Agriculture Project References 6 Preface For more than twenty years, 1965–1985, my wife and I and our two children had the privilege of being associated with the Rotokas people of Bougainville Island. For seven of those years we lived with them in the village of Togarao. This monograph presents a record that includes facts about their history and way of life, some gleaned from elder Rotokas men and women, some from literature, and much from personal experiences. We recognize that our own judgments color our observations, but we accept this risk in order that some record may be passed on. In describing behavior, beliefs, value systems, art and music, etc., no attempt has been made to analyze the material in terms of cultural themes, patterns, or variations. We leave such analysis to those more qualified. Our purpose is two-fold. At a time when Rotokas culture is undergoing rapid change, it is our concern that the younger generation have a written record of an era that is passing and that they and others recognize some of the stabilizing factors in their culture: Good leadership, strong family life, the people’s appreciation for their good health, lasting spiritual values, etc. The second purpose is to make this information available to others who also may be observers of cultures in dynamic tension. We would hope that insights might be gained through comparison. To serve this purpose we have included statements from literature about the Pacific region, drawing especially upon Douglas Oliver’s excellent work, Bougainville. We very much appreciate these helpful materials and trust that they will make the Rotokas information more meaningful. Our deepest appreciation is for the men, women and children who made our stay in the Rotokas area an enriching experience. We especially thank David Akoitai with whom we worked most closely and who was the source of much of this material, for his friendship, patience, and eagerness to teach us about his people. It is hoped that what is passed on in this work is faithful to the Rotokas culture and its own observers. Of course, when the author uses such terms as “currently,” “now,” or “present day,” he refers to the era in which he was writing.] 7 Abstract In the changing world of Bougainville Island of Papua New Guinea, this work seeks to describe some of the history and life patterns of the Rotokas people there, as well as giving a glimpse of the geography, geology, bird and animal life, and the demographics of the area. It serves as a window into clan culture and leadership, taboos and social expectations, and also reveals local belief and value systems with the incorporation of modern medicine and education into the cultural world view. Traditional art, crafts, celebrations, and food sources are shown to have fit neatly alongside various development projects, national governing styles, and a variety of business and economic opportunities through the years. Preservation of such a record encourages appreciation for the flexibility, as well as the tenacity, of a culture and language in flux.

    HUMANIORA VOLUME 30 Number 3 October 2018 Page 223–236 Matrilineal Kinship at Sea in Bougainville, PNG Katharina Schneider Independent Researcher E-mail: [email protected] ABSTRACT This paper explores matrilineal kinship in the Buka area, in the Autonomous Region of Bougainville, from the perspective of saltwater people on Pororan Island. In Bougainville and elsewhere in Melanesia, anthropological research has highlighted the importance of joint work in the gardens, of sharing and exchanging garden food, and of negotiations of access to land for kinship and relatedness in the region. Where does this leave saltwater people, who often have only small areas of land of their own, take little interest in gardening and depend on traded sweet potatoes or imported rice for meeting their subsistence needs? In the first part of this paper, I discuss the “landed” bias in anthropological research on kinship, including matrilineal kinship. I then suggest complementary descriptive and analytic terms that may be useful for researchers who want to understand kin relations among saltwater people, based on my experiences among Pororan Islanders in Bougainville. Finally, I indicate the theoretical contribution that these terms can make to research on kinship in landed settings, as well. Ramsey* This Article assesses efforts in U.S. courts, principally under the federal Alien Tort Statute, to hold foreign investors indirectly liable for human rights violations committed by the governments of countries in which they do business. Such claims, though intended as remedies for international law violations, create substantial tensions with international law in two respects. First, to the extent they purport to regulate the non-U.S. activities of non-U.S. entities, they may conflict with international law principles of prescriptive jurisdiction, which limit a nation’s ability to regulate the extraterritorial activities of non-nationals. Although an exception for universal jurisdiction allows nations to punish a few especially heinous interna- tional crimes without regard to territory or citizenship, it seems difficult to establish universal jurisdiction for most indirect investor liability claims, and in any event U.S. courts appear to have lost sight of this limitation. Second, investor liability suits may misconceive the source of customary international law principles. Because customary international law arises from the actual practices of nations followed out of a sense of legal obligation, its content cannot be derived from analogies to nations’ practices in areas that are factually and normatively distinct. The only reliable evidence of nations’ practices is what nations actually have done with respect to investor liability, and there is no consistent practice of imposing indirect liability on investors for host government abuses.

