List of Recommendations Recommendation 1 3.98 The Committee recommends additional resources be allocated by the Department of Agriculture, Water and the Environment to significantly increase the number of concurrent market access negotiations that can take place with trading partners. Recommendation 2 3.99 The Committee recommends that the Productivity Commission undertakes an inquiry into the regulation of agricultural exports to determine whether export regulations are operating as effectively and efficiently as possible. Recommendation 3 4.111 The Committee recommends that the Australian Government works with representatives of the agricultural industry, including the agricultural technology industry, to develop a framework for the use of agricultural data in Australia. This framework should: ▪ be based on the principle that producers should have continuing ability to access and use data generated by their business ▪ include a nationally consistent set of common data standards to enable data-sets to be used across a variety of software and technologies. iii iv Recommendation 4 4.112 The Committee recommends that the Department of Agriculture, Water and the Environment implement an Innovation Adoption and Extension program to promote the adoption of digital technologies by Australian farmers. The program could involve activities such as targeted events, small- scale grants, or the provision of information online. The program should also support and build upon the work currently being undertaken by industry groups and producer networks to disseminate information on beneficial innovations. Recommendation 5 5.47 The Committee recommends that the Australian Government supports further research and development in northern Australia. This should focus on driving investment into the development of large-scale integrated agricultural enterprises. In particular this should consider: ▪ Opportunities for greater use of on-farm or shared processing facilities and any barriers to the development of these facilities ▪ Regulatory barriers, including the limitations of pastoral leases, to diversification of production on properties ▪ Options for the repurpose of low-value or waste products for use as inputs into higher-value products. Recommendation 6 5.48 The Committee recommends that the Department of Agriculture, Water and the Environment review the regulations applying to the growing and processing of low-THC Industrial Hemp. This review should include the scheduling of Industrial Hemp products by the Therapeutic Goods Administration and consider how any barriers restricting producers from accessing the full value of the hemp plant including the food, fibre, and nutraceuticals can be overcome. v Recommendation 7 6.17 The Committee recommends that the Productivity Commission undertakes a review of the effectiveness and value of risk management programs in agriculture. In addition, the review should consider the costs and benefits of alternative approaches to risk mitigation in agriculture. Recommendation 8 6.18 The Committee recommends that the Department of Treasury review the tax implications of the transferral of farm ownership within a family. The review should aim to remove financial disincentives and facilitate succession planning for retiring farm owners to transfer ownership to the next generation of farmers. Recommendation 9 7.102 The Committee recommends that the Department of Foreign Affairs and Trade, in consultation with the Department of Agriculture, Water and the Environment, develop a dedicated visa for migrants travelling to Australia to be employed in the agriculture sector in low skilled occupations. The visa should allow for migrants in the agriculture sector to stay in Australia for at least a year or to return to Australia seasonally over multiple years. Recommendation 10 7.103 The Committee recommends that the Department of Education, Skills and Employment develop a promotion and marketing campaign aimed at encouraging high school students to actively consider undertaking higher education in agriculture related studies. 7.104 The promotion campaign should be informed by existing successful small-scale programs such as the Victorian Workforce Development Program. Development of the campaign should be undertaken in collaboration with stakeholders including: relevant state and territory agencies; regional higher education providers; and existing groups promoting an increased focus on agriculture in education. vi Recommendation 11 7.105 The Committee recommends that the Department of Education, Skills and Training, in collaboration with the Department of Agriculture and Water Resources, and in conjunction with industry, develop a nationally recognised qualification and professional development system for agriculture. This professional accreditation system should provide agriculture specialists with a formal pathway for updating their skills and developing their career in agriculture. Recommendation 12 8.80 The Committee recommends that the Department of Agriculture, Water and the Environment work with the Council of Australian Governments and relevant industry stakeholders to develop a National Biosecurity Strategy. This strategy should seek to: ▪ Harmonise regulations between jurisdictions wherever possible ▪ Develop