PAUL CHARTER COMMISSION TUESDAY, September 11, 2018 5:30 P.M. MUNICIPAL CENTER ADMINISTRATIVE CONFERENCE ROOM MEMBERS PRESENT: Chair Mark Tessmer, Commissioners Aaron Van Moorlehem, Doug Fromm, Tim Valento, Tim Haubrich, Wendy DeVore, Jim McKie, Jim Probst, Andrea Friesen, Matthew Schempp, Karen Vavreck MEMBERS ABSENT: None OTHERS PRESENT: Council Liaison Ed Iago, City Attorney Kori Land 1. CALL TO ORDER Chair Tessmer called the meeting to order at 5:35 p.m. 2. ROLL CALL 3. ADOPT AGENDA Chair Tessmer asked to move the Organization Meeting/Election of Officers to the end of the meeting. Then he asked for a motion to approve the agenda. Motion by Haubrich/Valento to adopt the agenda. All ayes. 4. Adopt Minutes A. Approve Minutes of May 22, 2018 Meeting Motion by Probst/VanMoorlehem to approve the minutes. All ayes. 5. New Business A. Reappointment of Commissioners Motion by Fromm/Probst to recommend to the Chief Judge the reappointments of McKie and VanMoorlehem. All Ayes. B. Organizational Meeting – Moved to the end 6. Old Business A. Bylaws Amendment Attorney Land outlined the changes to the Bylaws and how they differ from the current Bylaws. There was general discussion and a couple of suggested changes regarding voting requirements for suspending the rules of the bylaws. Motion by Probst/McKie to approve the Bylaws as changed. All Ayes. B. Organization Meeting/Annual Election of Officers VanMoorlehem indicated he is willing to step aside as Vice Chair, if Tessmer is willing to stay as Chair. McKie offered that maybe it would be good for the new members to get a year of experience before there are any changes in leadership. Tessmer stated he is willing to continue serving as Chair. There was general discussion that the current leadership was doing a good job and it would be beneficial to have them stay in place for a period of transition time while the new members become acclimated. Motion to approve Mark Tessmer as Chair and Aaron VanMoorlehem as Vice Chair. All Ayes. 7. Set Next Meeting Date The Commission decided to set the next meeting date for Tuesday, Feb. 26 at 5:30. 8. Adjournment Motion to adjourn by Friesen/Valento. All Ayes. The meeting was adjourned at 6:15 p.m. Charter Commission Report To: Charter Commission Through: Ryan Schroeder, City Manager From: Kori Land, City Attorney Date: September 25, 2019 Ranked Choice Voting BACKGROUND INFORMATION: There was a request by Charter Commission member Matthew Schempp to have a discussion about considering ranked choice voting in West St. Paul. Currently, ranked choice voting is only available to Charter cities and only after a Charter amendment is adopted. In Minnesota, the cities of Minneapolis, St. Paul and St. Louis Park allow ranked choice voting. We have arranged for a representative from FairVoteMN, the City Clerk, and a representative from the Dakota County Elections Office to be available at the meeting to offer their perspectives and answer questions. Attached are some ballots from other jurisdictions that have adopted this process. STAFF RECOMMENDATION: Discussion only. If this is something the Charter Commission decides to pursue, a Charter Amendment is required.
