The views expressed are entirely the author’s own and not that of the Institute of Defence and Strategic Studies. The Institute of Defence and Strategic Studies (IDSS) was established in July 1996 as an autonomous research institute within the Nanyang Technological University. Its objectives are to: • Conduct research on security, strategic and international issues. • Provide general and graduate education in strategic studies, international relations, defence management and defence technology. • Promote joint and exchange programmes with similar regional and international institutions; organise seminars/conferences on topics salient to the strategic and policy communities of the Asia-Pacific. Research Through its Working Paper Series, IDSS Commentaries and other publications, the Institute seeks to share its research findings with the strategic studies and defence policy communities. The Institute’s researchers are also encouraged to publish their writings in refereed journals. The focus of research is on issues relating to the security and stability of the Asia-Pacific region and their implications for Singapore and other countries in the region. A Chaired Professorship, the S. Rajaratnam Professorship in Strategic Studies (named after Singapore’s first Foreign Minister), has been established to bring distinguished scholars to participate in the work of the Institute. Previous holders of the Chair include Professor Stephen Walt (Evron M. and Jeane J. Kirkpatrick Professor of International Affairs, John F. Kennedy School of Government, Harvard University, USA), Professor Jack Snyder (Robert and Renee Belfer Professor of International Relations, Institute of War and Peace Studies, Political Science Department, Columbia University) and Professor Wang Jisi (Senior Researcher and Director, Institute of American Studies, Chinese Academy of Social Sciences). A Visiting Research Fellow Programme also enables overseas scholars to carry out related research in the Institute. Teaching The Institute provides educational opportunities at an advanced level to professionals from both the private and public sectors in Singapore and overseas through the Master of Science in Strategic Studies and Master of Science in International Relations programmes. These are full-time courses conducted by an international faculty from July - June each year. The Institute also offers a PhD programme in Strategic Studies and International Relations. Besides the graduate programmes, the Institute conducts courses on geopolitics and regional issues at the SAFTI Military Institute (Officer Cadet School, Advanced Officers’ School and the Singapore Command and Staff College), the SAF Warrant Officers’ School, as well as the Defence and Foreign Ministries. The Institute also runs a one-semester course on The International Relations of the Asia Pacific for undergraduates in NTU. Networking The Institute convenes workshops, seminars and colloquia on aspects of international relations and security development which are of contemporary and historical significance. Highlights of the Institute’s activities include a regular Colloquium on Strategic Trends in the 21st Century, the annual Asia Pacific Programme for Senior Military Officers and the biennial Asia Pacific Security Conference (held in conjunction with Asian Aerospace). Institute staff participate in Track II security dialogues and scholarly conferences in the Asia-Pacific. The Institute has contacts and collaborations with many think-tanks and research institutes in Asia, Europe and the United States. The Institute has also participated in research projects funded by the Ford Foundation and the Sasakawa Peace Foundation. The Institute also serves as the Secretariat for the Council for Security Cooperation in the Asia- Pacific, (CSCAP) Singapore. Through these activities, the Institute aims to develop and nurture a network of researchers whose collaborative efforts will yield new insights into security issues of interest to Singapore and the region. i ABSTRACT My paper highlights a central element that is often overlooked in studies on South Korea’s policies toward North Korea and Taiwan’s relations with mainland China: the profound effect on inter-Korean and cross-Strait ties brought about by the political evolution of Seoul and Taipei in the last 15 years from authoritarianism to democracy. Democratisation exacerbates social division within a country, as a result of which relations with foreign countries get ameliorated or aggravated, depending on the revealed preference of the median voter. Democratic transition and consolidation in South Korea and Taiwan have undoubtedly furthered the politicisation of foreign and security issues, by opening up the political space which allows for their articulation, and widening the spectrum of ideological debate to include “ethnic” and “class” issues, which in turn affected public sympathies for intercourse with Pyongyang and Beijing respectively. Although there were ups and downs in inter-Korean and cross-Strait relations for the past decade-and-a-half, on the whole, the major foreign policy repercussions of democratisation in South Korea and Taiwan has been such that relations between the two Koreas improved, while relations between Taiwan and China worsened. Participation by supposed “leftist” labour, student, and clerical forces in the political process of South Korea has legitimised and popularised the hitherto suppressed or muted calls for better relations with the North, and even led to a change in the security thinking of the government in Seoul, from equating state security with regime security, to identifying it with the security of all Koreans, wherever they are. This led to the adoption of a more accommodating stance by Seoul toward the North. In the context of Taiwan, localisation or “Taiwanization” of politics on the island has resulted in the heightening of the consciousness of a distinct local Fujianese-speaking Taiwanese identity. Since Taiwanese nationalism was born out of confrontation