1. Summary on the Results of the 1st Special Video Conference on the COVID-19 Pandemic (22 May, 2020)

We, the Members of the Standing Committee of the ICAPP, held the Special Video Conference on ‘the Impact of the COVID-19 and the Role of Asian Political Parties’ on 22 May 2020, presenting a united stance against the common threat. The ICAPP Standing Committee Members shared the view that, while we are embracing the postponing or rescheduling of several important ICAPP meetings such as the meetings of the Standing Committee, the ICAPP has a political duty to respond, by holding a special video conference, to this unprecedented challenge.

We discussed our actions and continued commitment to cooperation and coordination to combat the pandemic at the conference initiated by Hon. Jose de Venecia, Founding Chairman of the ICAPP and Hon. Park Ro-byug, Secretary General of the ICAPP. The members of the ICAPP Standing Committee representing 20 Asian political parties and the representatives of the Permanent Conference of Political Parties in Latin America and Caribbean (COPPPAL) and the Council of African Political Parties (CAPP) participated in this special video conference, reaching a mutual understanding and common position.

1. Background

Following the first Impact of COVID-19 pandemic has spread to reach the whole activities of our people, undermining interconnectedness, and hampering development in the world. Some countries began to take a level down of the lockdown measures, but many others are struggling to recover from the destructive influence by the pandemic. Irrespective of some differences in domestic situations, we, leaders of Asian political parties are strongly determined to spare no effort to present a united stance against the common threat. While we are embracing the postponing or rescheduling of the several important ICAPP meetings such as the meetings of Standing Committee and the Women’s Wing and Youth Wing, the ICAPP has a duty to respond, by holding the special video conference, to this unprecedented challenge by the global pandemic. 2. Agenda The special video conference was held on May 22, 2020 under the theme "The Impact of the COVID-19 and the Role of the Asian Political Parties". We acknowledged the need to continue to hold special conferences on this disease until such time as it is well contained and there is a return to normal daily life.

As of May 13, 2020 Background

The Impact of COVID-19 pandemic has spread to reach the whole activities of our people, undermining interconnectedness, and hampering development in the world. Some countries began to take a level down of the lockdown measures, but many others are struggling to recover from the destructive influence by the pandemic. Irrespective of some differences in domestic situations, we, leaders of Asian political parties are strongly determined to spare no effort to present a united stance against the common threat. While we are embracing the postponing or rescheduling of the several important ICAPP meetings such as the meetings of Standing Committee and the Women’s Wing and Youth Wing, the ICAPP has a duty to respond, by holding the special video conference, to this unprecedented challenge by the global pandemic. As the Founding Chairman and SC members already expressed their views on the need to hold the special conference on the COVID-19 via video or online methods, the SC members are kindly invited to participate in the Special Video Conference on the COVID-19 Pandemic.

Agenda

The Special Video Conference will be held on 22nd May, 2020. The subsequent video conference may be reviewed depending on the future development of the pandemic. Agenda: The Impact of the COVID-19 and the Role of the Asian Political Parties

Participation

At this meeting, the Members of the ICAPP Standing Committee will be invited to present their views on the topic. The Observers such as representatives from the CAPP (Council of African Political Parties) and COPPPAL (Permanent Conference of Political Parties in Latin America and the Caribbean) may be invited to speak or requested to send video messages to this conference, considering several factors such as their convenient availability and the time differences.

Tentative Schedule

1. As has been practiced in the previous meetings of the ICAPP, it would be necessary for the meeting to proceed as follows:

 The speakers will be decided in alphabetical order of the name of country.

 For the smooth management of the meeting, the speakers are kindly requested to present their views within five minutes. The speakers are requested to deliver their remarks focusing on the above-mentioned agenda.

2. The sessions will be conducted in the following manner:

Process for preparing for the Video Conference for the SC members

First, the members of the Standing Committee who wish to participate in the conference are kindly requested to designate their working staff and send the Skype information (mobile telephone numbers and email addresses used by the SC member as a participant and his/her assistant), so that the Secretariat may be able to contact them to check the availability of the connection in advance.

Second, all participants are kindly requested to provide the copies of their speeches and other relevant documents to the ICAPP Secretariat by e-mail at [email protected] prior to the start of the meetings.

If it would be difficult for a SC member to participate in the special video conference on the proposed dates, due to unavoidable reasons such as the internet service for the Skype, he or she may send to the Secretariat their views and opinion in the form of a recorded video messages and a written text.

Outputs

A Statement may be adopted at the end of the meetings. The first draft will be prepared by the ICAPP Special Rapporteur and Secretariat and will be circulated to the Members. After consultations on the elements to be included in the statement, it will be circulated to the Standing Committee Members for comments and/or suggestions. The final text of the statement may be adopted on 26 May, 2020 after reflecting the members’ views. Furthermore, the Secretariat is planning to issue a final report that will cover the speeches by the participants. /end/

5. Statement for the Special Video Conference on COVID-19 Pandemic (1)

We, the Members of the Standing Committee of the ICAPP, held the Special Video Conference on ‘the Impact of the COVID-19 and the Role of Asian Political Parties’ on 22 May 2020, presenting a united stance against the common threat. The ICAPP Standing Committee Members shared the view that, while we are embracing the postponing or rescheduling of several important ICAPP meetings such as the meetings of the Standing Committee, the ICAPP has a political duty to respond, by holding a special video conference, to this unprecedented challenge.

We discussed our actions and continued commitment to cooperation and coordination to combat the pandemic at the conference initiated by Hon. Jose de Venecia, Founding Chairman of the ICAPP and Hon. Park Ro-byug, Secretary General of the ICAPP. The members of the ICAPP Standing Committee representing 20 Asian political parties and the representatives of the Permanent Conference of Political Parties in Latin America and Caribbean (COPPPAL) and the Council of African Political Parties (CAPP) participated in this special video conference, reaching a mutual understanding and common position.

1. We noted with grave concern that COVID-19 poses a huge global threat and has caused grave human suffering and we shared the view that we need to engage in even closer joint efforts to fight the pandemic and to counter the serious negative repercussions on a whole range of human activities. We reached a common understanding as follows.

(a) We recognized each member’s national measures undertaken to effectively fight against and control the spread of COVID-19, and committed to continue all necessary measures to protect people and to contain the highly contagious disease.

(b) We agreed to seek to provide intensive testing, tracing and treatment of target groups of people in seriously affected areas in order to contain the pandemic and facilitate rapid diagnostic measures.

(c) We acknowledged the importance of promoting a high level of public trust and civic engagement regarding widespread voluntary self-quarantine and other preventive measures, such as "social distancing," to slow and contain the spread of the outbreak.

(d) We emphasized our strong commitment to working together to improve and upgrade national health systems to ensure that they deliver equitable health outcomes, based on a comprehensive approach.

2. We therefore agreed to work together for urgent national actions for regional and global cooperation to counter and contain COVID-19 and bring the pandemic to an end. Furthermore, we reaffirmed our strong commitment to embrace and abide by the following recommendations in the fight against the disease.

(a) We are committed to continue to encourage our governments and political parties to devise and support effective programs to combat the pandemic as a national health strategy.

(b) We reaffirm the need to further strengthen international cooperation through the exchange of best practices aimed at building the capacity of public health systems. Moreover, we emphasized the importance of providing financial support and cooperation to develop and produce affordable, safe, effective and high-quality vaccines and medicines for their global use and equitable access as soon as possible.

(c) We emphasize the role of political parties in facilitating cooperation for sharing information and lessons learned through implementing various measures to address any potential outbreak of the pandemic. And we recognized that this is important even after reaching a manageable level of the outbreak of cases.

3. We also reached a common understanding regarding using all available policy tools to minimize the economic and social damage from the pandemic and to coordinate to restore global growth, maintain market stability and strengthen the resilience of the global economy and global governance in health and economy as follows.

(a) We will support the active role of political parties in discussing and supporting vigorous measures to promote recovery in our economies, protect workers and businesses, particularly small and medium sized enterprises, and shield vulnerable groups of people through all available resources.

(b) We will place a special emphasis on the protection and needs of the most vulnerable people including refugees, migrants and displaced people who already rely on international humanitarian assistance as well as the countries hosting these vulnerable groups.

(c) We will encourage each other to coordinate and update regional and global responses in the fields of health, trade, investment, finance and the movement of labor as recommended by the WHO, the IMF, the World Bank, the ILO, the UN and other international economic organizations.

(d) While committed to serving the best interest of the global community of shared prosperity, we support the WHO’s leading role in the global fight against the COVID-19 pandemic. We urge political parties and governments to respect WHO’s working principles in fighting the pandemic and to speed up the

development of vaccine and cure and to make them available to all nations in a timely manner.

(e) We call for global approach to combat COVID-19 which necessitates promoting international trade, freely without interference, punitive measures or any obstruction of international exchanges, such as of goods, services, medical supplies or of people. We are committed to ensuring the smooth flow of factual information, agricultural products and other services across borders and minimizing the disruption of global supply chains.

(f) We welcome the commitment expressed by the G20 Leaders in their summit statement of March 2020 for united actions against the pandemic.

