April 13, 2015 REPORT TO COUNCIL FROM THE CHIEF ADMINISTRATIVE OFFICER ON DRAFT FOOD AND URBAN AGRICULTURE PLAN PURPOSE To provide Council with the draft Food and Urban Agriculture Plan (FUAP) for review and comment, with a particular focus given to the action items within the plan. SUMMARY The stakeholder and public engagement phases of the FUAP planning process have been completed. Activities and events included a stakeholder forum with over 100 participants, a mobile tour showcasing different examples of the local food system, a public survey completed by 647 community members, two open houses in local malls attended by hundreds of people, an extensive media campaign, and several meetings with stakeholder groups and community associations. This extensive stakeholder and public consultation, combined with research into best practices, promising approaches in other municipalities, and input from the Food and Urban Agriculture Plan Advisory Committee (FUAP-AC), has led to the development of a draft FUAP. Prior to a final public input opportunity, staff are bringing the draft FUAP forward to a Council workshop for review and comment by Mayor and Council. In May, staff will share the draft FUAP with the public at two open houses. Following the open houses, any further revisions will be made, and the FUAP will be finalized and brought forward to Council for adoption in July. RECOMMENDATION: For Council information only. T:\PRCS\ARTS AND COM DEV\REP\2015\Draft Food and Urban Agriculture Plan.docx 41 DRAFT FOOD AND URBAN AGRICULTURE PLAN April 13, 2015 Page 2 SUSTAINABILITY IMPLICATIONS Key sustainability components: Climate Change Adaptation - ensuring more food is grown locally to respond to impacts elsewhere. Land - promoting local food security in a number of ways, including encouraging the use of edible landscapes, such as fruit trees, versus decorative soft woods and food plants versus ornamental flowers; reviewing potential for seniors with large yards to make garden areas available to other members of the community who do not have access to land; and establishing more community gardens. Solid Waste - supporting the continued operation of the Food Share program, which diverts significant amounts of food waste from landfills. Food Security. FINANCIAL IMPLICATIONS Financial impacts during the implementation of action items will be addressed through existing service agreements and existing or new partnerships. PERSONNEL IMPLICATIONS Many different internal departments have been assigned lead or supporting roles for the implementation of specific action items. Though the Parks, Recreation, and Cultural Services Department is the departmental lead for the FUAP, there is currently not a staff person or team resource committed to providing oversight to the plan's implementation. Implementation without additional resources will require reprioritizing and/or added timelines in implementing this and other plans under the Parks, Recreation, and Cultural Services Department's purview. SOCIAL IMPLICATIONS As identified in the Kamloops Social Plan, food security is a priority social service element. _____________________________________ B. J.