by pro-independence forces against the Kuomintang regime, which was dominated by “people from other provinces”, and had always considered Taiwan a part of China, its appearance has, by extension, accentuated differences at the governmental level between Taiwan and the Chinese mainland. Consequently, the possibility of an independent Taiwan emerging became very real, with the defensive security posture of the island such that even the rhetoric of the eventual recovery of the Chinese mainland has been all but abandoned. In the “Democratic Peace” literature, Edward Mansfield and Jack Snyder have argued that democratising states tend to be belligerent, because both old and new elites often resort to nationalist / ideological appeals to mobilise mass allies to defend their threatened positions and to stake out new ones, and then found that the masses, once mobilised, are difficult to control. This essay submits that, whether a democratising state will want to court conflict with another state depends very much on what these nationalist / ideological positions are, which connect these democratising elites with their mass constituents. ************* Dr. Chien-peng (C.P.) He has contributed articles to academic journals such as Asian Affairs, Issues & Studies, Journal of Social, Political and Economic Studies, and American Asian Review. ii DEMOCRATISATION IN SOUTH KOREA AND TAIWAN: THE EFFECT OF SOCIAL DIVISION ON INTER-KOREAN AND CROSS-STRAIT RELATIONS Introduction The purpose of this discussion is to highlight a central element that is often overlooked in studies on Taiwan’s relations with mainland China and South Korea’s policies toward North Korea: the profound effect on cross-Strait and inter-Korean ties brought about by the political evolution of Taipei and Seoul in the last 15 years or so from authoritarianism to democracy. Both Taiwan and South Korea are, of course, parts of the Chinese and Korean nation respectively, and indeed, the only parts of these nations where the process of democratisation has taken place. To avoid unnecessary confusion, this essay follows Samuel Huntington’s definition of a political entity as a democracy, “to the extent that its most powerful collective decision-makers are selected through periodic elections in which candidates freely compete for votes, and in which virtually all the adult population is eligible to vote.”1 An operational definition of the term “democracy”, therefore, will require the presence of the regime and opposition forces in a society which is governed by the institutional rules and mechanisms for a peaceful and orderly transfer of political power via a process of elections. By this albeit procedural definition, both Taiwan and South Korea crossed the threshold of political liberalization and became democracies in 1987.     South Korea: Aurel Croissant Electoral Politics in South Korea Aurel Croissant Introduction In December 1997, South Korean democracy faced the fifteenth presidential elections since the Republic of Korea became independent in August 1948. For the first time in almost 50 years, elections led to a take-over of power by the opposition. Simultaneously, the election marked the tenth anniversary of Korean democracy, which successfully passed its first ‘turnover test’ (Huntington, 1991) when elected President Kim Dae-jung was inaugurated on 25 February 1998. For South Korea, which had had six constitutions in only five decades and in which no president had left office peacefully before democratization took place in 1987, the last 15 years have marked a period of unprecedented democratic continuity and political stability. Because of this, some observers already call South Korea ‘the most powerful democracy in East Asia after Japan’ (Diamond and Shin, 2000: 1). The victory of the opposition over the party in power and, above all, the turnover of the presidency in 1998 seem to indicate that Korean democracy is on the road to full consolidation (Diamond and Shin, 2000: 3). This chapter will focus on the role elections and the electoral system have played in the political development of South Korea since independence, and especially after democratization in 1987-88. Five questions structure the analysis: 1. How has the electoral system developed in South Korea since independence in 1948? 2.     81 Family, Mobile Phones, and Money: Contemporary Practices of Unification on the Korean Peninsula Sandra Fahy 82 | Joint U.S.-Korea Academic Studies Moving from the powerful and abstract construct of ethnic homogeneity as bearing the promise for unification, this chapter instead considers family unity, facilitated by the quotidian and ubiquitous tools of mobile phones and money, as a force with a demonstrated record showing contemporary practices of unification on the peninsula. From the “small unification” (jageun tongil) where North Korean defectors pay brokers to bring family out, to the transmission of voice through the technology of mobile phones illegally smuggled from China, this paper explores practices of unification presently manifesting on the Korean Peninsula. National identity on both sides of the peninsula is usually linked with ethnic homogeneity, the ultimate idea of Koreanness present in both Koreas and throughout Korean history. Ethnic homogeneity is linked with nationalism, and while it is evoked as the rationale for unification it has not had that result, and did not prevent the ideological nationalism that divided the ethnos in the Korean War.1 The construction of ethnic homogeneity evokes the idea that all Koreans are one brethren (dongpo)—an image of one large, genetically related extended family. However, fissures in this ideal highlight the strength of genetic family ties.2 Moving from the powerful and abstract construct of ethnic homogeneity as bearing the promise for unification, this chapter instead considers family unity, facilitated by the quotidian and ubiquitous tools of mobile phones and money, as a force with a demonstrated record showing “acts of unification” on the peninsula.

