The University shall facilitate and advance scholarship and learning, especially in the light of her location in the Sahelian environment in the North-Eastern Nigeria, and at the cross-roads of Afri- ca and Middle-Eastern culture. VISION STATEMENT The University of Maiduguri apart from achieving competence in the basic arts and sciences, aims at excel- lence in agriculture, pastoralism, engineering, human and veterinary medicine and information technology as well as in arid zone, trans-Saharan and inter-African peace and strategic studies. The University also aims to promote the development of private and public morality, discipline, accountability and probity, and also international cooperation through participation, research and dissemination of information. Bumpy indeed has been the ride but, better late than never, as the English saying goes. Thus, it won’t be late to report about the Presidential Visitation Panel to the University of Maidu- guri or the investiture of the Vice Chancellor University of Maiduguri as the Grand Patron of Zone C by the National Association of Nigerian Students (NANS). Despite being one of the largest producers of oil in the world, in 2018 and 2019, the Brooking Institution and World Poverty Clock respectively ranked Nigeria amongst top three countries with extreme poverty in the World. Muslims from the north and Christians from the south dominate the country; each part has its peculiar problem. There have been series of agitations by the militants from the south to break the country due to unfair treatments by the Nigerian government. They produced multiple violent groups that killed people and destroyed properties and oil facilities. In the North, an insurgent group called Boko Haram emerges in 2009; they advocated for the establishment of an Islamic state that started with warning that, western education is prohibited. Reports say the group caused death of around 100,000 and displaced over 2 million people. As such, Niger Delta Militancy and Boko Haram Insurgency have been major challenges being faced by Nigeria for about a decade. To address such challenges, the Nigerian government introduced separate counterinsurgency interventions called Presidential Amnesty Program (PAP) and Operation Safe Corridor (OSC) in 2009 and 2016 respectively, which are both aimed at curtailing Militancy and Insurgency respectively.

That address, was for the 2012 fiscal year, as my predecessor had at the end of 2010, presented to this same House, a budget for the 2011 fiscal year. Mr Speaker, Honourable Members, after seven appearances at the end of the years 2011, 2012, 2013, 2014, 2015, 2016 and 2017, I am finally here in December 2018, to deliver my last budget as the Governor of Borno State. Right Honourable Speaker, Insha'Allah, the next person you will receive here at the end of 2019, shall be Professor Babagana Umara Zulum, mni. Ladies and gentlemen, for me, this moment shares with all of us, a big lesson about life in itself. That lesson, as everyone here can bear witness, is something I have regularly reminded those of us in positions of authority. Of Allah's destined blessings on earth, elective power is the most transient, and this is even more peculiar to our country, Nigeria. Yes, in some African countries, leaders have wrongly held on to power for more than 30 years on elective positions. But even those African leaders are mostly in their late eighties and this shows that they have spent longer years outside power than being in power. In Nigeria, it is difficult to survive 16 to 20 consecutive years of holding elective offices including the combination of being in the Executive and Legislature.

The focal point of this study, is to examine the housing challenges in Maiduguri urban, Borno State, Nigeria. The study adopted survey method of research through observation, questionnaire schedule and interviews with heads of households. A sample size of 200 respondents was purposively selected for this study while the simple random sampling method was employed in the selection of the four districts used in data collection. 200 questionnaires were randomly administered at an interval of 10 houses. Results indicated that majority of residents are tenants and are unhappy with the unhealthy environment they live in. The study recommended establishment

    AFRICA Nigeria: Borno Governor Urges Change in Strategy against Boko Haram OE Watch Commentary: Borno governor Babagana Zulum has shown increased interest in curbing the Boko Haram insurgency, given that his state has been hardest hit by the group’s violence. The excerpted article for The Nigerian Voice mentions an attack in Auno, near the state capital Maiduguri, which led to the deaths of 30 people and destroyed 18 vehicles, prompting Zulum to criticize Nigerian president Muhammadu Buhari’s approach to addressing Boko Haram. Zulum called on Buhari to return the military to its strategy from 2016 and 2017 when Nigerian soldiers brought the battle to Boko Haram in its enclaves and camps, especially around Lake Chad and in Sambisa Forest. At the same time, Zulum commended Buhari because Borno’s situation is still more secure now than it was when Buhari came into office in 2015. At that time, 20 of Borno’s 27 local government areas were under Boko Haram’s control. In fact, Zulum lauded Buhari, including commending him for empathizing with the people of Borno. Buhari, for his part, committed to ending the insurgency during his visit to Borno as well as to fighting corruption and promoting economic recovery. The article indicates that despite Zulum’s discontent with the current security situation in Borno, both Zulum and Buhari remain publicly cordial ties, recognize that Boko Haram’s violence has been curtailed, but not ended, and are willing to take measures to further eliminate the threat from Boko Haram. Whether their ambitions will be achieved, however, remains to be seen in the next phase of the counter-insurgency effort.
