Highway 766 (Eckville) 4. Highway 20 (Sylvan Lake) 2. Range Road 25A (Benalto Access) 5. Highway 781 (Sylvan Lake) 3. Range Road 15 (Sylvan Lake) 6. Burnt Lake Trail (Red Deer) Classification: Protected A HIGHWAY 11 RED DEER TO ECKVILLE – INTERIM PLAN FOR THE NEXT 20 YEARS • Development of Ultimate Interchanges can be delayed – reducing costs and impact to adjacent lands during this time • Current intersections (Highway 20 & Burnt Lake Trail) are nearing traffic capacity and are experiencing delays • Address and improve identified intersection safety concerns through the corridor • Construction of Highway 11 twinning south of Sylvan Lake in 2021 creates an opportunity to improve these intersections • Connects with future twinning of Highway 11 to Rocky Mountain House Classification: Protected A PROJECT PROCESS & TIMELINE WE ARE HERE FALL 2020 NOVEMBER 2020 WINTER 2021 SPRING 2021 Initial Alternative Data Collection & Recommended Functional Study Development & Review Alternative Report Assessment Round 1 Engagement - west of Highway 20 to west of Range Road 15) • Current Intersection of Highway 11 and Highway 20 is functioning at an acceptable level, and will remain as a signalized intersection • Longer term plan is to convert this intersection to a roundabout with a right-in, right-out access to Range Road 13 (to the south) when warranted by traffic growth • Ultimate plan is for an interchange at Highway 20 and Highway 11 • Roundabout recommendation at Highway 781 will provide for all directional access at Highway 11 • Roundabout at Range Road 15 addresses future Sylvan Lake Development • All recommended roundabouts accommodate future traffic (30+ years) • All recommended roundabouts accommodate large vehicle (truck) manoeuvres Classification: Protected A RECOMMENDATION – HIGHWAY 20 • Existing Intersection to remain until traffic volumes requires further improvement • Implement roundabout in future with partial access at RR 13 (right-in, right-out) Classification: Protected A RECOMMENDATION – HIGHWAY 781 • Construction planned for 2021/2022, with twinning of Highway 11 • Westbound to northbound turn lane under review with Town of Sylvan Lake Classification: Protected A RECOMMENDATION – RANGE ROAD 15 • Construction planned for 2021/2022, with twinning of Highway 11 Classification: Protected A PROPOSED ROUNDABOUTS • The intersections of Highway 11 with Burnt Lake Trail, Range Road 25A (Benalto Access) and Highway 766 (Eckville Access) are being proposed as roundabout concepts • Burnt Lake Trail roundabout would be implemented based on area traffic growth, remaining as a signalized intersection until that time • Roundabouts at Range Road 25A and Highway 766 would be longer term plans and not required within the next 30 years • With the planned twinning of Highway 11, Range Road 25A and Highway 766 would be improved to larger intersections with turn bays Classification: Protected A HIGHWAY 11 / BURNT LAKE TRAIL • Existing intersection is expected to exceed capacity in the future • Proposed roundabout will add 30 years of service (traffic growth) • Intersection improvements will only add 10-20 years of Preliminary service Concept • Improvements are not planned for immediate implementation, would be required based on traffic growth Classification: Protected A HIGHWAY 11 / RANGE ROAD 25A • Realignment of RR 25A and access configuration to the north • Traffic growth will not require upgrades, as existing intersection will be sufficient to address 30+ years of traffic growth with Highway 11 twinning • Not required with initial twinning, long-term plan Classification: Protected A HIGHWAY 11 / HIGHWAY 766 • Realignment of RR 33 to connect to roundabout • Traffic growth will not require upgrades, as existing intersection will be sufficient to address 30+ years of traffic growth and Highway 11 twinning. • Not required with initial twinning, long-term plan Classification: Protected A NEXT STEPS • Following this engagement, results will be summarized • Plans will be developed based on stakeholder input and feedback from Eckville, Sylvan Lake, Red Deer County, Red Deer and Lacombe County • Recommended Plan anticipated in March/April 2021 • Construction anticipated in 2021/2022 between Highway 781 and RR 15 (including roundabouts) tentative dates as follows: • Preliminary Engineering: Spring 2021 • Detailed Design and Tender: Summer 2021 • Construction Start: Fall 2021 • Construction Completion: Fall 2022 • Other Improvements constructed in future years Classification: Protected A HOW TO CONTRIBUTE • Vertisee Map will be live for 2 weeks (February 24 – March 10) • Provide Comments about: • Recommendations for Hwy 20, Hwy 781 and RR15 roundabouts • Options for Burnt Lake Trail, RR 25A (Benalto) and Hwy 766 (Eckville) • Drag a topic from the right side of the map into the applicable spot and provide a comment • You can add to others’ comments, or “like” or “dislike” comments • Using “Layers” button to highlight or hide project information for ease of use • Return to the map to add to the discussion.