    South Korea’s Economic Engagement toward North Korea Lee Sangkeun & Moon Chung-in 226 | Joint U.S.-Korea Academic Studies On February 10, 2016, the South Korean government announced the closure of the Gaeseong Industrial Complex, a symbol of its engagement policy and inter-Korean rapprochement. The move was part of its proactive, unilateral sanctions against North Korea’s fourth nuclear test in January and rocket launch in February.1 Pyongyang reciprocated by expelling South Korean personnel working in the industrial complex and declaring it a military control zone.2 Although the May 24, 2010 measure following the sinking of the Cheonan naval vessel significantly restricted inter-Korea exchanges and cooperation, the Seoul government spared the Gaeseong complex. With its closure, however, inter-Korean economic relations came to a complete halt, and no immediate signs of revival of Seoul’s economic engagement with the North can be detected. This chapter aims at understanding the rise and decline of this engagement with North Korea by comparing the progressive decade of Kim Dae-jung (KDJ) and Roh Moo-hyun (RMH) with the conservative era of Lee Myung-bak (LMB) and Park Geun-hye (PGH). It also looks to the future of inter-Korean relations by examining three plausible scenarios of economic engagement. Section one presents a brief overview of the genesis of Seoul’s economic engagement strategy in the early 1990s, section two examines this engagement during the progressive decade (1998-2007), and section three analyzes that of the conservative era (2008-2015). They are followed by a discussion of three possible outlooks on the future of Seoul’s economic engagement with Pyongyang.

    KOREAN REUNIFICATION: THE DREAM AND THE REALITY CHARLES S. LEE Conventional wisdom, both Korean and non-Korean, assumis the division of this strategicpeninsula to be temporary. Officially, the Korean War still has not ended but is in a state of armistice. Popular belief also accepts as true that the greatest obstacles to Korean reunification are the East-West rivalry and the balance of power in the North Pacific. Charles S..Lee, however, argues that domestic conditions in North and South Korea actually present the more serious hurdle - a hurdle unlikely to be disposed of too quickly. INTRODUCTION Talk of reunifying the Korean peninsula once again is grabbing headlines. Catalyzed by the South Korean student movement's search for a new issue, the months surrounding the 1988 Summer Olympic Games in Seoul featured a flurry of unofficial and official initiatives on reunification. The students were quick to seize this emotionally charged issue as their new rallying cry, for the nation's recent democratic reforms (including a direct and seemingly fair presidential election in 1987) effectively deprived them of their raison d'etre. By June last year, thousands of them were on the march to the border village 6f Pahmunjom for a "summit" meeting with their North Korean counterparts. Not to be upstaged, the South Korean government blocked the marchers with tear gas, and on July 7, announced a sweeping set of proposals for improving North-South relations, including the opening of trade between the two Koreas. Capping last summer's events was South Korean President Roh Tae Woo's October speech at the UN General Assembly, in which he called for his own summit meeting with North Korean President Kim II Sung.

Executive Summary of the Report Cultural diversity and cultural expressions as defined by the Act on the Protection and Promotion of Cultural Diversity in the Republic of Korea are as follows: “Cultural diversity refers to the manifold ways in which the cultures of groups and societies find expression. These expressions are passed on within and among groups and societies. Cultural diversity is made manifest not only through the varied ways in which the cultural heritage of humanity is expressed, augmented and transmitted through the variety of cultural expressions, but also through diverse modes of artistic creation, production, dissemination, distribution and enjoyment, whatever the means and technologies.” This is the same as Article 4 of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions. The same act also stipulates, “Cultural expressions are those expressions that result from the creativity of individuals, groups and societies and refer to the symbolic meaning, artistic dimension and cultural values that originate from or express cultural identities.” This definition is the same in meaning as the UNESCO Convention. Since Korea ratified the Convention in April 2010, the central government, local governments, and civic organizations have played various roles in order to protect and promote the diversity of cultural expressions. As a result of their support for continuous policies, the Act on the Protection and Promotion of Cultural Diversity was passed by parliament on May 2, 2014.