4. We acknowledged the need to continue to hold special conferences on this disease until such time as it is well contained and there is a return to normal daily life.

5. We conveyed sincere appreciation for the efficient and timely arrangements made by the ICAPP Secretariat for the successful holding of the Special Video Conference on the Impact of COVID-19 and the Role of the Asian Political Parties.

Hon. Jose De Venecia, Jr. Founding Chairman and Co-Chairman of the ICAPP Standing Committee and -Former Speaker of the House of Representatives, Republic of the Philippines

Excellencies, dear friends: The 21st Century can be described as a period of transformations, a stage of epochal changes. Every aspect of ordinary life is being challenged: our security by extremist terrorism; conventional economics by the unintended consequences of globalization; accustomed politics by a great of populist rebellion; familiar environment by climate change; and most recently, our health and well-being by a deadly global plague.

Global impact of Coronavirus

As of today, the Covid-19 pandemic has infected some 4.8 million people and claimed more than 320,000 human lives in 216 countries and territories worldwide, and they are increasing.

The pandemic has also slowed down global trade and tourism as a result of the lockdown imposed by our respective countries in order to contain the spread of the virus. The move is necessary as lives are of utmost importance, but it has resulted in economic downturn, massive unemployment and loss of livelihood. The World Trade Organization (WTO), in a report last April 8, 2020, stated the following:

“(1) World merchandise trade is set to plummet by between 13 and 32% in 2020 due to the Covid-19 pandemic; “(2) Nearly all regions will suffer double-digit declines in trade volumes in 2020, with exports from North America and Asia hit hardest; “(3) Trade will likely fall steeper in sectors with complex value chains, particularly electronics and automotive products; “(4) Services trade may be most directly affected by COVID-19 through transport and travel restrictions;

“(5) A 2021 recovery in trade is expected, but dependent on the duration of the outbreak and the effectiveness of the policy responses.” For its part, the U.N. World Tourism Organization (UNWTO), in a statement last May 7, 2020, said that “international tourism was down 22%” during the first quarter of this year “and could decline by 60-80% over the whole year,” that would result in the loss of millions of jobs worldwide.

It added that “arrivals in March dropped sharply by 57% following the start of a lockdown in many countries, as well as the widespread introduction of travel restrictions and the closure of airports and national borders. This translates into a loss of 67 million international arrivals and about US$80 billion in receipts (exports in tourism).” The World Trade Organization, however, pointed out that “If countries work together, we will see a much faster recovery than if each country goes it alone. ”

A ‘borderless’ world

Dear friends: The state of the world today is far different than what it was when it last experienced a pandemic of this magnitude, which many say is the so-called “Spanish flu” in 1918, which reportedly killed some 40 million people worldwide.

Today, global supply chains, rising technology, and unparalleled tourism, among others, have in essence rendered our world “borderless.” We now live in a global community and face a unique set of challenges and opportunities. Defeating Coronavirus, therefore, requires global effort.

Solidarity and cooperation in the battle against Covid-19

In the face of this deadly threat which transcends national, regional and even hemispheric boundaries, there is a greater need for regional organizations like ours, the International Conference of Asian Political Parties(ICAPP), to promote solidarity and cooperation among countries, as no nation can solely face this global health emergency.

Our role as political parties is essential as we serve as the vehicles of people’s participation and aspirations. We constitute the government and parliament. We are the bridge between policy and people.

We must work together if we are to contain, and surmount, this gigantic clear and present lethal danger to the health and well-being of the peoples around the world and the global economy.

ICAPP to facilitate sharing of information and best practices

We in ICAPP, through the Seoul-based ICAPP Secretariat headed by the able and hardworking Secretary General Park Ro-byug, can facilitate the sharing of information, experience and best practices among countries in the fight against Covid-19 and other

Through ICAPP, our respective countries can also exchange strategies and measures on rebuilding lives, communities and economies that have been shattered by the Coronavirus scourge, as it is the next gargantuan challenge to countries and the international community.

Perhaps our 350 member-political parties may serve as our “contact points” in the 52 countries in Asia.

Cooperation among international organizations

Dear friends: We are pleased to point out that last April 14, the Association of Southeast Asian Nations (Asean) and the Asean Plus Three (China, South Korea and Japan) conducted a video conference on how to strengthen cooperation, especially in the areas of health and economy, in battling the Covid-19.

We have seen similar efforts by other regional organizations like the South Asian Association for Regional Cooperation (SAARC), European Union (EU), African Union (AU), and our ICAPP partner-organization, the Permanent Conference of Political Parties of Latin America and the Caribbean (COPPPAL).

The International Association of Parliamentarians for Peace (IAPP), where we are privileged to serve as Co-Chairman with former 30-year U.S. Congressman Dan Burton, is also undertaking ways and means of cooperation among parliamentarians in the fight against the Coronavirus plague.

Economic stimuli alongside health and safety measures

We also wish to underscore the importance of fiscal incentives and economic programs to be tackled alongside safety and health measures by governments and parliaments around the world.

In my country, the Philippines, our government has declared a state of health emergency and placed our nation’s capital, Metro Manila, and other areas of the country, under lockdown since midnight of March 15 to curb the spread of Covid-19. Strict measures, like curfew from 8 PM to 5 AM daily, have been enforced.

Community quarantine facilities for Coronavirus patients who are asymptomatic and with mild symptoms as well as for persons who may be required to undergo the mandatory 14-day quarantine; and Covid-19 testing laboratories have been established in Metro Manila and across the country, through partnerships between the government and private sector.

Through the law that our Congress enacted, called the “Bayanihan to Heal as One,” the government is spending Two Hundred Seventy-Five Billion Pesos (P275 billion) or some Five point Forty-Three Billion Dollars (US$5.43 billion) to provide emergency

19 Speeches cash aid for two months to 18 million low-income families; grant wage subsidies to embattled local workers and overseas Filipino workers who have lost their jobs due to the worldwide pandemic; give health workers a special risk allowance; and provide financial assistance for the medical costs of Filipinos who are infected by the Coronavirus.

An economic stimulus package, amounting to One point Seventy-Four Trillion Pesos (P1.74 trillion) or some Thirty-Four point Thirty-Five billion Dollars (US$34.35billion) is being discussed to address the impact of the pandemic on the country’s economy.

The planned program includes funding for health care, education, agriculture and infrastructure; and providing assistance to distraught Filipino workers and businesses, especially the micro, small and medium enterprises.

Our President Rodrigo Duterte also offered a reward of Fifty Million Pesos (P50 million) or around One Million Dollars (US$1 million) to embolden Filipino scientists who are trying to develop a vaccine against Covid-19.

The Philippines has also joined 100 other countries in the “Solidarity Trial” spearheaded by the World Health Organization (WHO) to test the safety and effectiveness of possible vaccines that can treat Covid-19.

The world will never be the same again

Dear friends: Medical experts say that the Coronavirus “may never go away and peoples around the world will have to learn to live with it.” Indeed, the post-Covid-19 world will never be the same again.

Excellencies, dear friends: “These are the times that test men’s souls” wrote philosopher and political theorist Thomas Maine.

In these moments of enormous challenge and uncertainty, we seek strength in unity— and a sense of shared purpose born out of our common history.

It is a unique opportunity to address prominent political leaders from Azerbaijan, Cambodia, Indonesia, Iran, Republic of Korea, Lebanon, Malaysia, Mongolia, Nepal, Pakistan, Russia, Thailand & Turkey etc.

At the outset Dr. Jolly praised Prime Indian Prime Minister Narendra Modi & BJP National President Jagat Prakash Nadda for motivating 1.3 billion Indians in fight against corona.

BJP leader Dr. Jolly stated that as on 22nd May 2020, coronavirus worldwide has affected 51,94,210 citizens with 3,34,621 deaths. Jolly expressed sorrow for 96,354 dead in US, 36,042 in UK, 32,486 in Italy, 28,215 in France, 27,940 in Spain, 20,082 in Brazil, 9,186 in Belgium, 8,309 in Germany, 7,249 in Iran, 6,152 in Canada, 5,775 in Netherlands, 4,634 in China, 4,249 in Turkey, 3,871 in Sweden, 3,584 in India, 3,099 in Russia, 1,583 in Ireland, 846 in Philippines, 264 in South Korea who fell prey to corona. Dr. Jolly urged all ICAPP leaders on the video conference to observe one minute silence as a mark of respect for the departed souls to rest in peace & heaven.

At home Modi Govt. fed poor & hungry people in total lockdown period while announcing Rs. 20 Lakh Crore financial package to business, medium & small scale entrepreneurs along with poor citizens were highlighted by Dr. Jolly as united India's fight against corona.

Quoting his own experience, BJP leader & ICAPP Standing Committee Member Dr. Jolly stated that one day on facebook he saw his All India BJP President J.P. Nadda distributing home cooked food for 10 poor families during total lockdown in corona times. Dr. Jolly got instant motivation.

Next day onwards he regularly & quietly started distributing home cooked food to 10 poor families in the vicinity of his house in South Delhi. This is the spirit with which we all members of ICAPP, have to work in our own neighborhood, districts, cities & nations stated Dr. Jolly in his motivating speech.

