Il compte 18 articles qui représentent environ deux mètres linéaires. Fondé en 1983 par Antoine et Simone Veil, le Club Vauban, dont le nom fait référence au domicile parisien des époux Veil, se veut un lieu de rencontre entre personnalités politiques appartenant à la majorité et à l’opposition, autour de petits déjeuners ayant lieu une fois par mois, ou lors de colloques organisés ponctuellement. Cette coopérative de réflexion, « non pas clandestine mais discrète » s’efforce, selon ses fondateurs, « de regrouper les élus convaincus de la nécessité, en dépassant le clivage structurel de l’échiquier politique français, d’ouvrir le dialogue pour mettre en relief les profondes convergences qui, sur les principaux sujets de société, transcendent la ligne de démarcation électorale ». Toujours selon Antoine Veil, la collectivité est « l’une des caractéristiques du Club Vauban » car pour ses membres, « les démarches collectives sont préférables aux démarches individuelles » dans le cadre de « la bipolarisation qui résulte [des] institutions et [du] système électoral » (préface d’Antoine Veil pour Modernité de la politique, Paris, Quai Voltaire, 1992). Politics & Diplomacy The Sarkozy Effect France’s New Presidential Dynamic J.G. Shields Nicolas Sarkozy’s presidential campaign was predicated on the J.G. The legislative elections of June 2007, which assured a strong majority in the National Assembly for Sarkozy’s centre-right Union pour un Mouvement Populaire (UMP), cleared the way for implementing his agenda over the next five years.2 This article examines the political context within which Sarkozy was elected to power, the main proposals of his presidential program, the challenges before him, and his prospects for bringing real change to a France that is all too evidently in need of reform. -

As the new leadership takes the helm, this month's section on EU politics and institutions includes a look at the geo-economic focus of von der Leyen's presidency and one article argues for a focus on fundamental values in the EU global strategy 2020. Under competitiveness, articles discuss renewing the industrial strategy and developing an EU approach to artificial intelligence. There are also articles covering the debate on internet governance. The ecofin section includes a discussion on the growth mechanism in Europe as well as an article covering the topic of crisis resolution in eurozone banks and another on eurozone reform. On environmental issues one article asks how to make the green deal work, while another highlights the importance of the circular economy in reaching the goal of climate neutrality. In justice and home affairs there is a call for the EU to act together to tackle antisemitism in Europe. The issue of repatriating foreign fighters and those associated with ISIS is discussed as is the issue of extremism online. The section on transport, telecommunications and energy deals with the question of 5G and the risks it entails. On foreign and security policy priorities for European security are set out and responses within EU foreign and security policy to climate-related security risks are analysed. There is a look at EU-NATO cooperation and there are recommendations for the civilian common security and defence policy, including for making it more gender-balanced. -

Ukraine: Thinking Together Kyiv, 15-19 May Manifesto This is an encounter between those who care about freedom and a country where freedom is dearly won. This year Ukraine has seen protests, revolution, and a counter-revolution from abroad. When millions of people gathered to press for the rule of law and closer ties to Europe, the Yanukovych regime answered with violence. Vladimir Putin offered the Ukrainian government money to clear the streets and join Russia in a Eurasian project. Yanukovych criminalized civil society, which only broadened the protests. Then the police began to kill the protestors in large numbers. This brought revolution, a shift of political power to parliament, and the promise of free elections. Russian authorities reacted by invading Crimea, sending provocateurs into eastern Ukraine, threatening to dismember the country, and suppressing Russian civil society. Ukraine today, like Czechoslovakia in 1938, is a pluralist society amidst authoritarian regimes, a fascinating and troubled country poorly understood by its neighbors. It is also home to an extraordinary tradition of civil society, and to gifted writers, thinkers, and artists, many of whom, reflecting on the Maidan, have raised in new ways fundamental questions about political representation and the role of ideas in politics. In the middle of May, an international group of intellectuals will come to Kyiv to demonstrate solidarity, meet their Ukrainian counterparts, and carry out a broad public discussion about the meaning of Ukrainian pluralism for the future of Europe, Russia, and the world. The Maidan and reactions to it, in Ukraine and abroad, raise classical and contemporary questions of politics and ethics. -

Discours de Madame Rama YADE Secrétaire d’Etat chargée des Sports, En ouverture des premières Assises du Sport et du Développement Durable Paris, jeudi 20 mai 2010 ***** Madame la Ministre, chère Chantal, Monsieur le Président, cher Denis, Cher Yann Arthus-Bertrand, Mesdames et Messieurs, Chers amis, Nous venons d’entendre une belle voix simple, j’allais dire une voix d’humanité. Ce qui nous rassemble aujourd’hui, c’est justement une certaine idée de l’Homme, de son rapport aux autres, et à son environnement. Longtemps, nous avons cru que l’Homme était maître de l’univers comme de lui-même. Cet orgueil, cette foi prométhéenne dans l’activité des hommes, nous savons aujourd’hui qu’ils conduisent à des dérèglements irréversibles, qu’ils soient climatiques, économiques ou sociaux. Il ne s’agit pas de mettre en cause les progrès de la science ou le développement économique : je crois profondément à l’intelligence collective de nos sociétés et en la capacité de chacun de prendre la mesure des défis que nous devons relever. La liberté de l’Homme, c’est d’arrêter l’irréversible. Il y a une urgence environnementale. Nous devons y faire face. C’est le défi de ce nouveau siècle ; c’est le défi de notre temps. C’est pourquoi c’est un grand plaisir pour moi de vous accueillir ici pour le lancement de ces premières Assises nationales du sport et du développement durable. Dynamiques Internationales ISSN 2105-2646 Sonia Le Gouriellec A look at Nicolas Sarkozy’s African policy in the French “backyard” Sonia Le Gouriellec, Université Paris Descartes1 Introduction Many studies have attempted to analyze the evolution of France's African policy. They focus on the changes from one government to another, and problematize the paradox of change and continuity, or a variation: fracture and permanency2. As his term of office is coming to an end, we can begin making a first assessment of the Presidency of Nicolas Sarkozy, who was elected in 2007. Despite suspicions that have weighed on the new government, France would wish to remain in Africa. In fact, the stakes have changed little since the decolonization era: • Africa remains a lever of influence at the UN, and major international institutions in general, and therefore helps in consolidating the French position; • It allows access to raw materials in well-stocked countries which are also dependent on the export of some gross commodities (agriculture and mining). One thinks of the Niger uranium, Mauritanian ores, Nigerian gas… • It is the main vector of the Francophonie, and can promote the dissemination of the French culture.
