Early last month, the Town of Snow Lake in concert with several other community agencies convened a tabletop exercise of the community’s emergency response plan. The practise was under the guidance of the town’s Emergency Coordinator Ron Scott and he reported to council on the results. Scott’s su mmation of the exercise follows. “The Town of Snow Lake held an Emergency Evacuation Exercise on the 13th of May, 2016, in order to test the Town’s emergency response plan and identify areas that needed improvement. Participating organizations within the Town were: Town Emergency Operations Center personnel, Town Public Works Personnel, RCMP, Fire Department, Manitoba Conservation, Snow Lake Clinic, and the Canadian Rangers. The Emergency was called at 11:00 on May 13, based on a scenario involving an advancing forest fire from the west and northwest of the Town. The Emergency Operations Center was established at the JH Kerr School library. The evacuation reception center was established at the school gymnasium. The following is a synopsis of the exercise as it unfolded during the day: 11:00 - Emergency called; Emergency Operations Centre (EOC) and Reception Center prepared. 11:00 - Value protection put on Water Plant and Waste Water Plant. 11:05 - RCMP and two Rangers were dispatched to advise residents and clear houses. 11:05 - Town public works crew was mobilized. 11:05 - Fire Department, Ambulance Service, Manitoba Conservation, and Fire Attack were advised. 11:15 - Reception Center is ready to accept residents; Evacuation to take place by road. 11:30 - EOC is set up in the school library; Conservation Officer is Incident Commander (IC). 11:45 - Fire Department is set up near golf course – the fire coming from North West of Town. 11:50 - Conservation Fire Attack set up mapping to monitor fire direction. 12:00 – Public Works (PW) Foreman reports list of heavy equipment available. 12:00 - PW checks airport; the runway is clear, lights are operational, sunset is expected at 21:40. 12:10 - Establish fire guard at Lalor Mine site. 12:10 - Fire Department – fire to North West threatening town, water down houses and yards, watched for hotspots and flying embers. 12:45 - Town firefighter is overcome by smoke inhalation – contacting Emergency Medical Services (EMS); radio contact failed, interagency contact failed, contacted by cell phone. 12:50 – Emergency Coordinator (EC) called hospital to dispatch EMS (via cell phone). 13:10 - EMS on scene with Fire Department – attended firefighter, taken to clinic. 13:20 - Updated fire personnel, retreated to fire hall; experiencing blow-up fire conditions – advising front line fire fighters to leave. Air attack moved to airport with equipment and supplies. 13:20 - Ordered Greyhound buses to be at Reception center for 13:30. 13:25 - RCMP/Canadian Rangers (CR) report Berry/Taylor/Anderson Bay residents advised to evacuate. 13:30 - Mandatory evacuation declared. 13:30 - Fire Department is back at fire hall for new staging orders. 13:30 - Buses arrive at Evacuation Center to transport residents by 13:45. 13:40 - Fire Department advised to restage on North West side of Lawrie Marsh Community Hall. 13:45 - Call to Fire Control Center in The Pas for every available aircraft to assist in evacuation. Ballpark will be used for helicopter evacuation. Gogal Air advised to have aircraft on standby to evacuate emergency personnel. 13:45 - Fire Department re-staged on North West side of Lawrie Marsh Community Hall. 13:45 - Reception Center evacuated by bus. 13:50 - Updated Fire Department that the buses are leaving for The Pas; residential areas empty; aircraft in ball park for final evacuations; Gogal on standby for evacuation of remaining emergency personnel. 14:00 - Updated situation – extreme fire activity west of Town. All remaining residents are airlifted from Ball Park and airport. Airport to be closed. 14:00 - Fire encroached on PTH#392, 2 km south of Wekusko Falls/ Initial Attack Camp. No travel authorized on #392 and #39. All emergency personnel left on site are to prepare for evacuation by air. 14:45 - Fire intensity increased – firefighters pulled off fire attack. All remaining personnel to meet at Ball Park for evacuation by air. 15:00 - Town evacuated. End of Exercise. After the conclusion of the Exercise, personnel met to discuss the exercise and to note areas in need of improvement. Approximately 60% of available volunteers were available to participate in the Exercise. Key recommendations were made for improvement in the Town’s response, and are listed below. 1) Communications need improvement. More radios are needed, as cell phones may not work in an emergency (i.e.: power outage at MTS tower). The length of time required to contact EMS was unacceptable. 2) More reflective vests are required for volunteers. This will help to identify those involved within the Reception Center and other positions. 3) A Reception Center Administrator/Coordinator is needed to ensure that volunteers know what they are doing and to answer questions from personnel. 4) Standard terminology needs to be established. An addendum to the Town Emergency Plan of common terms and acronyms is required. 5) Emergency personnel, including volunteers, should try to take the ICS 100 course, which is available on-line from the MESC website. This would help to give all involved a common operating framework to base their activities. An additional exercise later in the year was discussed.