Communicating with 99 Ambassadors & High Commissioners of various nations stationed in India on their safety & security during corona was another unique way of Dr. Jolly to invoke and motivate others in stressed out times revealed firebrand Indian BJP leader. And he was cheered by all the leaders of International Conference of Asian Political Parties constantly.

Dr. Jolly also extolled & praised Hindu social organization Rashtriya Swayamsevak Sangh (RSS) for its selfless social work in India during covid-19 pandemic. 20 lakh RSS volunteers tirelessly worked at 33,000 places, organized meals to 1,92,59,179 and distributed rations kits to 17,00,000 families consisting of 10 kg flour, 2 kg rice, 2 kg pulses, 1 kg sugar, 1 liter oil, tea leaf, spices, noodles & dried milk packets during covid- 19 times in India. In Mumbai alone, RSS organized 10 community kitchens serving 1,00,000 food packets to poor claimed Dr. Jolly.

Thank you for this important session of our special video conference on fighting the pandemic of Covid-19 and I would like to start with extending special greetings from our President, HE. Mr Joko Widodo and from our Golkar party Chairman, HE. Mr. Airlangga Hartarto who concurrently is the Coordinating Minister for Economic Affairs. I would like also to explain that as per 22 May 2020, the confirmed cases of people infected with Covid-19 is around 20,162 persons and fatality rate 1278 persons. Meanwhile, 4838 persons have recovered from the virus.

We have applied during the last 2 months what we called Large Scale Social Restrictions instead of nationwide lockdown. This decision has been applied considering the fact that as an archipelagic country, from one province to the other has a different situation. The restrictions already applied in all provinces in Java, particularly in Jakarta as the capital city of Indonesia and also several other cities and regencies outside the provincial areas in Java.

With the large-scale social restrictions, we have been working from home both for those in the public as well as the private sector except for certain fields like health, security, logistic and agriculture production

Indonesian government has issued a number of economic stimulus Indonesian government has allocated special budget to handle the COVID-19 pandemic which is distributed accordingly for healthcare spending, social protection, and for tax incentives and credit for enterprises. The biggest chunk will be set aside for economic recovery programs including credit restructuring and financing for small and medium businesses. In line with the government efforts, many parties, members of the general public took part in helping to ease the country’s situation in fighting this covid 19 pandemic.

Our party, Golkar Party as one of the leading party in Indonesia has launched a special program of Golkar Care Action Movement to fight Covid 19. In the program we took the initiative to help distribute equipment that can be used to help the spreading of the corona virus. We do that to hospitals and members of the general publics. Such

23 Speeches distribution of assistance is conducted through our provincial as well as regional party offices throughout Indonesia.

Our party Chairman hopes that through this movement where we distribute mask, personal protective equipment for medical team, hand sanitizer, disinfectant equipment and also testing equipment that can help ease the burden that the government both at the central as well as provincial and regional level has to bear to deal in battling this covid-19 pandemic.

We hope that our party offices at the provincial level will stimulate the regional party offices to join the action so that it will become a national action because we believe that to deal with this corona virus we need the participation and a good synergy of many parties, members of the general public, community organizations, business players, and also all the political parties.

I would like to finally say that this is a very difficult time for all of us, for nearly all countries in the world, but I believe together we can fight this Covid-19 pandemic. Have a blessed Ramadhan for those who celebrate and please continue to remain safe and healthy.

Thank you Mr. Chairman

I first like to thank our great founding chairman and co-chairman of The ICAPP Standing Committee H.E.Jose De Venecia Jr. for this very important video conference. I also like to thank a lot our hard working secretary general H.E. Park Ro-Byug who has done a lot to organizing this conference.

I thank you all Excellencies ladies and gentlemen for participating in this conference which I hope to help remedy this terrible situation which we all see in the whole world that is actually like a wake-up call for doing something urgent to stop the spread of the Corona virus. This crisis seems to be the dawn of a new era of some global issues which cannot be solved without the participation of all of the people of the world specially multilateral organizations like UN, WHO, super powers, scientists, rich and poor countries both, NGOs, political parties, Social activists, national and local governments all over the world.

ICAPP as an organization with some 400 ruling, independent and opposition parties from some 501 countries of Asia with the cooperation of CAPP and COPPPAL can and must do a lot in this very crucial and difficult time of the history. I know our chairman and secretary general have done a lot in this respect and now it is time that we all help them to plan for the future.

Unfortunately, so far we have not seen enough help from some places that we expected a lot.

I do not want to blame anybody or any country but I have to say very sadly that we have been witnessing several examples of moral weaknesses since the very early days of the pandemic which made the situation worse and that cost the lives of several thousands of people all over the world. Just to give some examples:

1. The statement by the US president that he would halt funding to the World Health Organization (WHO), at the height of the global pandemic was something ungodly and was deemed quite irresponsible by the world leaders and global activist and all the people in the world and even a lot of American citizens.

A decision which even hurt the American people who were affected or even lost their lives, almost 1.6 million are affected and almost 100,000 lost their lives. These numbers are about one third of the number for the whole world while the population of the USA is only about 4.3% of the world population. 2. Seizer and confiscating of the medical goods shipped to the infected region by some countries en route. 3. Sanction which was imposed on some countries like Islamic Republic of Iran by the government of the United States which even included medical goods and medicines and even has been increasing during the hard time of this ungodly pandemic.

Well what can be done now? Even it is too late, but hopefully there is still time to fight this virus. Here are some suggestions:

(These are what we have done in Iran) 1. The first and maybe the most important one is to define a globally acceptable and common 3 protocols for prevention, detection and treatment of pandemics among all the members of the UN. 2. Implementation of the screening procedures and detection equipment for infectious diseases at all the ports of entry for international travelers and imported goods. 3. Encourage the private section and individuals to cut their social activities and stay at home as much as possible to cut the chain of the infection. 4. Try to raise awareness of the people about the danger of the virus, by developing educational materials among the public. 5. Promote cultural exchange between nations specially neighboring countries in the field of health related materials.

Good morning everybody, the distinguished members of the Committee. I am very glad to see all of you and I am very happy that we all stay very active, that’s good news. So, let me briefly explain the position of the UNITED RUSSIA political Party, the ruling Party of our country. So, I would like to start with a very important remark. In 2007 the founder of our political Party, the President of the Russia Federation Mr. Putin suggested that the members of G7 arrange cooperation against dangerous infection diseases all over the World. Unfortunately, only now the important role of global international cooperation for struggling against viruses and other dangerous infections became obvious. We stressed the necessity to unite people all over the World with the help of our political parties in our common letter with our friends from China and other comrades from different countries. Unfortunately, there are some other positions all over the World. So we all can understand that the time of pandemic is not the time for trade wars as well as for information wars. Unilateral sanctions (against, for example, Iran, Cuba) shall not be the way or resolving political matters. It seems to me that it is a good time for cooperation to save as many people as we can. Fortunately, the situation in my country is relatively good. Our public health system is strong and I just want to give you some examples. The level of testing today is over 8 million. It is the same level like in the United States of America. The infection is tested in 300.000 or a little bit over cases. The level of mortality is very low, less than 1%. In Moscow the amount of recovered people is higher than infected. This is the result of the activity of my government and our ruling Party and our public health system. We also have good news about some achievements of our science, our medical academies and we hope to have our Russian vaccine very soon. So, we are really ready to help all other people from all over the World. We sent our military specialists to Italy, Serbia, to countries of CIS Union and some others, including the United States of America. We sent our equipment to the United States of America to help them in struggling with this disease. I would like to stress the necessity to stop all sanctions, to stop all attempts to start any kind of trade wars or information wars during this very, very crucial period. We also think that we need to have common internet platform to effectively communicate with each other.

Dear honorary our chairman Mr Jose de Venezia, our secretary Mr park, dear Excellencies ladies and gentlemen

It's great to be here together hopefully we can make it to Manila for the 20th anniversary of ICAPP, concerning the Korona virus in Lebanon and as far as I know we have a better situation than some other countries. Less than 1000 persons affected, and not more than 50 people died.

As political parties from worldwide we must reach out to new grounds like North and South America, and beyond due to the present pandemic situation in the world. Also we must learn from each other's experience like South Korea and Taiwan where they had excellent results combating the Korona virus comparing to other badly affected nations.

There are two sides where we should focus: First, it's scientific/medical; Where investments are directed for research to find a cure for this deadly virus. The second one is the political will; Where we get the governments and especially the health ministries and agencies to act and to support. For the the same purpose: finding the cure I also like to share with Mr Klimov the idea of creating a platform online where we can exchange our thoughts , update info about the korona virus that will keep us connected . Also I would like to mention that in our last conference in December , it was about tourism . I pointed at that time how we should be careful to the environment protection in regards to the tourism developments, because scientifically there are many analyses that point to the origins of the Korona virus that have to do with the bats or other mammals . But we must be the first to talk about it.

