management Plan under the leadership of the District Administration. It contains the District Profile, an assessment of vulnerability and a list of possible disasters, risk assessment, the institutional and infrastructural mechanism for facing such disasters, the preparedness of the district to overcome the disasters, an effective communication plan containing the contact numbers of Officers and the standard operating procedures for effectively dealing with the disasters which are likely to occur.

    Attukal Pongala Campaign Strategy Attukal Pongala 2019 Attukal Pongala is a 10-day festival celebrated at the Attukal Temple, Thiruvananthapuram, Kerala, India, during which there is a huge gathering of millions of women on the ninth day. This is the lighting of the Pongala hearth (called Pandarayaduppu) placed inside the temple by the chief priest. The festival is marked as the largest annual gathering of 2.5 million women by the Guinness World Records in 2009. This is the earliest Pongala festival in Kerala. This temple is also known by the name Sabarimala of women. Mostly Attukal Pongala falls in the month of March or April. Trivandrum Municipal Corporation successfully implemented green protocol for the third time with the help of the Health Department and Green Army International. The need of Green Pongala About 4 years back the amount of waste collected at the end of Attukal Pongala used to measure around 350 tons. Corporation took steps to spread messages of Green Protocol to the devotees and food distributers more effectively with the help of the Green Army. In 2016 Corporation brought this measure down to about 170 tons. Corporation continued to give out Green Protocol messages and warnings throughout the year. And the measure came down to 85 tons in 2017 and 75 tons in 2018. After the years of reduction in waste, Presently, this year, in 2019 the waste has reduced as much as 65 Tons. The numbers show the reason and need for Green Protocol implementation for festivals. It could be understood that festivals or huge gatherings of people anywhere can bring about a huge amount of wastes in which the mixing of food wastes and other materials makes handling of wastes difficult or literally impossible.

The Crisis Management Plan is designed to assist Crowd Management and Emergency Operations and creation of a system for protection of life and property in the event of a natural, manmade or hybrid hazard requiring emergency activation. The Crisis Management Plan provides guidance for all line departments in order to minimize threats to life and property. 1.2 SCOPE Crisis Management Plan covers all phases of crisis management right from mitigation, preparedness, emergency response, relief to recovery. Known to be the largest congregation of women in the world, the festival is celebrated in the Malayalam month of Kumbham to invoke and seek the blessings of Goddess Parvati or Attukal Bhagavathy, the presiding deity of the temple. Women prepare offerings on hearths on the Pongala day to please the Goddess symbolising balance of the five elements of nature. Legend has it that the festival is celebrated to commemorate the hospitality that the local children and people extended to the Goddess while at Attukal. There are stories that associate her to Kannagi, the central character of the famous Tamil epic ‘Silapathikaram.’ Kannagi is said to have stopped over at Attukal for a short while after avenging the unjust death of her husband. Kannagi is believed to be an incarnation of Goddess Parvati. The Goddess hence epitomises power, courage and destruction of evil even as devotees look up to her as the Supreme Mother.
