Subject: The management and organisation of Manchester’s designated Sure Start Children’s Centres- Consultation responses and proposals
1. Additional Information about the consultation events
There were 30 face to face consultation events. The consultation events were designed as discussion and question and answer sessions. Discussion focused on the four proposals and also addressed particular issues raised by attendees. At the events attendees were informed of the need to complete the on-line or paper version of the questionnaire in order to record their response to the proposals.
Attendance at the events varied. For the majority of the events there were fewer than five attendees. Attendance ranged from 0 to 30 people. The event with the highest attendance was at Longsight SSCC. At other events where there were larger numbers these tended to be drawn from staff or specific user groups. For example at Miles Platting and Ancoats, where 8 people attended, all were members of staff from one of the proposed commissioned organisations. At Harpurhey, where there was an attendance of 12, 8 attendees were from a community group currently using a room at that centre. Please see the attached chart for attendance figures recorded.
Discussion at the face to face events generally mirrored the points raised in the written comments on the questionnaire. The most common questions, for example, were about travel between Centres, the impact on staffing and concerns about any potential reduction in services. Other points raised specifically at the events included questions about how parents could involve themselves more in influencing the service provision at Sure Start Children’s Centres; whether there would be a reduction in access to sessions such as ‘Stay ‘n’ Play’ and any differences that families might experience as a result of the proposals. Facilitators at the events were able to reassure attendees that the proposals were not part of a planned reduction in services, that there was no plan to reduce access to ‘Stay’n’Play for example and that part of the drive to improve services includes working to increase the involvement of service users in shaping provision across the locality through the SSCC Advisory Boards and Parent Forums. Facilitators were also able to emphasise that families could still attend the centre of their choice and to confirm that the Early Years New Delivery Model is universally applied, increases the number of outreach workers and health visitors and will support access to universal activity whilst providing more targeted support and intervention where this is required.