As political parties to create an awareness among the public how to protect our environment and the special endangered animals habitats around the world and save it from exploitation for business or pleasure purpose .this Korona virus can be very much transmitted from animals to humans and not a manmade thing . Again like I mentioned in Malaysia we need to keep a balance between the development and protecting our environment. The Korona virus is affecting everybody from the rich

Dear Excellency, ICAPP would be the ideal platform for such a gathering. Our members represent more than 336 parties in 53 countries form the Mediterranean to the Pacific with a combined population of 4 billion people, that’s roughly 60% of the world’s population/ We would, in effect, be creating one of the world’s most powerful economic interests groups, one that can address, in a collective manner, the many challenges facing our regions of interest. With proper and early planning, Lebanon with its diverse ethnic blend, its diplomatic affiliations, and most importantly its previous experiences can paly a strategic role with the reunification followed with economic development of its neighboring Arab countries. We also believe that specialized establishments require suitable environment to flourish and grow. Thus, sustainable development locally and regionally has a great effect on business progress and survival, where healthy surroundings will reflect positively on every bodies existence. The Asian Development Sank (ADS) estimates that Asia faces an infrastructure funding shortfall of US$ 8 trillion over 10 years (~ US$ 800 billion annually). ADS has a capital base of just over US$ 160 billion and the World Sank has US$ 223 billion, while the China-led Asian Infrastructure Investment Sank (AilS) aimed at financing infrastructure development around Asia is expected to have a capital US$ 100 billion. Thus, above existing institutions cannot hope to fill the needed gap, knowing that funding requirements will be amplified due to current battles & conflicts. The world’s most powerful political countries are nations that have great economic development where they control headlines, are policymakers and shape the economic forecasts. Historically, this economic power came from private innovative institutions and industries ranging from Energy, Information & Communication Technology, Electronics, Transport & Automakers, Urban Development, Water, Agriculture & Food, Mining, and Education & Finance.

Asia, not only has roughly 60% of the world’s population, but comprises also the best and well ranked leading establishments, that can act as the suitable development; likewise, resilient environment will positively reflect on these businesses. Our initial target will be to lobby fore as many as possible of Asia’s top companies and banks to join our efforts for making our countries more economically developed. Knowing that, what is currently happening in our is negatively affecting business growth, and the region is falling into a dark cycle of poorness and hopelessness. We need to act now with innovative ideas; only one mechanism can still unite and rescue us which is Economic Development with Political Thinking following high standards and complete transparency. The real challenge will be how to make economic development service an upgraded political prestige. Thus, an economically powered Asia can better attain strong political power.

To reinitiate our three years’ plan. We recommend the following roadmap on which:

1. The ICAPP board endorse our proposal yielding to the needed resolution. 2. Set a date (in 2016 or early 2017) & venue and host a special session to discuss the steps needed for the creation of the “ICAPP Economic Development Forum. 3. Create a committee to prepare for this session, drafting an agenda and program of activities, as well as carrying out the necessary due diligence on the leading corporations in Asia and compile a list of the top 500 companies and 100 major banks. 4. Form an executive body for follow up and feedback.

Hon. Datuk Chong Sin Woon Secretary General of Malaysian Chinese Association (MCA), Malaysia

Good afternoon to everyone. First of all, I would like to thank the ICAPP Secretariat for arranging this conference and also record my condolences to the families and countries for the lost of lives as a result of the Covid-19 pandemic. We are all in this together.

These are trying times for us, not because of war but because a war against an unseen enemy. Malaysia was not spared. While we did not have a good start in preventing the spread of the virus due to much domestic political upheaval earlier in the year, I am glad to report that wisdom prevailed and the majority of the elected Members of Parliament decided to unite, removed an unfunctional government and prevented a prolonged political crisis in the country.

Since the emergence of the new government under the leadership of Malaysia’s Prime Minister Tan Sri , the parties have shifted our focus to the critical nature of the pandemic and the immediate need to save the nation. While our opponents continued to engaged in political sarcasm and criticisms, our parties including the Malaysian Chinese Association (MCA) rallied behind the Ministry of Health to convince the people to adhere to the restrictions set on movement control and public gatherings.

The political narratives, at least on the part of MCA, was temporary suspended for the sake of national security. We felt that it was our national duty to put saving lives as a priority including communicating government’s safety messages and restriction orders to local communities in multiple languages, and assist those whose livelihood were severely affected by the closure of business operations. For the same reason, we secured shipments of face masks and other personal protection equipment (PPE) from China to be distributed free to the members of public when the domestic prices of most PPEs were skyrocketing due to shortages. The distribution to masses was essentially done by mobilizing the party’s extensive network of grassroots members and their local community leaders.

Malaysia took the then largely unpopular decision to close our borders and imposed a Movement Restriction Order (MCO) from 18 March for two weeks whereby businesses were shut and all non-essential activities or public gatherings were banned following advice from the country’s top medical experts and the Ministry of Health. The

33 Speeches restriction was further extended for two weeks and thereafter until 9 June. While the government administration continues to function, measures and directives were coordinated by the National Security Council chaired by the Prime Minister. The centralization of decision making did largely help ensure a cohesive operations and smooth administration throughout the country in containing the outbreak – although state governments were also able to exercise some level of discretion according to the law.

The outcome of this was that Malaysia managed to reduce the Covid-19 infection rate which peaked at 235 new confirmed cases (detected) on 25 March to only 37 new cases on 19 May 2020. In total, Malaysia has recorded a 6,798 confirmed Covid-19 cases, with 114 related deaths and 5,646 patients recovered and discharged from hospitals. As at 19 May, Malaysia has 1,218 patients currently still being treated at its dedicated wards nationwide. In short, Malaysia has managed to flattened the infection curve due to an unprecedented national effort by all its people, the government, medical and security front liners, and the vigilance of the members of the media in communicating accurate information. The emergence of false news was quickly dispelled by the National Security Council via social media and party operatives nationwide.

Like many other countries, the Malaysian economy was severely affected and job losses have since piled up all over the country. While we managed to keep Malaysians safe and healthy, we had to deal with a second crisis which was the reviving the economy. During the MCO period, the Malaysian government rolled out several economic stimulus plans and social support aid to the lower income groups. The revival of the Malaysian economy was restarted two-weeks before the end of the MCO with the green light to reopen businesses in most industries and sectors on 4 May. While we have yet to be able to clearly ascertain the result of the reopening of business operations, we are relived that the working population could now resume work and earn a living under strict rules on safety precaution and contact tracing records being taken.

One thing I can proudly say for sure – this country has come out stronger and more united as we put aside political and other differences in fighting the pandemic. In addressing the affects of the pandemic, we have also noticed increased social trust among people of all ethnic backgrounds, neighbours caring for each other, communities grouping together to make sure everyone is safe and welfare of the aged or destitute are not neglected. In social media, Malaysians have responded to shout outs for help, pooled funds to feed the poor and also encouraged one another in many ways.

This was not possible if political parties had not the decency to rise to the occasion and put aside their political animosity. The narratives by political parties such as MCA and its Perikatan Nasional partners, played a big part setting the tone of national conversation. It also underlines the importance of political parties adapting to domestic situation in face of an impending national crisis. Nothing should matter more than ensuring the stability of government, or ensuring a functional administration and the harmony of its people. One the same note, the role of political parties in communicating

34 Speeches a cohesive message to contain a pandemic was most important in helping various levels of community understand the severity of the issue and the ways to stay healthy.

On a final note, I wish to underscore the importance for our nations to quickly address the economic impact of Covid-19 and seek the indulgence of ICAPP members to exchange notes on proven economic measures or social welfare system to uplift the lower income groups. I would also like to call on ICAPP members to advocate to their respective governments the need for an Asian-initiative, under our regional and multilateral cooperation to quickly facilitate the revival of cross border trade and a safe strategy for the tourism industry. Discussions must start now pending recoveries of certain nations still under severe affects of the pandemic.

We must stand united not only in the fight against a pandemic, we must also come together to advocate in unison the need to have stronger regional cooperation on sectors such as healthcare, manufacturing of medical equipment and development of new standard operating procedures in handling health crisis in the future.

