The (Maha) Dalit Factor in Bihar’s Politics Shreyas Sardesai* Until the 2010 election for the Bihar Assembly, elections in the state were largely analysed in terms of a six caste categories – Upper castes, Yadavs, other OBCs, Pasis, other Dalits and Muslims. Since 2007 however, Bihar politics has witnessed new developments and the caste dimension of elections cannot be fully understood without taking into account two additional caste categories, namely EBCs or Extremely Backward Classes, and Mahadalits. This chapter seeks to analyse the emergence of latter and its implications. In August 2007, the Nitish Kumar led JDU-BJP government set up the Bihar State Mahadalit Commission to “identify the castes within Scheduled Castes who lagged behind in the development process” and to “study [their] educational and social status and suggest measures for [their] upliftment”. In April 2008, 18 Dalit castes were brought under the Mahadalit category to begin with. These are Bantar, Bauri, Bhogta, Bhuiya, Chaupal, Dabgar, Dom/Dhangad, Ghasi, Halalkhor, Hari/Mehtar/Bhangi, Kanjar, Kurariar, Lalbegi, Musahar, Nat, Pan/Swasi, Rajwar and Turi. Three months later Dhobi and Pasi castes were also added to the Mahadalit category based on the Commission’s recommendation and then Chamars were also included in the Mahadalit category by the state government in November 2009 on the grounds that they too were lagging in literacy and economic status and were victims of untouchability at the hands of other Mahadalit castes1. As we complete our second anniversary this year, the Secretariat is overwhelmed with the response we have received over the years. In the sessions held so far, I-Parliament was able to develop innovative legislative ideas through extensive, vigorous and exciting debate amongst participants. These were then crafted by I-Parliament into weighty Constitutional and Legislative Amendment proposals that have received appreciation from senior policy experts. At the session held in April last year we discussed and drafted a Bill on Electoral Reforms in India. The Bill was duly handed over to Ms.Sushmita Dev, Member of Parliament, Silchar, for her consideration for being moved as a Private Member’s Bill in the Lok Sabha. Not only was the bill duly appreciated by her but also filed in the Legislative Department which amends the Representation of People’s Act. We are in the process of starting several new initiatives including youth Democracy Clubs that aim to strengthen the movement, promoting an educated public which is essential to democratic process. True to our mission of being an inclusive movement, later this year we plan to hold a session of I-Parliament for students who have never had exposure to the MUN/Mock-Parliament experience. We are also planning a joint Session with the Bhutan’s Children Parliament with the aim of building bonds and enhancing friendly relations with them.

As the age of 16, 17 and 18 years is very important for the youth, so is the time between the 16th and the 18th Lok Sabha for a young nation like India, he said while digitally inaugurating 76 multi- storeyed flats in the National Capital for Members of Parliament. THE MINISTER OF HEALTH AND FAMILY WELFARE, MINISTER OF SCIENCE AND TECHNOLOGY AND MINISTER OF EARTH SCIENCES (DR. HARSH VARDHAN): In continuation of the statement made by me in Rajya Sabha on 7th February and Lok Sabha on 10th February, I would further like to update the hon. Members on the present situation related to the outbreak of novel Corona Virus Disease and the actions taken by the Government of India. As mentioned earlier, Coronaviruses are large group of viruses that cause illness in humans and animals. Rarely, animal corona viruses can also evolve and infect people and then spread between people as has been seen with Severe Acute Respiratory Syndrome (SARS) in 2003 and Middle East Respiratory Syndrome (MERS) in 2014. Since reporting of an outbreak of Novel Coronavirus on 31st December, 2019 in China, a large number of cases have been reported across all provinces of China and other parts of the world including India. WHO has named the novel coronavirus disease as COVID-19. As on 4th March, a total of 80,270 confirmed cases and 2,981 deaths have been reported in China. Though the daily confirmed cases and deaths have shown a downward trend in China, still new cases are being reported from Hubei province and Wuhan city, the epicentre of the outbreak.
