FMD eradication. a) History. Chronology of the FMD cases and outbreaks in the country. Ø On 5th of January 2011 -date of first case of FMD in one wild boar shot on 30 December 2010 about 2 km north from the Turkish border in the vicinity of the village of Kosti (Tsarevo municipality, Burgas region). Ø On 9th of January in the village of Kosti (IP-1), Tsarevo municipality, in the vicinity of the place were the wild boar was shot; Ø On 15th of January in the village of Rezovo (IP-2), Tsarevo municipality, located southeast of Kosti at the border with Turkey; Ø On 31st of January in the village Gramatikovo (IP-3), Malko Tarnovo municipality, situated 10 km west of Kosti within the surveillance zone around IP-1 in Kosti; Ø On 19th of March in a bovine farm nearby the village of Kirovo (IP-4), Sredets municipality, 7 km north of the border with Turkey; Ø On 24th of March in the village of Granichar (IP-5),Sredets municipality, 3 km north of the border with Turkey; Ø On 25th of March o in a mixed bovine and pig farm nearby the village of Goliamo Bukovo (IP-6), Sredets municipality, 5 km northeast of IP-4, within the surveillance zone around the Kirovo outbreak; o in a bovine farm nearby the village of Fakia (IP-7), Sredets municipality, west of the Kirovo outbreak, 10 km north of the border with Turkey; o in a bovine farm nearby the village of Momina Tsarkva (IP-8), Sredets municipality west of IP-7, 6 km north of the border with Turkey; Ø On 3rd of April o in the village of Bliznak (IP-9), Malko Tarnovo municipality 7 km north of the border with Turkey; o in a grazing buffalo herd 2 km south of Bliznak village (IP-10), Malko Tarnovo municipality in about 5 km north of the border with Turkey; Ø On 7th of April in Dolno Yabalkovo (IP-11), Sredets municipality in village herd of sheep, goats and a bovine. 3 Bulgaria Black sea 7 4 6 9 8 11 5 10 3 1 2 WB Turkey Greece Figure 1. Dolno Yabalkovo b) Chronology of the events, strategy and applied measures related to the control and eradication of FMD in all outbreaks 05.01.2011 On 30.12.2010 three wild boars were shot 2 km north from the Turkish border in the area of Makevtci, on the land of Kosti village (Tsarevo municipality, Burgas region) (see Figure 1). Acute clinical signs for FMD in the feet (coronary band of claws) only in one of the 3 wild boar have been observed. Samples ( tissue samples) from the 3 wild boar were tested on 4.01.2011 by lateral flow device for FMDV-antigen detection, Ag ELISA- type O and RT PCR-real time Ø The samples only from one of tested wild boar showed positive results, as follow:Lateral flow device for FMDV-antigen detection- positive; Ø Ag ELISA- type O - positive; Ø RT PCR-real time- protocols by Scott Read and Kalahan- positive for presence of the FMD viral genome. On 5 January 2011 the first case of FMD in one wild boar was declared. On 07.01.2011 the samples were sent to of the EU Reference Laboratory (EU-RL), Institute for Animal Health, Pirbright, United Kingdom, for confirmation and isolation virus. The analysis made from the samples (WB)indicate this FMD virus is a serotype O, Topotype ME- SA, Strain PanAsia-2ANT-10 which has more than 99.5% affinity with isolates collected in 2010 in Iran and Turkey. 4 05.01.2011 Start the implementation of the measures for control and eradication of FMD according to Council Directive 2003/85/EC. Portection (3km) and surveillance (10 km) zones were established around Kosti and clinical and epidemiological examinations as well as blood sampling of susceptible animals in all villages located in the municipalities of Tsarevo, Malko Tarnovo and Sredets. (samples in tables in Annex II). 08.01.2011 By COMMISSION DECISION 2011/8/EU of 6 January 2011 concerning certain interim protection measures against foot-and-mouth disease in Bulgaria, some regions of the country were separated as a zone with high risk Annex I (the entire region of Burgas) and zones with low risk Annex II (the regions of Yambol, Sliven, Shumen and Varna). No susceptible animals were allowed to move from these zones to other territories of Bulgaria. No FMD susceptible animals and products thereof could leave the territories of Annex I. Decision 2011/8/EU Figure 2 Annex I and Annex II areas accroding to Decision 2011/8/EU 09.01.2011 On 09.01.2011 the National Reference laboratory (NRL) for FMD confirmed positive for NSP ELISA and antibodies FMD type O ELISA blood samples taken on 07-08.01.2011 during surveillance activities (Figure 4 (b) in animals from Kosti (Tsarevo municipality, Burgas region). The results are as follow: Cattle - 1 positive for NSP ELISA and antibodies FMD type O ELISA Sheep – 14 positives for NSP ELISA and antibodies FMD type O ELISA Goats – 12 positives for NSP ELISA tests and antibodies FMD type O ELISA Pigs – 8 positives for NSP ELISA The Veterinary service (National Veterinary Service (NVS) started the implementation of the measures for the control and eradication of FMD according to Council Directive 2003/85/EC, namely: 5 - On 10.01.2011 by Order of the Director General of NVS, establishment of the 3 km protective and 10 km surveillance zones around Kosti village and the relevant restrictive measures were imposed. By Order of the Executive Director of the Bulgarian Food Safety Agency (BFSA) (BFSA is a newly established agency, in operation since March 2011, wich included all structures of the NVS) on 04.07.2011 the 3 km protective and 10 km surveillance zones were removed. - On 10.01.2011 by Order of the Director General of NVS, NVS started killing of all susceptible animals in the village of Kosti. The killing of animals took 3 days, because of difficulties to round up 2 free range cattle herds. - Cleaning and disinfection on the spot. After killing of animals. The empty farms, animal holdings, backyards, roads, pastures were disinfected several times. - On 10.01.2011 start of the clinical examination and blood sampling in the village in the 3 km protective and 10 km surveillance zones around Kosti. Map of the outbreak, the villages in 3 km protective and 10 km surveillance zones, the number of animals present in the villages, and the serological surveillance are listed in Annex I 15.01.2011 Since the confirmation of FMD in wild boar on 05.01.11 NVS started clinical and epidemiological examinations as well as blood sampling of susceptible animals in all villages located in the municipalities of Tsarevo, Malko Tarnovo and Sredets in Burgas region.