Mr. Chairman, Mr. Secretary, distinguished members of the ICAPP Standing Committee, guests, ladies and gentlemen: Good afternoon, I am Sofía Carvajal, Executive Secretary of COPPPAL, and I speak on behalf of our President, Alejandro Moreno, who sends his warmest greetings and I have the pleasure to deliver his message. First of all, we are very honored to participate as observers in this ICAPP meeting. This will be a very brief intervention to let you know, our position which we recently shared with you through our first pronouncement on the topic of the COVID-19. I would like to take this opportunity to send COPPPAL´s sincere gratitude and support to all of the health care workers around the world. COPPPAL, as a multilateral non-governmental organization, which brings together more than 60 parties from 29 countries in Latin America and the Caribbean, in response to the critical moment in which it is living, resulting from the epidemiological emergency caused by the virus pandemic SARSCoV-2, causing COVID-19. After analyzing the installed infrastructure and existing human resources that each country has and reviewing the differences and particularities of the borders shared by the different nations of our Great Homeland, decided to join the efforts deployed and establish the Monitoring and Evaluation Commission of the Pandemic COVID-19, (COVID-19 Commission), made up of prominent medical professionals, with experience in the field, coming from different brother countries and invited on the proposal of various political parties that are members of the Conference. Its purpose is to monitor, analyze and evaluate the impact of the pandemic, the response of governments, its scope, and limitations, to present general and regional positions, aimed at supporting the social development of communities and the protection of the economy of people, families, and countries. We shared in the above-mentioned document, political, social, economical, environmental and epidemiological measures proposed to assist this desperate sanitary moment. Take a look at it, we will be very pleased to know we might share same points of views

36 Speeches or that some of the measures proposed could be useful to your region. One of the political aspects we propose is a call for social solidarity within each nation and among all the countries of Latin America and the Caribbean, as the guiding principle of our coexistence. Moreover, by the postulates of COPPPAL, it proposes to make the necessary consensus efforts, through the action of the member political parties, to promote in Latin America and the Caribbean, the convergence of protocols for pandemic care, in the search for greater effectiveness, based on the application of best practices and coordination of efforts. A strategic action must start from the consideration of differences and respect for the sovereignty of each nation, and at the same time promote the construction of its model of attention to the emergency care and its future manifestations. In America, it is essential to advance in the forms of encounter and cooperation among Latin America and the Caribbean with the United States and Canada to strengthen the effectiveness of the measures taken in this area, for the benefit of all, especially today, since in our continent the pandemic has rebounded, to position America with the highest number of infections. In this order of ideas, we propose the formation of a common front in the region, destined to acquire and distribute supplies, medicines, equipment, and food equally. About social matters: 1. COPPPAL proposes that a universal basic or non-targeted or conditional income or allocation be established temporarily or permanently, with fiscal resources, to address the negative effects of loss of income on the population. In economic matters, COPPPAL argues that governments should consider establishing anti-cyclical economic measures aimed at avoiding further deterioration of family income, taking care of jobs, and consequently, supporting Micro, Small, and Medium Enterprises. Macroeconomic policy is obliged to relativize, without overflow, its postulates of rigid equilibrium, prone to stagnation, at this time not only emerging but frankly collapse. These are only a few of the many enlisted proposals contained in the document mentioned and shared with you, through the correspondent via which I hope this conference might reach and read. I thank you for your attention and repeat our sincere intention of good will to collaborate and strengthen our bonds for the benefit of our peoples.

Nepal is under effective lockdown for over a month to prevent the spread of COVID19. Overall situation is under control so far. Nepal has been able to contain the Covid-19 virus contagion from spreading. The number of virus infected people has reached 57. 16 people have recovered. There have been no deaths so far within the country. It is sad to read reports that 19 Nepalis living abroad have lost their lives to coronavirus.

Health workers are working hard, and carrying out testing and treating of people, quarantining the suspects. They need to be protected to protect the citizens. Government needs to provide them protective equipment to protect others. I express my sincere thanks and appreciation to health workers, security personnel for their dedication and commitment, who are protecting us from the frontline.

Incoming international flights have been banned. Borders are closed. Most of the infected happen to be returnees either from India or Europe or Gulf countries. The large number of coronavirus cases detected inside the country is imported one. Government machinery is being mobilized to monitor and regulate the open border with India. Testing needs to be speeded up with reliable equipment. Government is yet to make effective arrangements and remain strictly vigilant at the border.

Most of the affected from the lockdown are the vulnerable section of society, daily wage earners, informal sector workers. Government has announced several relief packages, but relief assistance has not reached the intended beneficiaries. Government resources are limited, and also may soon burn out as additional people are likely to fall into extreme poverty. Shortages of resources will lead to food security.

Economy is in bad shape. Remittance is the lifeline of Nepal. This lifeline is seriously threatened. Millions of our youth working abroad when they lose their jobs, come back home, government will face a huge challenge of rehabilitating them into the society, engage them for development works. There is likely to be explosions of political unrest, socio-economic disruption, and human deprivation. Social crimes will increase. Government seems to be unaware of this incipient challenge.

It is unfortunate that when people the people are facing all kinds of hardships, government is mired in power struggle. Ruling party is focused on perks and resources. It is painful to note that government instead of identifying COVID19 hotspots, delivering services to vulnerable groups, providing them relief measures, arranging shelter to the homeless, financial assistance to daily wage workers, urban and rural poor families, creating awareness about prevention and combating stigma, stands completely distracted.

Global media tell us that women leaders have put in place effective strategies, comprehensive and feasible policies to tackle covid-19 cases. They have shown compassionate approach, and close attention to the difficulties of the people. We need to learn from them and apply the best practices to better the situation here.

The new coronavirus pandemic has unleashed chaos on the world. Governments and organizations are scrambling to manage and contain the deadly virus from spreading further. Million people have been infected worldwide and over hundred thousand have succumbed to the deadly virus.

The first case of Covid-19 in Malaysia was first confirmed on January 25, 2020 with three Chinese nationals who arrived from Wuhan in Malaysia via Singapore. Yet it wasn’t until a religious gathering from February 27 to March 1 with over 16,000 people attending that community transmission in Malaysia became widespread.

MALAYSIAN POLITICS UNDER THE NEW PERIKATAN NASIONAL GOVERNMENT

In February, a series of sudden political realignments in Malaysia led to the demise of the (PH) government just two years after a historic election had brought it to power, marking the first time in history the country’s opposition formed a government. PH’s sudden collapse and the formation of Perikatan Nasional (PN) was no doubt a landmark development within the history of Malaysian politics. The rise of the new Perikatan Nasional (PN) government, led by Prime Minister Muhyiddin Yassin, has generated a series of broader questions about the evolution of the country’s political and economic trajectory as Malaysia also confronts more immediate challenges, including the global coronavirus pandemic.

My party, UMNO, in partnership with Parti Islam Malaysia (“PAS”), Bersatu, fraction of PKR, Sarawak emerged to form a government and was appointed government by the Yang di-Pertuan Agong, the King. Prime Minister Tan Sri Muhyiddin Yassin wanted to demonstrate to the country that his Perikatan Nasional government that took over from Pakatan Harapan was fully functional, although, Malaysia has been consumed by the global coronavirus pandemic complicated the country’s prior challenges and served as an almost immediate test for the PN government. Although the PN’s ministers were still settling into their new roles, yet in the grander scheme of things, Malaysia’s response remains quite competent, especially from a regional comparison.

COVID GLOBAL IMPACT

By now it is clear that COVID-19 will have a major economic impact, likely greater than that of the 1997-98 Asian Financial Crisis. That crisis fundamentally upended politics throughout the region. The COVID-19-induced downturn precisely affects politics, economic, social, education and etc.

NEW NORMAL MALAYSIA

So far, the PN government has not utilized emergency powers under Article 150 of the Malaysian Constitution. The response to Covid-19 has been governed by ordinary legislation, principally The Prevention and Control of Diseases Act 1988 (“PCDA 1988”). The effect of the

PCDA 1988 is to put the Director General of Health (“the Director”) in charge. The Director is empowered to create new regulations and offences enforceable with the assistance of the police in response to the threat.

Presently, daily infections and death rates have dropped sufficiently for the government to downgrade to a Conditional MCO that allows greater movement and for some institutions and businesses to reopen. However, more stringent versions of the MCO remain in areas where infection rates remain undesirable.

MALAYSIA IS WINNING THE WAR AGAINST COVID-19

Malaysia’s strategies in attempting to break the chain of infection appears to be successful so far. So, what have we been doing since the new government to flatten the coronavirus curve in the country?

Movement Control Order Malaysia first enacted a partial lockdown on 18 March and has since extended the initial two-week MCO twice. Going into phases of the MCO, authorities hope that this could break the chain of infections and flatten the curve. The MCO has been strict on Malaysians with over thousands people arrested for violating the order. Roadblocks have been implemented across the country and a curfew has also been imposed for all vehicles, including e-hailing, from 10pm to 6am daily. Any kind of gatherings is also prohibited, including the much-anticipated Ramadhan bazaars, typically held yearly throughout the whole fasting month.

We are following the South Korean model to test everyone. Test, test, test – and then test again. By testing everyone, we can detect positive cases early and help minimize the spread of COVID-19”.

Despite being forced to remain in isolation, the pandemic has brought Malaysians closer together – from government, and front liners, to activists and the public – in the war against the COVID-19 virus.

MALAYSIA ON COVID- GLOBAL PERSPECTIVE

Malaysia will chair the Asia-Pacific Economic Cooperation (APEC) Virtual Extraordinary Senior Officials’ Meeting (VESOM) on COVID-19 pandemic on May 27, which marks a departure from the conventional Senior Officials’ Meetings in the past which were conducted physically with limited digital participation.

The VESOM will focus on the operationalization of the APEC MRT statement on COVID-19. The VESOM is expected to discuss key issues related to post-COVID economic recovery for the region, while ensuring that the efforts already in place to mitigate the health impact of the crisis continue to yield positive results. The APEC MRT statement on COVID-19 said member economies would work to facilitate the flow of essential goods and services to fight the pandemic including medicines, medical supplies and equipment, agriculture and food products and other supplies across borders, and minimize disruptions to the global supply chains.

