In September 2013, the Local Government (Democracy) (Wales) Act 2013 (the Act) came into force. This was the first piece of legislation affecting the Commission for over 40 years and reformed and revamped the Commission, as well as changing the name of the Commission to the Local Democracy and Boundary Commission for Wales. The Commission published its Council Size Policy for Wales’ 22 Principal Councils, its first review programme and a new Electoral Reviews: Policy and Practice document reflecting the changes made in the Act. A glossary of terms used in this report can be found at Appendix 1, with the rules and procedures at Appendix 4. This review of the County Borough of the Vale of Glamorgan is the twentieth of the programme of reviews conducted under the new Act and Commission’s policy and practice.

    Vale of Glamorgan Local Development Plan 2011- 2026 Local Development Plan Written Statement June 2017 Foreword I am pleased to introduce the Local Development Plan which provides a framework for sustainable development within the Vale of Glamorgan up to 2026. It is an extremely important Policy document that will guide the growth of the Vale of Glamorgan over a fifteen year period and identifies the infrastructure needs of our communities in terms of employment, facilities and services needed to support that growth. In setting this framework for the future development of the Vale of Glamorgan, we have been mindful of the need to regenerate and support our communities and in doing so the Plan seeks to achieve a balance between economic growth, social cohesion and environmental impact. Wherever possible the Plan’s emphasis is on re-using previously developed land and minimising the need to develop on green fields. Nowhere is this more apparent than in Barry where the emphasis is very much on the continued regeneration of the Waterfront. In addition, we have ensured that sufficient emphasis is being placed on providing for an appropriate level of growth in other communities throughout the Vale thereby ensuring their long term sustainability and vitality. In reading the document you will see that the evidence base that has informed the Plan and its policies is wide ranging and robust. I am particularly pleased that in progressing this Plan we have been able to comprehensively identify and allocate land for the services and facilities that will be needed to support additional residential and employment growth during the Plan period.

    The Vale of Glamorgan Council/Cyngor Bro Morgannwg Contaminated Land Inspection Strategy February 2005 VALE OF GLAMORGAN COUNCIL CONTAMINATED LAND INSPECTION STRATEGY JANUARY 2005 First Prepared by Michael Jenkins - April 2001 Contaminated Land Officer Reviewed by George Cowie Pollution Control Officer Executive Summary This Contaminated Land Inspection Strategy has been prepared by the Vale of Glamorgan Council to fulfil the legal requirement of Part IIA of the Environmental Protection Act 1990. Pt IIA came into force on the 1st July 2001 and provided a new regulatory standard for the identification and remediation of historically contaminated land. This strategy document updates the previous strategy document, which was first published in April 2002, and details the methodology to be employed by the Vale of Glamorgan Council to implement it's duties under Part IIA of The Environmental Protection Act (EPA), 1990. The document reveals the inspection process and sets time scales for completion that will be used by the Vale of Glamorgan Council. The EPA defines contaminated land as any land where there appears to be a significant risk of significant harm to human health and or controlled waters due to substances in, on or under the land. In determining whether land is contaminated local authorities, including the Vale of Glamorgan, must use the principle of Pollutant Linkage. That is a link must be found between a source of potential contamination and a receptor, such as a watercourse or future or current users of a site. All three parts of the linkage, that is source, pathway and receptor, must be present before any land can be designated as contaminated.

    THE LLANCARFAN SOCIETY Newsletter 109 February 2002 Editorial After 14 years we have a lot of loose ends of family history and occupancy of property in the village to sort-out. I was really looking forward to the appearance of the 1901 Census, which was published on the Internet in early January. Sadly I have not been able to see it yet because so many people attempted to access it that the system was overloaded and died! So far, it is not available again. Judging from the number of individual journalists who had looked up the Queen Mother (then Elizabeth Bowes Lyon), and others who had casually sought their grandfathers, much of the overload was transient curiosity. Once it is accessible again we will indulge our own historical curiosity - perhaps next time? Items from the past continue to surface, quite unexpectedly. This time we have an account of some childhood memories from the late Ruth Jenkins, née Lewis, who was born at the end of the 19th century. I had hoped to use the 1901 census to add a footnote to the article.     Written evidence submitted by Mrs Nicola Varney, Proprietor, Nifty Kids Childcare Services (COV0008) Nifty Kids Childcare Services are a private partnership company which has been in operation and registered with CIW (Care Inspectorate of Wales) since October 2000 for 20 years, based at the Cwm Talwg Community Centre in Barry, Vale of Glamorgan. CF62 7FG serving the community, local authority and social services. We are registered also with NCC (Newport County Council) for the 30 hours free childcare service, Early Years Wales and FIS (Family Information Services). Our sessional care services is run daily by 3 full-time members of staff and myself covering a morning and afternoon Playgroup, plus wrap around care for ages 2-5 years, After School Club and a Holiday Playscheme, for ages 3-12 years for 50 weeks a years. My reasons for submitting my information is to highlight since the closure of our services on Monday 23rd March 2020, with no revenue coming in from our clients to support us in this unprecedented times ( as I felt it wrong to ask them to keep paying to secure their places. I have honoured their placements). I have diligently spent hours and days sending emails to my local MP, Mr. Alun Cairns, AM Mrs. Jane Hutt, Cllr Mrs. Janice Charles, Cllr, Mr. Alistair Davies, Mrs. Julie Morgan (Minister of Childcare), CIW, Mr. David Goodger (CEO of Early Years Wales), highlighting my plight and imploring with all for financial support of a grant, as the only help I have been offered is to Furlough my staff and I have had to wait to apply for the self-employed assistance in middle of May 2020.