new biosecurity technologies and ensure they are implemented consistently across Australia. Recommendation 13 8.81 The Committee recommends that the Department of Infrastructure, Transport, Cities and Regional Development undertake a review of the Heavy Vehicle National Law and other regulations relevant to the use of high capacity freight vehicles to ensure that all restrictions on heavy vehicle use are warranted. Chair's Foreword Australian farmers are the most productive, innovative and resilient agricultural producers on the planet. They’ve had to be. With one of the harshest climates, poor soil types and distance from export markets, our agriculture sector is producing first-class food and fibre for the world. In 2019, its gross value to the Australian economy was $60 billion. And its future is positive. Opportunities abound with the expansion of trade access to markets in north and south-east Asia through the signing of a plethora of free trade agreements, along with the prospect of improved access to the 450 million high-value consumers in the European Union and Great Britain. The committee heard that productivity improvements, either through adaptation of international technologies in machinery management, new GM techniques and chemical formulations or through home-grown R&D in the fields of plant breeding, agronomy and animal health, will continue to drive increased output and profits. Evidence also suggested that access to capital to fund adoption and expansion to achieve scale will be critical to growth in the sector. Agricultural land prices have remained strong during the recent east coast drought, underpinning confidence of both banks and investors. It is important to note the Australian superannuation industry, which manages over $3tn, invests only around 0.2% of those funds in agricultural investments. But there are many challenges facing the sector. The committee took evidence that maintaining Australia’s strict biosecurity protocols to protect our producers from pests and diseases is of primary concern to our farmers. Evidence was also given that well-funded and professionally run activist organisations continue to cause uncertainty and heartache to the farming vii viii community, particularly for livestock producers. The irrational opposition to GM plant technology has largely failed with almost universal access across Australia, but that opposition has delayed adoption of the technology for up to 15 years in some states. The development of the Glyphosate (Roundup) molecule has revolutionised agriculture by enabling minimum tillage cropping, delivering enormous environmental benefits and lifting billions of people out of food poverty. This technology is now under threat. It is vital that Australian farmers continue to have access to the latest chemicals that not only increase production and reduce costs, but often reduce environmental impacts compared to current methods. Climate variability has always been a challenge for Australian farmers. Evidence gathered suggested governments can assist in the management of this variability by continuing to offer financial tools such as income averaging, Farm Management Deposits and providing disaster relief where applicable. From the evidence the committee gathered during the course of this inquiry, there is no doubt that Australian farmers, with appropriate policy settings, will continue to expand production and output and will contribute $100bn to the national economy in a sustainable and viable manner in 2030 and beyond. PART II STRATEGIES FOR SECURING NEOLIBERALISM Bill Pritchard School of Geosciences, University of Sydney Introduction The formal attachment to this [multilateral agricultural liberalisation] agenda has displayed a quality akin to religious fervour, unqualified by the details of experience (Jones 1994:1). uring the 1960s and 1970s there was a seismic shift in the intellectual environment of the D discipline of agricultural economics in Australia. The discipline as a whole became more centred on the influence of the Chicago School paradigm, which emphasised the social benefits of free markets. By the 1980s, these views had inculcated key policy arenas within the Australian Government. In combination with a reformist Labour Party administration which sought to challenge the policy authority of National Party influence in rural affairs, 1 these perspectives gained centrality as a guiding vision for public policy interests in agriculture. The first instalment of this two-part series of articles (Pritchard, 2005a) detailed how, by the end of the 1990s, this intellectual juggernaut had radically transformed the relationships between the state and market within Australia’s rural economy. In this article, attention is focused to the issue of how these policy prescriptions have been maintained and justified. Such a focus is extremely timely, coming approximately ten years after the formation of the WTO. The Australian Government’s advocacy of market liberalisation in agriculture is extremely influential within that body. In her history of Australia and the world trading system, for example, Capling (2001:2) argues “Australia has wielded far more influence in multilateral trade institutions than is warranted by its size and power in the global economy”.

