To His Excellency Sir CAVENDISH BOYLE, ~K C. M. G., Governor and Commander-in- Chief in and over the Island of Newfound- land and its Dependencies. May it Please Your Excellency ; I have the honour to submit the following Eeport upon the Census of 1901. It is provided in Cap. 27, Consolidated Statutes (2nd Series), that " the general census and returns shall be taken and made between the months of June and December in the year 1901." As in this Colony the Educational and Eoad Grants are allocated to each section according to its population, it is obvious that the enumeration must not only be of the people as a whole, but also of the residents in each settlement A large number of these people can only be found at their homes during the winter season —a time when it is impossible to take the census, owing to the difficulties of communication and travel. The sum- mer finds them at Labrador, or engaged in the fisheries off the coast of this Island, but the enumerator must count them as resident in the settlement where is their place of abode. Special provision had to be made in order to avoid duplication of entry, and in most cases the sheets were retained till December, when the majority of these people had re- turned home, and the sheets could thus be checked. The census, there- fore, may be regarded as including all persons resident in Newfoundland and Labrador in the month of December, 1901. — CENSUS OF NEWFOUNDLAND, 1001. It is impossible to account satisfactorily for the low average rate of increase for the seven years from 1884 to 1891. There are no figures showing the births and deaths for that period, nor are there any returns of emigration. From i he records of vital statistics, commenced in 1891, it is found that from the period, 1st August, 1891, to 30th September, 1901, there were 66,9.'>4 births and 35,505 deaths in the Colony. The excess of 31,449 would be the natural growth of the population, which, by these figures, should now total 233,489, being an increase of 15.5 per cent, for the ten years. Hut the population numbers only 220,984, and as the immigration is piactically nil, the shortage of 12,505 must be put down as the number who have emigrated during the past ten years. To recapitulate : The population in 1901 was 202,040 Add, natural growth for ten years, say 15.5 per cent 31,440 Less, loss through emigration, say 6.2 per cent 12,505 Balance added to population, say 9.37 per- cent 18,944 18,944 220,984 — 1901. yI REPORT ON THE CENSUS OP NEWFOUNDLAND, I.—TOTAL POPULATION. the popu- Taking the figures as shown by the census sheets of 1.901, lation stands thus : Newfoundland 217,037 3 947 Labrador ' Total 220,984 The following table may be of interest in this connection :— Table A.
