At a meeting of the Community Forum (Clanfield, Horndean & Rowlands Castle) held on 4 July 2018

1 Apologies for Absence

Apologies for absence were received from Councillor M Johnson.

2 Chairman's Announcements

The Chairman paid tribute to two past Chairmen of local parish councils who had recently passed away.

John Pickering had been Chairman of Rowlands Castle Parish Council and had played an active role in community and Parish matters.

Brian Ahern had been Chairman of Clanfield Parish Council and been a personal friend. He had worked tirelessly over many years for the community. In particular he referred to his work on the new community facilities at Windmill View which was opening its doors to the public on 18 July 2018 and would been opened officially this summer.

He had also agreed that item 5 on the agenda would be considered as the second item on the agenda.

3 Declarations of Interest

There were no declarations of interest.

4 Confirmation of Minutes

The minutes of the meeting held on 24 January 2018 were confirmed and signed as a correct record.

5 Help for Older People

Cllr Julie Butler, Deputy Leader and Portfolio Holder for Welfare and Communities addressed the Forum.

Firstly, she asked what was an older person? Many would take offence at it being anyone over the age of fifty. Why put a label on it? It was just a number.

Cllr Butler gave some background to the older persons summit that had recently taken place in the District organised by Cllr Carew and staff. It had 2 COMMUNITY FORUM (CLANFIELD, HORNDEAN & ROWLANDS CASTLE) 4 July 2018 been a well-attended and an opportunity for local groups and providers to network and share best practice.

The feedback that had been received had shown areas for improvement and these had included:

 better support for carers was needed;  a need for information sharing; and

 access to clear and helpful information.

A summary of the results are attached as appendix A to the minutes.

The following representatives then gave presentations on their organisations and the work they undertook with older people. A copy of their presentations (where supplied) are attached as appendix B to the minutes.

 Brendon Charles, Evergreens, Merchistoun Hall;  Emma Lance, The Help – a local provider of high quality care at home;

 Jo Moodie, The Environment Centre;

 Andrea Fitzpatrick, The Carer Centre;

 Maudie Latchford, Artscape; and

 Julie Gallagher, Trading Standards.

Emma Lance, from The Help gave a brief explanation of the company, which operated out of , Havant and Gosport and they were planning to expand in . They had recently been rated outstanding by the Care Quality Commission. They were there not just to support their clients but to also offer support to their families and carers including respite care services.

Julie Gallagher, Trading Standards talked about scams and confidence tricksters. Many victims of these people did not report the incidents to either their families, the police or trading standards.

Trading standards had a dedicated Safe Guarding Team who offered support to victims and they also worked closely with the police.

There was also a National Trading Standards Team called “Friends Against Scams”, which had been running for a few years.

Trading Standards also had a website called “Buy With Confidence” which listed reputable traders who had been vetted and recommended.

There was a local scam champion, this could be an MP, Councillor or Doctor and she was pleased to inform the meeting that Caroline Dinenage the local MP for Gosport was the Scam Champion. 3

Cllr Moon thanked everyone for their presentations and asked that those who may have had questions for the presenters approach them after the meeting as the market place would reopen then.

6 Public Question Time

Horndean Village Centre

Cllr Tickell addressed the Forum. That morning she had held a meeting with Linden Homes about the state of Horndean Village Centre. She was aware that residents were concerned about the state of these areas, the lack of maintenance and litter.

The managing agents had not been performing their obligations. Linden Homes had confirmed that they would send in a team in the next fortnight to go and weed all areas with the exception of the gully to the west of Nash Hall (which was the responsibility of the owners of Nash Hall) empty and replant the planters, remove all leaf debris, pick up litter and generally tidy up the area. A watering program would be put in place for the trees. They would also go back to Guinness again concerning their tenant who was throwing cigarette butts over his balcony onto the steps and communal areas below.

That afternoon, she had also heard back from County Council who were responsible for the area at the front of the Gales Private Estate between the fencing and the Havant Road. They would arrange for the grass to be cut as a matter of urgency. This still left a number of matters outstanding, but she would continue to liaise with the County Council on those points.

Volunteers List

Parish Councillor Brian Foster, Clanfield Parish Council asked if EHDC could provide a list of organisations and volunteers on its website. Local residents had a lot of skills and time that could be used, and a list would be a good idea.

In reply Gary Davis from Community First directed him to their website which provided this service.

Provision of Football Pitches Clanfield

Mr John Vincent, a resident of Clanfield asked about the provision of football pitches in Clanfield.

Action: Democratic Services to investigate and follow up on the points raised.

Progress on New Doctors Surgery

Mrs Jean Reynolds, a Horndean resident asked about progress on the doctors moving into their new surgery.
