This year we are celebrating twenty-six (26) years of our democratic dispensations as a country. The citizens of Thulamela require us to build the kind of administrative architecture that is responsive and orientated towards meeting their needs and aspirations as enshrined in the Constitution of the Republic. The 2020/2021- 2022/23 IDP Budget/Tariffs Review documents serve as a basis upon which the municipality can achieve the strategic objectives for a better life for all. Corona Virus or COVID 19 Epidemic This year started with the outbreak of the Corona Virus or COVID 19 around the world and our country was also affected by the pandemic. The virus has disrupted life in general and affected our economic negatively. This led our country, including our municipality, to come to a grinding halt with the lockdown. 2 IDP 2020/21 FY In an effort to avoid a massive surge in infection and an uncontrollable increase of COVID-19 cases in our country, the President announced a national lockdown on 26th March 2020 with strict guidelines which have affected the IDP/Budget/Tariffs Public Participation Programme negatively. However, individuals are invited to participate via emails, municipal website and virtual communication (www.thulamela.gov.za) Importance of good Hygiene Practices Let us all continue to observe the principles of social distancing, restriction of movement and stringent basic hygiene practices provided by the World Health Organisation (WHO) and our Department of Health. We can prevent the spread of coronavirus by doing a few simple things. Wash our hands frequently with soap and water or use an alcohol-based sanitizer. Keep a distance of more than one metre between yourself and the next person, especially those who are coughing and sneezing. Try not to touch your mouth, nose and eyes because your hands may have touched the coronavirus on surface. When you cough or sneeze cover your mouth and nose with your bent elbow or a tissue, and dispose of the tissue right away. Essential Services I also want to pay tribute to those who are providing essential services and goods – the health workers, water providers, truck, taxi, bus, the workers in stores, petrol stations, banks, law enforcement officials, security personnel and waste management. We thank your efforts that we have been able to make such valuable progress in combating this pandemic and keeping our municipality and its people safe. 3 IDP 2020/21 FY Vision 2030 Finally, we still maintain our plans to achieve a City status by the Year 2030 by promoting urban regeneration and comprehensive rural development whilst encouraging Local Development to improve the quality of lives of our people. The responsibilities to re-build our economy post COVID 19 rest among us all. We must do more to restore our lives and our economy. I encourage every citizen of Thulamela to be there to participate in the reconstruction and development of this beautiful country. We thank you all. THULAMELA MAYOR Councillor A.S TSHIFHANGO 4 IDP 2020/21 FY MUNICIPAL MANAGER’S OVERVIEW Our last Strategic Planning Session was held in March 2018. We emerged in that session with a number of resolutions that will enable us toward attaining a City Status in 2030. We are also support President Ramaphosa’s 10 Points Plan to Revive South Africa Economy which embraces Job Summits, Investment Conferences, Revive the Manufacturing Sector, Support Black Industrialists, Youth Employment Service Initiatives, Youth Working Groups, Infrastructure Investments, Small Business Development, Growth Tourism sector and Digital Industrial Revolution Commission. We believe that there will be a lot of spin-off out the 10 points plan and will help stimulate economic growth in our municipality as well. Some of the Resolutions we have taken at our last Strategic session: 1. Building Towards 2030 Vision (City Status) 2. Revenue Generation 3. Urban Regeneration 5 IDP 2020/21 FY 4. Oversight by Councillors at Service Delivery Points 5. Electrification of household (including Street Lights) 6. Housing 7. Transport Networks and Roads Community Needs We have consulted our communities in this review process and collected their Needs during our Analysis Phase. The Community Needs document that we have compiled reflects the challenges that our communities face. The Needs of the community are more than our financial resources. All stakeholders need to assist in the revenue generation of the municipality. Municipal grants are not sufficient to fund all other programmes in the municipality. Assistance is greatly needed from own funding. Cooperative Governance All spheres of government need to cooperate and plan together for the betterment of our citizens. The integration of plans will help in providing coordinated interventions, cost saving and well researched programmes with the involvement of our communities. City Status by 2030 The municipality is geared towards attaining a City status in 2030. All our efforts are harnessed to achieve this goal. Society at large also needs to be mobilised in order to share the same vision and goals. 6 IDP 2020/21 FY Corona Virus or COVID 19 Epidemic The 2020 year began on a sad note with the outbreak of the Corona Virus known as COVID 19.The aftermath of the epidemic has disrupted our economy, government services, and municipal plans. Government is now forced to re direct and repriotize all our energy and plans to fight this invincible enemy. Due to this outbreak and in line with Disaster Management Act and subsequent regulations, we are unable to conduct public participation process to deepen local communities’ participation the way we used to do for IDP/Budget and Tariffs Reviews. We are required to observe WHO and national Department of Health guidelines thus avoid conducting public participation through contact meetings. Public Participation Members of public are requested to make inputs through municipal website, e mails and/or virtual meetings. We have engaged stakeholders in consultation during Analysis and Strategic Phases before COVID 19 disruptions. This review process is the last one in the current administration. A new Council that will be elected in 2021 will develop their Strategic Five-Year Plan to run concurrently with the new term of Council. It will be in line with the provisions of the Municipal Systems Act 32 of 2000. These review process continue to provide the framework for budgeting process, the development of Service delivery and budget implementation plan (SDBIP). The review process will also be compliant with MSCOA principles and guidelines from Treasury.
