Qingjiang Kong* INTRODUCTION On December 11, 2001, China acceded to the World Trade Organization (WTO).1 Taiwan followed on January 1, 2002 as the "Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu."2 Accession of both China and Taiwan to the world trading body has triggered a fever of activities by Taiwanese businesses, but the governments on both sides of the Taiwan Strait have been slow to make policy adjustments. 東海管理評論【特刊】 民國一百年,第十二卷,第一期,71-120 Choosing Entry Mode to Mainland China Joung -Yol Lin*, Batchuluun AMRITA** Abstract The Economic Cooperation Framework Agreements (ECFA) is an agreement between the Republic of China (Taiwan) and People’s Republic of China (Mainland China), which was signed on June 29, 2010. The ECFA can have a far reaching impact on bilateral businesses relationship of the two parties, further strengthening the financial infrastructure and enhancing financial stability. Currently, thirteen Taiwanese banks meet the capital adequacy or stake acquisition requirements in the mainland China; on the contrary, five mainland Chinese banks meet the capital adequacy and operation experience requirements for opening a representative office in Taiwan. Consequently, a merger of banks and related options between the two regions are under discussion. In a review of the ECFA and other reports, Taiwanese banks will be able to progress further on the banking business in the mainland market within 2 years. However, there are still many uncertainties and questions concerning bank characteristics after ECFA; such as competitive position, market efficiency, long term returns and dimensional stability. This paper investigates theoretical and empirical studies and application of PESTEL analysis on the major factors in the macro environment of China. Specific attention is made in regards to the securities, banking and insurance aspects. The vital finding of this study is investigation of the entry mode strategy for the Chinese market with a long –term vision to foster into global competition. Finally, in order to intensify the competitive advantage, this paper explores a viable model for Taiwanese Banks to structure their products and services upon. -

Brown Associate Director, Asian Studies The Johns Hopkins School of Advanced International Studies On Aug. 3, President Chen Shui-bian told a video conference with independence supporters in Tokyo that there was “one country on each side” of the Taiwan Strait. Taiwan government officials, Washington, and Beijing were caught by surprise and concerned. Taipei quickly sent out assurances that policy has not changed, Washington reiterated that it did not support independence, and President Chen refrained from repeating this remark publicly. While no crisis occurred, the remarks appear in part to reflect Chen’s conclusion that Beijing’s cool response to Taipei’s goodwill offers means there is little near-term prospect for progress on cross-Strait issues. Taipei has pressed ahead with efforts to strengthen ties with the U.S., but its efforts to increase Taiwan’s international standing have suffered setbacks. Minor steps continue to be taken to ease restrictions on cross-Strait economic ties, which are again expanding rapidly. “Three Links” in Limbo This quarter opened with considerable attention on both sides of the Strait to ways the recently concluded extension of the Taiwan-Hong Kong Air Services Agreement could provide a model for how private groups might handle the opening of direct travel across the Strait − the so-called “three links.” President Chen seemed intent on opening direct travel before the 2004 presidential elections in order to demonstrate his ability to successfully manage cross-Strait relations. Bureaucrats in Taipei were working on the modalities for authorizing private groups to negotiate. -

Mandarin is the official national language. The 70% of the population belonging to the Hoklo ethnic group speak Taiwanese Hokkien (a variant of the Min Nan speech of Fujian province). Did you know! An essential part of this financial overhaul has been the reform of the state-owned banks (SOBs). It was believed that privatisation and deregulation of the SOBs could effectively enhance the efficiency of Taiwan’s financial sector. After almost two decades, however, the reform is still not complete. Given its importance, the question arises: why is it taking so long? This article argues that the state has been unable to implement its planned reform policies as its ability to carry out the SOB reform has been significantly constrained by the newly rising political forces resulting from Taiwan’s democratisation. -

Cross-Strait Relations: First the Easy, Now the Hard Alan D. Romberg After two rounds of renewed cross-Strait dialogue in 2008, PRC President Hu Jintao took the initiative at the end of the year to put forward an ambitious agenda for advancing the relationship and consolidating it for the long run. He embedded his proposals squarely in the long-standing orthodoxy on “one China” and ultimate reunification. But in the most important aspect of the speech, he fundamentally, if largely implicitly, recognized that unification is at best a distant prospect. Consistent with his approach to date, he exhibited a willingness to be patient as long as developments were consistent with—or at least not inconsistent with—these two ideas. On a tactical level, while officials on both sides continue to speak of the need to move “step-by-step,” in fact, some people in Taiwan as well as on the Mainland have shown a desire to accelerate the pace, trying to get as much as possible done while Ma and Hu are both in power. Moreover, while agreements to date have focused on specific issues such as cross-Strait transportation and tourism, Hu’s endorsement of an umbrella economic agreement—an idea Ma had first floated in the 2007– 08 presidential campaign—has raised the issue to new prominence in the cross-Strait dialogue for 2009. It has also precipitated a sharp debate in Taiwan about the merits of such a deal. Finally, the tyranny of the calendar brought the issue of Taiwan’s participation in the annual World Health Assembly meeting front and center. -

In 2015, Taiwan was ranked as the United States’ 9th-largest trading partner in goods, placing it ahead of markets such as India and Brazil. It was also the 14th-largest U.S. export market overall and the seventh-largest export market for agricultural and livestock products. In 2015, Taiwan was the seventh largest source of foreign students pursuing higher education in the United States. In 2015, according to the U.S. Census, exports to Taiwan decreased 2.8 % to US$ 26 billion. Imports from Taiwan rose 0.3% to US$ 40.7 billion. Taiwan ran a trade surplus with the United States of US$ 14.8 billion dollars in 2015, an increase of US$ 868 million over the year before. Mainland China (including Hong Kong) is Taiwan’s largest trading partner, accounting for 22.7% of total trade and 19.3% of Taiwan’s imports in 2015.
