SHRI RAHUL SHEWALE (MUMBAI SOUTH CENTRAL): Sir, I thank you for allowing me to speak during 'Zero Hour' on an important issue of irregularity found in Mono Rail project in Mumbai. The CAG has revealed many structural errors regarding the safety in its report in March 2014. The matter of safety is related to the lives of the commuters of Mono Rail in Mumbai. The CAG found that the contract awarded to a Company in an unusual tendering process for feasibility study, whereas, the tender should be awarded to a qualified Company. The CAG reported to have revealed that the selection of consultants and benchmark process for the project was not transparent. So many irregularities have been found in construction work of Mono Rail. Two Companies, namely, Larsen and Toubro and Scomi Engineering of Malaysia which are involved for execution of work have used lower grade of concrete and have not adhered to using anti-carbonation paint. They have designed an electrical system capable of headway of 4-5 minutes instead of 3 minutes which Mono Rail is designed to run at. Hence, the Government has accrued a loss of Rs.153 crore. Why has this loss not been recovered from these Companies responsible for it? Moreover, there are disputes between Maharashtra State Government and the developer over increasing ticket fare. The developer is making one claim and the State Government is making another. In this dispute, the sufferer is the commuter. I appeal to the Government through you, to take serious view on the CAG report of monorail project of Mumbai and take stern action against the faults of the company responsible for it..

Members who have spoken on the debate relating to the One Hundred and Twenty-Second Amendment to the Constitution to bring in the concept of the Goods and Services Tax, a destination tax as far as the whole country is concerned. It is unquestionably a very important moment because the whole process of indirect taxation in India will change once the GST itself is implemented. This entire debate has consumed more than 12 years. The Kelkar Committee was appointed by the first NDA Government in the year 2003. Thereafter the Report of the Kelkar Committee came which referred to a new system of indirect taxation in India which causes the least amount of harassment, the least amount of evasion and brings about a single taxation structure across the country. The advantage of such a structure would be that besides being a destination tax, it would involve several important features. There will be uniformity of taxation as far as the whole country is concerned. You will not come across a situation where trucks are either waiting outside a State or outside a city in order to enter. There will be a seamless transfer of goods and services. The whole country, which is one-sixth of world's population, would become a single market.