The economic impacts of the coronavirus (COVID-19) pandemic on the private sector, industry and jobs is expected to be large in Malaysia. This is particularly the case for small medium enterprises (SMEs) as they constitute 98.5% of total firms and are likely to be severely affected with less resources to absorb the shock. As Malaysia’s economy emerges from the shutdown, which has been effective in arresting the spread of the coronavirus (COVID-19), the days ahead will look very different. The economy is reopening to a new normal. We enter with a grim picture at the beginning, facing an expected economic loss of RM 63 billion from the MCO. Many people have lost their jobs.

The government, in recent days, has been working to provide information with Standard Operating Procedures for employees to follow social distancing norms as a means of ensuring safe work conditions. Renewed efforts to support workers’ reskilling and upskilling will be particularly important as will the provision of employment services that match job seekers and job openings through digital platforms. With regards to foreign direct investment, immediate efforts should focus on the retention of existing foreign investors, and the preservation of supply chains connecting foreign and domestic suppliers.

Already, the economic damage has been significant. Recovery is unlikely to be uniform, with different parts of the global economy moving at different speeds, which in turn will determine the recovery of specific sectors that are integral to global value chains.

FUTURE ROLE OF POLITIC

Further ahead, what are some key general signposts that people will be looking to in order to assess the Malaysian’s government’s performance in the coming months and how politics may evolve up to the next general elections, which will be held before September 2023?

People have no appetite for another change in government and would prefer a steady hand in government to manage the ongoing health emergency triggered by Covid-19.

We should work together to protect our countries and Asia regional from this pandemic. Many things can we done when we hold hand togetherness.

Hope is being able to see that there is light despite all of the darkness of COVID- 19.

I would like to express to all of you, my warm greetings and, on behalf of Nepal Communist Party. I wish you and your family for good health and safety in these troubled times! First of all, let me express my solemn tributes to all the deceased from Covid-19, and my deepest condolences to the bereaved families of the victims. Our sympathy and solidarity goes to all people facing the Corona pandemic. Our solidarity and respect also goes to all the doctors, nurses, and health workers fighting in the front lines of the pandemic. Since we conducted the last online meeting of ICAPP, this highly contagious Covid-19 has become a global pandemic. It has infected more than 5.1 million people and has claimed the lives of more than 3 hundred 30 thousand all over the world. It has also ravaged the global economy creating serious challenges ahead of us. Economic growth is predicted to either slow down or even be negative in some countries. Production lines and supply chains are disrupted. Working class people, especially migrant workers, are facing their toughest times and suffering the most. Corona pandemic is still spreading and it is unpredictable when it will be contained globally. However, some countries, like China and Republic of Korea, have made remarkable successes in containing and controlling the spread of the virus. We must congratulate these countries. Their experiences will be useful to other countries in this fight against the virus. Ladies and Gentlemen, In Nepal, the government has adopted all possible measures against the Corona virus. The country is under lockdown since 24th of March. The total cases in Nepal has

44 Speeches reached 487 with 3 deaths so far. The government of Nepal has built more than 75 thousand quarantines and carried out 118 thousand tests along with the management of additional isolation wards and labs. Health service infrastructures are being expanded to combat the virus despite the constraints of resources. Wide spread of Covid-19 cases in India, our southern neighbor, has put Nepal at vulnerable situation because of unregulated porous borders on the one hand and returning Nepali migrant workers from India on the other. Distinguished participants, In this situation of global health emergency, cooperation and solidarity among political parties and governments is essential. Mutual understanding, cooperation and collective action of Asianpolitical parties are important to encourage their respective governments in the fight against the Corona pandemic. Asian political parties and leaders can play important role not only to forge cooperation among Asian countries but also with other countries beyond Asia. Capable countries and governments can assist others that require such assistance. All countries of the world have to draw lessons from the past while forging their efforts ahead. The world order is required to be fairer and equitable both with humanity and nature. Conflicts and wars should be stopped immediately so as to concentrate all human efforts to fight the Corona pandemic. Production and supply chains must be regulated along with the fighting against the virus. This is not the time to ponder over any conspiracy theories regarding the origin and spread of virus. The imperative of the situation is to create synergy to fight the virus, to carry out more research for appropriate vaccine and to save humanity. The Asian countries have shown the great strength and resilience while combating the corona virus. They have demonstrated outstanding performances by employing resources, science and technology with close cooperation of the people. It should be further widened and strengthened to fight against the common enemy. Our common efforts and wisdom may prevail over the pandemic. Finally, I would like to extend my thanks to the ICAPP Secretariat for organizing this important meeting and providing me this opportunity to express my views. Thank you very much!

It is my pleasure to be in this Special Video Conference concerning the COVID-19 Pandemic hosted by the International Conference of Asian Political Parties (ICAPP). ICAPP has always been a great platform for exchanging our views in various issues.

We believe that now is the time to work all together in the fight against our common enemy - COVID-19 pandemic. We are only strong and able to succeed if we work in cooperation during these difficult times of our world today.

I hope that, this meeting will enable us to exchange views on the important global issues. I am given the valuable opportunity to share with you our views and experiences.

Dear colleagues, Here in Turkey infections have been managed quiet well so far. Turkey has taken a foreseen approach in combatting Covid-19. On the 11th of March, the World Health Organization (WHO) characterized COVID-19 as a pandemic and ultimately announced it publicly. Indeed, days before and very soon after the WHO announcement, Turkey had already begun to take necessary steps. We have closed our borders on the March 13 and stopped all international flights on March 27 to help curb the spread of the virus.

Within the context of measures taken, schools have closed relatively early and people over 65 and under the age of 20 are prohibited to leave their homes, weekends are under complete lockdown for everybody in many major cities.

We believe this crisis shall and should bring an opportunity for fundamental changes. During the pandemic we have witnessed many inspiring acts of solidarity. Now is the time to look into trends that can transform developments beyond the COVID -19 crisis. Instead of withdrawal and self-interest, all over the world, we see an outpouring of

46 Speeches support and solidarity. Despite physical distancing, governments are finding creative ways to connect and help one another, reaching out to their friends in different countries.

We believe that global cooperation and solidarity are crucial to struggle against Covid- 19. Having in mind the humanitarian diplomacy that we have been following in recent years, Turkey has already lent a hand to many countries asking for support and assistance. Within this context, 135 countries in total have applied with Turkey for donation, purchase or export permission of medical equipment. At this challenging times of our world, these inquiries have honored us in particular, as we are pleased to reach out to our friends elsewhere in good and bad times. So far, we have met the requirements of 82 countries and duly we will continue to positively consider the other applications. I am proud of informing you that during this time we have totally locally designed and manufactured ventilators. These ventilators are already in service in our hospitals and also send to some countries in need.

I believe that you all share with me as a common goal that we must place a special emphasis on the protection and needs of the most vulnerable people including refugees, migrants and displaced people who already rely on international humanitarian assistance as well as the countries hosting these vulnerable groups.

Dear friends, Turkey will gradually start normalization programs, progressing from the end of May through July. We expect to have domestic tourism starting as of May 28 and international tourism after mid-June. As our culture and tourism minister stated, the first destinations might be Asian countries, including China and South Korea and others. In this respect, we would like to see our Asian friends visiting Turkey once the borders are open and travel is possible again.

As an integral part of Asia and in light of the ongoing and comprehensive transformation throughout the continent and within itself, Turkey decided to adopt a new approach, broadly titled “Asia Anew”. Thus, we should work hand in hand towards normalization, in order to not only return to where we stopped, but to further enhance and improve for common goals and future.

We believe in the benefit of strengthening our dialogue not only with every friendly Asian country within the framework of different conditions presented by each, but also with the existing regional organizations and institutions as far as possible.

Therefore, especially in this difficult times, we desire to increase political contacts and consultations, to explore cooperation areas that would be framed in medium to long term in a wide range of fields such as, trade, investment, new technologies, environment, development, energy, transportation, humanitarian aid and other relevant dimensions with Asian partners and to engage in joint projects in third countries and regions.

We hope that this refocus on and a search for new opportunities in a geography that we have always been an integral part of in light of changing global trends will be beneficial for all our Asian partners.

It is my great pleasure and honor to send this message on the occasion of the holding of this video special conference on COVID-19 which is co-hosted by the ICAPP Chairman and the Secretary General

It is my sincere wish that we will be able to promote stronger solidarity and closer cooperation among Asian political parties to overcome this unprecedented challenge of the COVID-19, sharing useful experience in our actions and practices to counter the pandemic.

The Republic of Korea is ready to earnestly share our experiences and endeavors, so that we may be able to achieve our common goal of protecting invaluable lives and the health of our people in Asia and around the world.

In this regard, I wish to emphasize that a top priority should be placed on adhering to the principles of openness, transparency, and democracy for gaining great public support and trust in our response. I am confident that our members of the ICAPP will be abler to take similar measures to gain and accumulate public support and trust, because such participation and public trust will enable us to reduce the number of cases of those affected and ultimately lead to restoring healthy livelihood not only in Korea but in Asia and around the world.

As our creative countermeasures, Korea developed highly accurate diagnostic tools, drive-through testing sites and IT based self-quarantine application programs. Furthermore, it is necessary for us to closely consult and coordinate with the Government to ensure that the COVID-19 does not result in a serious contraction in economic activities or a fall into recession. We also need to develop extensive programs to support people through the provision of a certain amount of financial assistance.

