Basic Cannabis Knowledge 101 Cannabis is the genus of three species of flowering plants: Sativa and Indica and ruderalis (naturally lower in THC). Marijuana is the female cannabis plant in which flowers contain a percentage of cannabinoids and hold both medicinal and psychoactive properties. There are 488 chemical entities, and at least 66 are cannabinoid compounds. THC and CBD are not the only medicinally active compounds found in cannabis. Sativa plant grows taller, are lighter in color. The plant takes longer to flower and produces more Sativa cerebral effects. This plant is the largest of the three families. Symptom Relief: Depression, ADD, fatigue, Mood Disorder. Indica plants are shorter, bushier and produce Indica sedative physical effects. Symptom Relief: Pain, anxiety, insomnia, muscle spasms. Cannabis Ruderalis is a low-THC species of Ruderalis Cannabis. Very small plant and fast growing. What is Hemp? HEMP: Active Ingredient-CBD. No psychoactive effects. Contains Know the 20% or more of CBD and less than .3% of THC. Federally legal. Difference MARIJUANA PLANT: Active Ingredient-THC. Yes psychoactive effects (leaves and flowers). Contains 10% or more of CBD and more than 20% THC. Federally illegal Schedule II Drug. Many parts of the plant can be produced to make every day consumables. Hemp is produced from the male cannabis plant. CBD can be obtained from both hemp and marijuana, but hemp is the better choice as it does not contain THC. (Tetrahydrocannabinol). Hemp seed does not contain the psychoactive compound and will not get consumers high. It has shown to be beneficial for treating neurodegenerative diseases inflammation, autoimmune and neurodegenerative diseases. -

ISSN 2054-1910 Selling cannabis regulation: Learning From Ballot Initiatives in the United States in 2012 Emily Crick*, Mark Cooke¥ and Dave Bewley-Taylorp Policy Brief 6 | November 2014 Key Points • In November 2012, Washington, Colorado, and Oregon voted on ballot initiatives to establish legally regulated markets for the production, sale, use and taxation of cannabis.1 Washington and Colorado’s measures won by wide margins, while Oregon’s lost soundly. • A majority of voters view cannabis in a negative light, but also feel that prohibition for non-medical and non-scientific purposes is not working. As a result, they are more likely to support well-crafted reform policies that include strong regulations and direct tax revenue to worthy causes such as public health and education. • Ballot measures are not the ideal method for passing complicated pieces of legislation, but sometimes they are necessary for controversial issues. Other states often follow in their footsteps, including via the legislature. • The successful campaigns in Washington and Colorado relied on poll-driven messaging, were well organised, and had significant financing. The Oregon campaign lacked these elements. • The Washington and Colorado campaigns targeted key demographic groups, particularly 30-50 year old women, who were likely to be initially supportive of reform but then switch their allegiance to the ‘no’ vote. • Two key messages in Washington and Colorado were that legalisation, taxation and regulation will (i) free up scarce law enforcement resources to focus on more serious crimes and (ii) will create new tax revenue for worthy causes. • National attitudes on legalising cannabis are changing, with more and more people supporting reform. -

1 Cannabis as Plant and Product Marijuana is subject to numerous misconceptions and con- fusion. There is disagreement on some basic issues, such as how the cannabis plant grows, how it interacts with the body, where it comes from, and how long it has been in use. Before jumping into a discussion of marijuana policy, it is important to dispel these misconceptions regarding the plant and its products. Some popular misconceptions include that marijuana is easy to grow, that it can grow under almost any conditions, and that it’s pretty much the same everywhere. You grow it, pluck its flowers, dry them, wrap them in rolling paper, and smoke it, and there you have it, your weed, or pot, or Mary Jane. In reality the cannabis plant is biologically complex, and the production of marijuana is not as simple as many people believe. 9 Hudak_Marijuana 2nd Ed_a,b_i-xiv_1-252.indd 9 5/11/20 9:51 AM 10 MARIJUANA In addition, marijuana has changed over time with in- novations in growing, harvesting, and generating products. Marijuana is no longer something you pack into a bowl, roll in a joint, smoke in a bong, or lace into some brownies. It’s now a diverse consumer product available in many forms. The Cannabis Plant Members of the Cannabis genus are leafy, flowering plants that are native to Central Asia but have been transported and grown throughout the world. The plant has been around for millions of years in some form and has been used by humans for at least 5,000 years.1 It tends to be robust and grows effectively in both natural and controlled agricultural settings. -

By Allie Howell July 2018 Since marijuana legalization will likely increase the availability and convenience of consuming marijuana, there is concern that it will also increase health emergencies. An especially prominent concern is that children will be more likely to ingest marijuana in states that have legalized adult use. Reason Foundation WILL MARIJUANA LEGALIZATION INCREASE HOSPITALIZATIONS AND EMERGENCY ROOM VISITS? 2 AVAILABILITY OF EDIBLES MAY INCREASE HOSPITALIZATIONS Traditionally, adult hospitalizations from marijuana use were almost unheard of. Legalization, however, has increased the availability of marijuana products, especially edibles that contain multiple “doses” of delta-9-tetrahydrocannabinol (THC). Edibles have been cited as a common cause for marijuana emergencies because it takes longer to feel the effects of the drug, which may cause users to ingest more. By the time the peak effect of an edible is felt, the user may be extremely high and this may cause them to seek medical attention for acute intoxication.1 MARIJUANA-RELATED EMERGENCIES Edibles have also increased the prevalence of pediatric ingestion because of packaging that makes marijuana products look like candy or desserts. Between 2005 and 2011, there were 985 unintentional pediatric exposures (children nine and younger) in the U.S.2 In Colorado, emergency room visits for teenagers and young adults ages 13–21 increased from 1.8 per 1,000 in 2009 to 4.9 per 1,000 in 2015.3 Another study found that parents at an Aurora, Colorado children's hospital disclosed a history of marijuana exposure in 56% of patients (18 patients) in 2014 and 2015 compared with 19% of patients (three patients) in 2012 and 2013. -

ABSTRACT Thi s paper explores two modes of cannabis preparati on and smoking whic h have manifested within the dru g subcultures of th e United States and the Netherlan ds. Smoking "blunts," or hollowed out cigar wrappers fill ed wi th marijuana, is a phenomenon whi ch fi rst emerged in New York Ci ty in the mid 1980s, and has since spread throughout th e United States. A "bl owtj e," (pronounced "blowt-cha") a modern Dutch style j oint whi ch is mixed with tobacco and in cludes a card-board fi lte r and a longer rolling paper, has become th e standard mode of cannabis smoking in the Netherl ands as well as much of Europe. Both are consid ered newer than the more traditi onal practi ces of preparin g and smoking cannabis, including the traditional fi lter-less style joint, the pot pipe, an d the bong or water pipe. These newer styles of preparati on and smoking have implications for secondary preventi on efforts wi th ac tive youn g cannabis users. On a social and ritualistic level th ese practices serve as a means of self-regulating cannabi s use.