This has been the case since global organic statistics were first published (in 2000). Australia now accounts for more than half of the world’s certified organic hectares (54%). Australia has 35,645,000 certified organic hectares which is 8.8% of Australia’s agricultural land. In the present paper, three maps (cartograms, ‘maps with attitude’) of organic agriculture in Australia are presented. These three maps illustrate the data, at the state and territory level, for (a) certified organic hectares (35,645,037 hectares) (b) certified organic producers (n = 1,998), and (c) certified organic operators (producers + handlers + processors) (n = 4,028). States and territories are resized according to their measure for each attribute. The base-map for Australia, with states and territories coloured according to their state colours (or a variation thereof), is the standard cartographic representation of the country. The three organics maps are density- equalising cartograms (area cartograms) where equal areas on the map represent equal measures (densities) of the parameter under consideration. This mapping protocol creates distorted yet recognisable new maps that reveal where there is a high presence of the parameter under consideration (and the state or territory is ‘fat’), or a low presence (and the state or territory is ‘skinny’).

Risks of Drought in Australia Introduction Australia is a large, dry and often hot continent. Australian farmers and agribusiness managers must be very adaptable to survive. Climate researchers are steadily improving the skill of their forecasts. Agricultural researchers are improving our knowledge of how systems respond to climate change and drought. Economists continue to improve our understanding of decisions under risk, including weather and climate risks. In this paper we review the nature and extent of climate change and risks for Australia. Then we review the research and practice in adapting farm businesses. Sharing of financial risks is fairly easy, but sharing of climate risks is very difficult. We review the lessons of the past and the possibilities for the future. We believe that researchers, farmers and agribusiness must all work together to manage climate change and risks in the future. Communicating about such complex issues among diverse groups of people is not easy. Finally we propose a framework, based upon real options, for thinking about an d solving problems in adapting to climate change and sharing of climate risks.

In some nations, with federal systems of government, the multiscale nature of regulatory interven- tions can be confusing for farmers, not to mention costly and time-consuming to navigate. Regulatory overlap contributes to inefficiency and wastage in governance efforts, reduced trust in government action and can preclude positive environmental outcomes across the landscape. In this article, we explore how Australia’s national-level law has been applied to agricultural land use. We canvas the concepts of regulatory complexity and ambiguity, and argue for a more integrated and flexible policy mix that rewards positive behaviour and stewardship of natural capital. This model would provide financial and other personal gains for those who can demonstrate objectives are being met. Further empirical research on fine-tuning that policy mix, again across scale, is warranted.     PROMOTING AGRICULTURE IN THE WET TROPICS, NORTH QUEENSLAND The Rural Industries Research and Development Corporation (RIRDC) has undertaken a regional study of the role and value of agriculture to the Wet Tropics region of North Queensland. A theoretical framework was developed, as part of the project, in order to quantify and qualify the contributions that agriculture makes to regional economies, and to identify the constraints and opportunities that influence these contributions. The framework was then applied to the Wet Tropics region as a pilot study. In developing such a framework, RIRDC aims to support the economic development of agricultural regions within Australia, by identifying and maximizing sources of competitive advantage specific to those regions. This fact sheet summarises the project.     Achieving net negative emissions in a productive agricultural sector A review of options for the Australian agricultural sector to contribute to the net-zero economy March 2020 Rachelle Meyer, Natalie Doran-Browne, Kate Dooley, and Richard Eckard Achieving net negative emissions in a productive agricultural sector Meyer et al. Executive summary Some Australian agricultural groups have goals to reduce greenhouse gas (GHG) emissions to net-zero by 2030. These goals are key for Australia to be consistent with the Paris Agreement and the Agreement’s target of net-zero emissions by the second half of the century. Negative emissions provided by the land sectors are common components of pathways that restrict warming to 1.5 - 2 °C. To achieve these goals, emissions need to be reduced to levels that can be offset by land sinks. This will be challenging to achieve while increasing production to meet growing demand and as climate change impacts become more evident. Direct agricultural emissions comprised 13.7% (73 Mt CO2eq) of Australia’s emissions in 2017. In addition, deforestation contributed 26 Mt CO2eq, with about 75% due to land clearing for agriculture. Combined, this is a total of 93 Mt CO2eq attributable to agricultural activities. Including upstream emissions from electricity adds 8 Mt CO2eq, for a total of 101 Mt CO2eq agriculture-related emissions or 19% of national emissions. The contribution of different agricultural sectors to total GHG emissions varies with the amount of production and the amount of emissions per unit product, or emissions intensity (EI). The red meat sector, with high production and high EI, emits the most with an estimated 68.6 Mt CO2eq emitted in 2015, including land use change.