Thanks to the effective measures and the participation of the people, Korea has achieved a slow-down in the trend of confirmed cases of the disease. We could hold the national- wide elections in 15 April.

Yet this is no time to be complacent. We will continue to take stern measures against the virus that has no border. There is an urgent need for closer collaboration and collective actions to counter the pandemic.

In this regard, I would like to emphasize the following elements to be shared by the ICAPP members.

1. We should expand cooperation among Asian members through the sharing of good practices and transparent treatment approach to the public. Political parties should continue to play a valuable role in providing accurate and clear information - this will be conducive to public trust in the countermeasures and therefore their full participation in them.

2. We should cooperate to accelerate the rapid development of an effective vaccine and therapeutics which will ultimately help us to prevent and treat the virus, at a global level.

3. We should encourage all stakeholders such as governments, political parties and the private sector to maintain or ensure the timely resumption of manufacturing and economic activities for the stability of the global industrial chain and to promote international exchanges including the flow of goods and capital for economic and industrial activities.

Finally, I hope that our communications will be continued through the use of video technology. So I fully support the valuable role of the Secretariat in arranging such conferences at a mutually convenient time to cope with this global challenge.

Excellencies, Distinguished Guests, Ladies, and Gentlemen! Good afternoon!

1. First of all, allow me to express my most profound sympathy and deepest condolences for the losses of family members and friends to this deadly virus and my utmost respect to all the frontline medical staff and personnel and particularly the law enforcement officers for working around the clock risking their own lives in the global fight against the pandemic.

2. Year 2020 is being jeopardized by the COVID-19. Many of the global economic and political decisions have been shaped by the threats of the pandemic, which knows no border, race, and religion. It affects human security and economic security at a global scale unseen over the past 70-80 years since the Great Depression of 1930s.

3. As we speak today, almost 5 million people worldwide have been tested COVID-19 positive and about 330,000 people have lost their lives to the virus. In Asia Pacific region, there have been nearly 1 million infections and about 30,000 deaths. The good news is that about 40 percent of the global cases have recovered and the infection rates have slowed globally.

4. The human insecurity risks and the economic disasters posed by this hefty pandemic crisis have presented a formidable challenge and have proved themselves a hard test on national, regional, and global leadership. 5. For us in Asia, almost none of our friends have been spared by the pandemic, and some countries in the regions are suffering greatly. We cannot afford but feel the pains and share the sufferings.

7. Despite being a small country, Cambodia has a ‘big heart’. Cambodia has provided free treatments to all patients of COVID-19 with high responsibility and close partnership with expert organisations using scientific means and appropriate standards.

8. International assistance has contributed to regional and global fights. Provision of test kits, surgical masks, disinfection equipment, personal protective and other medical equipment as well as medical experts in time of strong and urgent needs signifies an international cooperation in time of crisis.

9. In South Asia as well as in Southeast Asia, both government and non-government aid from China, Japan, Europe, the United States, and other international organisations have become instrumental in supporting the individual countries to fight the virus.

10. However, we must acknowledge the contribution by our friends and neighbors in the regions in sharing practical experience and best practices and in providing medical supplies. It is important to the success in the containment, prevention, and treatment as well as in strengthening our emergency response capabilities and readiness.

11. It is the right time that we, Asian Political Parties, come forward and set a role model for the world based on our internal strengths and the spirit of internal solidarity by taking a leadership role in time of global uncertainty and risks. 12. We, as the largest political network in Asia and as one of the world largest alliances of political parties, must strive harder to embolden our aspiration to realise a lasting unity within diversity.

13. While I am certain that we do not, to any extreme extent, support any country’s dream of perfecting the global public health governance, we adhere to fairness, justice, and spirit of humanity. We will be much better off by putting aside the differences, nationalism, and protectionism.

14. Therefore, as no country can alone win the pandemic, international solidarity and partnership based on mutual respect, mutual understanding and mutual interest for peace and humanity must come before nationalist interests.

To serve the best interest of the global community of shared prosperity and with our strong synergy and partnership, I urge that the world community, including the World Health Organisation (WHO), speed up the development of vaccine and cure and make them available free of charge to all nations in time of need. We support the WHO’s leading role in the global fight against the COVID-19 pandemic.

16. Amid this global crisis, may I propose to include in the resolution the solidarity among our ICAPP members to call for the international community to not impose economic sanctions and coercion against developing countries in any form, such as the Everything-But-Arms (EBA) trade preference schemes and the General System of Preference (GSP).

The outbreak of the Covid-19 pandemic in almost all countries and territories across all continents has seriously harmed people’s health and routines and negatively impacted the global economy as well as all aspects of the political and social lives in most countries and territories all over the world, weakened the connection between countries, hindered the development of the world’s economy. The impact of the Covid-19 pandemic goes far beyond that of other pandemics in the human history such as the plague, smallpox, cholera, Spanish flu, measles epidemic. Millions of people have been infected and hundreds of thousands of people died. Such a health crisis on a global scale and at the magnitude of the disease’s complexity has laid out immense challenges for countries, continents and the entire humanity, which can not be dealt with by any single effort. In that context, all countries and all political parties need to strengthen cooperation at various levels and through various mechanisms, and pool resources to effectively cope with the pandemic. First, we need to further exchange experiences in implementing policy to effectively response to the pandemic, timely and regularly exchange of information and experiences and provide technical and resource assistance in accordance with our respective capacity. Second, we need to foster connection among countries in the region and with other partners in order to putting forth measures to facilitate socio-economic recovery after the pandemic ends. Third, the role of multilateral institutions should be highlighted in promoting common efforts to fight the pandemic. Being one of the first countries to be hit by Covid-19, the Communist Party and the government of Vietnam has proactively and promptly implemented decisive and coherent strategies and mobilized the entire political system and community to address the disease, securing people’s health and lives. The Communist Party of Vietnam and the Vietnamese government have clearly determined principles and set important goals in dealing with the virus, including: control and isolate the sources of disease transmission, early detect cases, screen and isolate patients with strictness and efficiency; adopt stringent social distancing measures in orderto minimize the contagion; early develop treatment regimen for Covid-19 and mobilize medical staffs and best available medical resources to cure the infected cases, whether they are Vietnamese or not; mobilize the entire society to participate in the fight under the leadership of the Communist Party of Vietnam; implement a number of information-education- communication measures in a timely, prompt, effective and transparent manner to raise

Excellency Jose de Venecia, Founding Chairman of ICAPP, Excellency Ambassador Park Ryobug, Secretary General, ICAPP, My Dear & distinguished colleagues on the Standing Committee of ICAPP. First of all, it’s a great pleasure to see all our old friends in good shape, healthy, fighting fit, especially the Asian Guru, Excellency Jose de Venecia, that by The Grace of The Almighty, we are all staying safe from the Coronavirus. This is a timely initiative in the times of this COVID-19 crisis, in fact, the second by the ICAPP Secretariat within 8 weeks dealing with this crisis, first being in March, in cooperation with the International Department of the Communist Party of China, when we exchanged experiences on COVID-19 via video and messages on the ICAPP website. My friends: Coronavirus, which struck suddenly, has been a humbling experience as we now realize that there are forces which are beyond the control of even the most advanced states and there are still things which even the most developed science and technology has yet to figure out. While humanity tries to tame Nature, but nobody can truly transform Nature for their own purposes, as the power of Nature is paramount. I would like to mention three important lessons from this Crisis, which are pertinent for my colleagues in ICAPP too. First, Coronavirus is a borderless ‘enemy’, with no nationality, race, religion or class, hence it is a common challenge that needs to be met collectively through global cooperation, led by the UN and the WHO. Any attempt to stigmatize or demonize any one country or community or nationality is wrong and counter-productive, as bigotry and racism are unacceptable. Second, Asian countries have performed better than most countries of the West, and this is an indication of how leadership, quality of healthcare governance, clarity of policies and an inclusive, people-centric approach can deliver results. China, South Korea,