The new species, Cornufer exedrus sp. nov., is a biogeographically disjunct member of the Batrachylodes clade, representing the first record of the subgenus from outside of the Solomon Archipel- ago. The new species is a small terrestrial form from dense, closed-canopy forests above 1500 meters elevation in the Na- kanai Mountains of eastern New Britain. It differs from its closest relatives, the other members of the subgenus Batrachylodes, on the basis of its minute body size, degree of digital disc expansion, reduced subdigital tuberculation, color pattern, and other traits related to its small size.

POWELL2 ABSTRACT: Tailings disposal from the Bougainville Copper Limited open-cut porphyry copper mine on Bougainville Island, Papua New Guinea (1972-1989) impacted the ichthyofauna of the Jaba River, one of the largest rivers on the island. To assess the 'extent of this impact, comparative freshwater ichthyologi­ cal surveys were conducted in five rivers on the island during the period 1975­ 1988. Fifty-eight fish species were recorded, including one introduction, Oreo­ chromis mossambicus. The icthyofauna is dominated by euryhaline marine spe­ cies consistent with that of the Australian region, but more depauperate. There are more than 100 species present on mainland New Guinea that are absent from Bougainville streams. Oreochromis mossambicus was the most abundant species in the sampled streams, accounting for 45% of the catch. The most abundant native fishes were the mainly small Gobiidae and Eleotridae. There were few native fish of potential value as food and these were restricted to an eleotrid gudgeon (Ophieleotris aporos), tarpon (Megalops cyprinoides), eel (An­ guilla marmorata), and snappers (Lutjanus argentimaculatus and Lutjanus fus­ cescens). Fish production in the rivers is limited by the morphology of the streams and the depauperate ichthyofauna. Fish yield from the Jaba River in its premining state is estimated to have ranged from 7 to 12 t/yr. The popula­ tion living in the Jaba ,catchment in 1988 (approximately 4,600 persons) shared this resource, resulting in an extremely low per-capita fish consumption rate of less than 3 kg/yr.

If current extrusion rates are representative, the entire edifice may have 6 been constructed in only 300-500 years. Bagana exhibits a remarkably high gas flux to the 7 atmosphere, with persistent sulfur dioxide (SO2) emissions of several thousand tonnes per day. 8 This combination of apparent youth and high outgassing fluxes is considered unusual among 9 persistently active volcanoes worldwide. We have used satellite observations of SO2 emissions 10 and thermal infrared radiant flux to explore the coupling of lava extrusion and gas emission 11 at Bagana. The highest gas emissions (up to 10 kt/day) occur during co-extrusive intervals, 12 suggesting a degree of coupling between lava and gas, but gas emissions remain relatively high 13 (∼2500 t/d) during inter-eruptive pauses.

    Ann. Naturhist. Mus. Wien, B 123 295–296 Wien, Februar 2021 Short communication Backswimmers (Insecta: Hemiptera: Notonectidae: Anisops spp.) from Lake Billy Mitchell, Bougainville Island H. Zettel* Key words: Anisops, new records, Papua New Guinea. This short-note reports on the identifications of three species of Anisops from the crater lake of Billy Mitchell (6.092° S, 155.225° E), a small, active pyroclastic shield volcano with a ca. 2 km wide, water-filled caldera. The last eruption of Billy Mitchell volcano happened around the year 1580 (GLOBAL VOLCANISM PROGRAM). A thorough limnolog- ical study has been carried out in April and May 2015 and published by SCHABETS- BERGER et al. (2017). The notonectid material of this expedition was collected by Ursula Sichrowsky et al. in April 2015 and given to the Natural History Museum Vienna. It consists of 22 imagines and seven nymphs (nymphs not identified). For identification the keys of BROOKS (1951) and ANDERSEN & WEIR (2004) were used and, in addition, specimens were compared with voucher specimens in the museum collection. All three species have wide distributions in the Western Pacific realm (e. g., CHEN et al. 2005). Anisops nasutus FIEBER, 1851 Specimens examined: 5 males, 11 females. Anisops occipitalis BREDDIN, 1905 Specimen examined: 1 male. Anisops philippinensis BROOKS, 1951 Specimens examined: 3 males, 2 females. At one stage it was proposed that Karina Taylor, Pacific Archivist in the ANU Archives Program, would join up with me on the Port Moresby leg, as she was planning a visit to the New Guinea Collection at the UPNG Library to initiate a twinning relationship between the two institutions. However the timing did not suit the UPNG staff and Ms Taylor postponed her trip. Rabaul, 4-12 May. The PMB work at the RVO is being carried out in conjunction with the GeoScience Australia- RVO Twinning Project.
