I am delighted to address the Gemini community from my new role as the Observatory’s Interim Director. I will hold this position for the next year, while the search for a perma- nent Director moves forward. As I write this (beginning of September), I have been in Hilo, Hawai‘i, for almost two months, and it’s been an exciting time. I have enjoyed work- ing with the Gemini staff, whose drive, dedication, and talent were already well known to me from when I chaired the Observatory Oversight Council on behalf of the Association of Universities for Research in Astronomy (AURA). -

Box 26732 Tucson, AZ 85726-6732 (520) 318-8396 University of Wisconsin • Indiana University • Yale University • National Optical Astronomy Observatory January 30, 2012 To: NSF Portfolio Review Committee Dear Colleagues: The three member universities of the WIYN consortium strongly recommend continuing NSF investment in WIYN through the US OIR national observatory, NOAO. The WIYN partnership among state and private universities and NSF/NOAO has produced a state-of-the-art facility with highly productive yet cost-effective operations. Our most recent external review accurately summarizes the state of the Observatory. The review found that: • WIYN delivers the best images over a wide field-of-view of any continental US facility. • Operations have achieved an outstanding level of reliability and efficiency. • WIYN has had a major impact on the research opportunities available to member universities, involving a broad base of faculty and providing important career development paths for younger faculty and postdocs. • The number of Ph.D. dissertations making important use of the facility is especially impressive. For the astronomy departments of the university partners, WIYN is the largest source of experimental data for doctoral theses. • WIYN has served national interests by 1) providing a proving ground for technological innovations; 2) enabling access to wide-field multi-object spectroscopy for the US astronomical community; and 3) providing substantial aperture very cost-effectively. We believe that few, if any, of the successes of the WIYN Observatory would have been possible without the major contributions of NOAO to our partnership. This letter attempts to document the current and future importance of NOAO as a partner in the WIYN collaboration. -

Proceedings of the International Astronomical Union IAU Symposium No. 303 IAU Symposium IAU Symposium 30 September – 4 October 2013 IAU Symposium 303 highlights the latest Galactic Center research by scientists from around the world. Topics vary from theory 303 Santa Fe, NM, USA through observations, from stars and stellar orbits through nearby black holes and explosive events, to the building blocks and transport of energy in galaxies similar to our own Milky Way. Highlights presented include: high-resolution, multi-wavelength 30 September – 303 30 September – 4 October 2013 The Galactic Center: large-scale surveys of molecular gas in the central molecular and 4 October 2013 The Galactic Center: dust zones of our Galaxy; studies of stellar populations and stellar Santa Fe, NM, USA orbits around the supermassive black hole Sgr A*; presentations of Santa Fe, NM, USA Feeding and Feedback theoretical models to explain the dusty S-cluster object (DSO) G2, Feeding and Feedback in as well as the general accretion and jet formation in the vicinity of Sgr A*; and discussions of large-scale γ -ray emission in the context in a Normal Galactic of energetic activity and magnetic fi elds in the Galactic Center. NOAO Hosts “Colors of Nature” Summer Academy
On the Cover The cover shows an 8 × 9 arcminutes image of a portion of the Milky Way galactic bulge, obtained as part of the Blanco DECam Bulge Survey (BDBS) using the Dark Energy Camera (DECam) on the CTIO Blanco 4-m telescope. In this image, red, green, and blue (RGB) pixels correspond to DECam’s Y, z and i filters, respectively. The inset image shows the 2 × 3 array of monitors at the “observer2” workstation in the Blanco control room. The six chips shown here represent only 10% of the camera’s field of view.