Singapore, are some good examples of success stories in combating COVID-19. Third, the time has come for countries to reset their priorities and policies and redefine the notion of national security, making ‘human security’ as their top priority, focusing on healthcare, education, human resource development, environment and climate change, with Green Development as the way forward, eschewing reliance on fossil fuels, and building on renewable energy. It’s about saving Planet Earth and protecting our people. I would also like to comment on statements of some of my distinguished colleagues. Excellency Ghafoorifard is right, sanctions against Iran in this Coronavirus Crisis are inhumane & must be lifted immediately. I endorse what Excellency Senator Klimov said that this is no time for trade wars or any kind of Cold War! My dear friend from Lebanon, Excellency Fadi Fawad, proposed the need for an Economic Development Forum under ICAPP. I would say, taking this positive proposal forward, that ICAPP already has a Business Council under ICAPP which was established as a joint initiative of Excellency Chairman Jose de Venecia, Excellency Co- Chairman Chung Euiyong and myself, in 2013. I would propose, in light of Excellency Fadi Fawad’s timely proposal, let us revive what we already have, let us revive the ICAPP Business Council, with new fresh leadership, blending experience & wisdom with youthful dynamism, all of which is fully available within the rank and file of the ICAPP. ICAPP Business Council would serve the purpose of providing an economic dimension to the work of the ICAPP. Finally, I would like to thank the efficient ICAPP Secretariat in Seoul, led by the very able and hardworking Secretary General, Excellency Park Ryo-bug, for this initiative. I look forward to meeting all the friends at the General Assembly of ICAPP, hosted by Turkey in Istanbul, in 2020! Hopefully, the back of Coronavirus would have been broken by then. May the Almighty continue to give good health and happiness to our Founding Chairman, Excellency Jose de Venecia, and May Excellency Jose de Venecia continue to guide and lead the ICAPP with his characteristic charisma and wise stewardship. I would like to deeply thank all the SC members for your excellent participation. The impact of the COVID-19 has been global. and this threat is therefore leading to new trends in international relations more broadly. Many are saying that this pandemic may herald a new era in our globalized world – that in fact it will mark a turning point in the history of humankind. There are two opposing views on the impact of the pandemic. That is to say: one is a very negative and pessimistic view envisaging de-globalization. They contend that global that globalization based on the international liberal order and free trade will end. Other take a more optimistic view, saying that this pandemic may end within a year – and that will not bring fundamental change in the process of economic globalization – nor in cultural globalization, nor transnational geopolitics. I believe that our joint action will be decisive in determining how the pandemic impact us. That is to say how well we can take efficient measures and consolidate our united response to it together. And we are expecting second wave in the outbreak if a vaccine in not available by the autumn. Moreover, continued outbreaks of previously unknown viruses are a reality we will have to face. In my view there could be forms of adjustment in globalization, depending on our effective responses. This might be summarized in the following four ways. The pandemic is testing the resilience of global governance, particularly in particular in the health and economic fields. Viruses and pandemics do not respect borders. Whether we can respond effectively to the present situation – and indeed future pandemics – will depend on whether we prove able to take a united stance. One key element in this will bostering the global public health system in terms of surveillance, detection, communication and common responses. Considering the global health threat posed by COVID-19 and the grave impact, with

58 Speeches great human suffering, we are all deeply committed to working together for urgent national actions for regional and global cooperation to counter and contain COVID-19 and bring the pandemic to an end. Furthermore, we will exert our best efforts to translate in to action your valuable proposals and recommendations in countering the disease. We reached a common understanding regarding using all available policy tools to minimize the economic and social damage from the pandemic. We hope to coordinate to restore global growth, maintain market stability and strengthen the resilience of the global economy and governance. We all acknowledged the need to continue to hold special conference on this disease until such time as it is well contained and we can return to normal daily life. And I hope for the holding of the Standing Committee Meeting if it is necessary or as soon as the Asian situation improves to the extent that normal travel it allowed. 1. Brief Introduction of the ICAPP

The International Conference of Asian Political Parties (ICAPP) was launched in Manila in September 2000 to promote exchanges and cooperation between political parties with various ideologies from different Asian countries; to enhance mutual understanding and trust among Asian countries; to promote Asia’s regional cooperation through dialogues and common programs among political parties, and to foster environment for solid peace, shared prosperity and diverse cultural exchanges in the region and beyond.

Since its inception, the ICAPP has grown steadily in both membership and influence. By bringing together Asia’s political leaders in regular fraternal assemblies, the ICAPP has become a valuable platform for mutual understanding among peoples of Asian countries and beyond. As of May 2018, more than 352 political parties in 52 countries in the region with diverse political and ideological backgrounds are eligible to participate in ICAPP activities. The ICAPP will be able to contribute to works of global multilateral institutions such as the UN and UNESCO, based on its unique characteristics and potentials as follows:

First, the ICAPP is a constructive and visionary network of political parties, both ruling and in opposition. The ruling parties participating in ICAPP are responsible for forming the governments in their respective countries. These ruling parties are inter-connected with the governments and virtually be identified as the governments. The political parties in opposition also champion alternative policies, platforms, and agendas, sometimes together with a shadow cabinet, thus influencing and engaging substantively in the activities of the governments. Thus, political parties constitute part and parcel of the government, and the ICAPP is characterized as an international organization of political parties of independent states.

Second, the ICAPP has been strengthened with its solid and efficiently managed structure of the General Assembly, Standing Committee, its affiliated bodies, such as Youth Wing, Women’s Wing, Media Forum and Asian Cultural Council, and Special Conferences. Nine General Assemblies of the ICAPP, which have been successfully held in Manila (2000), Bangkok (2002), Beijing (2004), Seoul (2006), Astana (2009), Phnom Penh (2010), Baku (2012), Colombo (2014) and Kuala Lumpur (2016), brought together political leaders throughout the region to exchange opinions and communicate with one another. The 10th General Assembly was held in Moscow in Russia in October 24-27, 2018. In particular, it was agreed that the ICAPP Secretary General will be in charge of coordination among three continents as well as developing ties with North America. The ICAPP Standing Committee is comprised of the leading political parties of 23 countries representing different sub-regions of Asia. Currently, a total of 38 political parties, both ruling and opposition, are represented in the Standing Committee. The committee has been meeting regularly, more than twice a year since 2004, to organize the ICAPP activities and programs in an effective and concerted manner.

Third, following the decision of the Standing Committee meeting in 2008, the 5th meeting of the General Assembly in 2009 approved establishing the ICAPP Secretariat office in Seoul, the ROK. Thanks to the outstanding management by the Secretariat, devoted far-reaching activities of the Secretary General and the full budgetary support of the ROK government for the Secretariat office, the ICAPP has been able to develop and expand their activities with accumulated records and high level efficiency.

Fourth, the ICAPP, originating in Asia, has been trying to reach out to other regions in the world, especially to Latin America, Africa and Europe. In recent years, the ICAPP has been trying to reach out to other regions in the world. For instance, the first joint session with the COPPPAL, the Permanent Conference of Political Parties in Latin America and the Caribbean, was successfully held in Buenos Aires in July 2009. Since then, the ICAPP and COPPPAL have been holding joint sessions annually: the second meeting in Phnom Penh (2010), the third meeting in Mexico City (2012), the fourth meeting in Baku (2013) and the fifth meeting again in Mexico City (2014).

In addition, the ICAPP and the COPPPAL have successfully coordinated efforts to help political parties in Africa establish a similar organization. As a result, the Council of African Political Parties (CAPP) was finally launched in Khartoum, Sudan, in April 2013. The first Conference of the CAPP held in Khartoum was attended by representatives of 35 political parties from five different sub-regions in Africa.

The ICAPP hosted the first Trilateral Conference among political parties in Asia, Africa and Latin America in April 2016. At the conference, the participants reaffirmed their commitment to the intent and spirit of the U.N. Charter for international peace and cooperation. In particular, they agreed to “urge their respective governments and parliaments to ratify immediately the Paris Agreement on Climate Change of 2016.” On July 9th 2017, the first Meeting of the Asia Europe Political Forum (AEPF) was held in Seoul, Korea, after the full discussion between the ICAPP and political groups of the European Parliament with its desirability to enhance the mutual understanding and cooperation. The first Meeting of the Political Forum with the European Parliament was attended by Standing Committee members of the ICAPP and European representatives in European Parliament. Seoul Statement was adopted on the themes of “Climate Change” and “Populism in Politics” during the meeting, and the second Meeting was held on three major themes of “Asia-Europe partnership and the role of political parties in regional co-operation and connectivity”, “Co-operation in promoting affordable and clean energy, mitigating climate change, and preventing environmental degradation” and “Disaster relief, combating major diseases-the humanitarian response”, in London.

Fifth, as part of efforts to strengthen ICAPP’s character as an intergovernmental institution, a “Memorandum of Understanding (MOU) on Cooperation to Support the Activities of the ICAPP” has been signed by the governments of eleven countries, i.e. Azerbaijan, Bangladesh, Cambodia, China, Iran, Kazakhstan, Republic of Korea, Mongolia, Nepal, Sri Lanka and Vietnam. More governments may be able to join the MOU.

Finally, the ICAPP could be an effective tool in delivering the 2030 Agenda for Sustainable Development adopted by the U.N. General Assembly in 2015, by strengthening the means of implementation and revitalizing the global partnership for sustainable development. The UNESCO acknowledged the ICAPP as an international organization of political parties of independent states and signed a MOU on partnership cooperation in 2018. Given that parliaments are composed of representatives of political parties, enhanced awareness and increased participation of political parties representing the grassroots voices, such partnership will translate into effective implementation of the UNSDGs as well as UNESCO’s conventions and recommendations. The ICAPP will make its best effort to achieve the UNSDGs through their enactment of legislation and enhancement of public participation.

In 2008, the ICAPP Standing Committee agreed to establish the ICAPP Secretariat in Seoul, Korea, and nominated Mr. Chung Eui-yong, then Member of the National Assembly of Korea and Former Ambassador, as Co-Chairman of the ICAPP Standing Committee and Secretary General of the ICAPP, which was endorsed at the 5th General Assembly in 2009. Since January 2018, Amb. Park Ro-byug was appointed as the Secretary General. The ICAPP Secretariat can be reached by email at [email protected].
