A következtetéseket össze kell vetni az újabb és újabb, hagyományos és nem hagyományos konfliktusok változó világával, és előremutató javaslatokat kell kidolgozni.” Szenes Zoltán1 Bevezetés A 2014-ben bekövetkezett ukrajnai események és az ahhoz vezető okok vizsgálatának eredményeként a nyugati szakértők „ráleltek” egy addig ismeretlen, de másfél évvel korábban publikált újságcikkre, amely új megvilágításba helyezte a krími, majd a kelet-ukrajnai eseményeket, és nem kevésbé az orosz katonai gondolkodás megítélését. A cikk szerzője Valerij Geraszimov hadseregtábornok, az orosz fegyveres erők vezérkari főnöke, védelmi miniszterhelyettes volt, aki 2013. február 27-én2 megjelent cikkében3 röviden összefoglalta a jövő háborúinak, hadviselésének jellemzőit, új jellegzetességeit. Az orosz tábornok által írt – a nyugati publikációkban „doktrína”-ként megjelent – írást – köszönhetően Robert Coalson 2014. június 21-én megjelent angol fordításának – gyakorlatilag minden jelentős nyugati szakértő átvette és publikációiban felhasználta. A Geraszimov tábornok által leírtak, valamint elsősorban annak elején megfogalmazott gondolatai ettől a pillanattól kezdve összemosódtak azon orosz publikációkkal, amelyek a cikk megjelenését követően láttak napvilágot, és ahhoz hasonlóan napjaink hadviselésének a jellemzőit boncolgatták. Ugyanennek a folyamatnak lett eredménye a „doktrína” elnevezés is. A cikk a médiának köszönhetően került a köztudatba „doktrína”-ként, miközben „csupán” az orosz vezérkari főnök publikációja. Az ok két dologra vezethető vissza: egyrészt a doktrína kifejezés az orosz szóhasználatban stratégiai dokumentumot jelent, azaz valamilyen terület átfogó, felsőszintű leírását takarja. Másrészt a szó tudományos értelemben latin eredetű szóként többnyire tan, tétel, tudományos elméletek és nézetek rendszerét jelenti.4 Ilyen értelemben a cikk elején megfogalmazott, 1 SZENES Zoltán: Katonai kihívások a 21. század elején. BIZTONSÁGPOLITIKA 5 a kor hadviselésének általános jellemzőit kiemelő, azt számos publikációban megjelentető nyugati sajtó logikusan keresztelte el „doktrínának”. A NATO terminológiai meghatározása sem fogalmaz másként: „Katonai erőket célkitűzéseik elérésében irányító alapelvek. Mérvadó dokumentum, de alkalmazásához ítélőképesség szükséges.”5 Ez alapján nyugodtan állíthatjuk, hogy a Geraszimov- publikáció eleje nyugodtan tekinthető doktrínának. Az elnevezés köztudatba kerülése mellett egy másik szókapcsolat is elhíresült Geraszimov orosz vezérkari főnökkel kapcsolatban: a hibrid hadviselés jelensége. Már fél évvel a krími annexiót követően egy csodamódszerről, az „orosz hibrid hadviselés”-ről kezdett cikkezni a nyugati szaksajtó, és gyakorlatilag ezt követően sokan azonosították a gyakorlatot a tábornok által elmondottakkal. Az elnevezés – Geraszimov-doktrína – egyrészt a témában azóta megjelent orosz szakcikkek, a közben folyamatosan alakuló biztonsági környezet, a folyamatosan megjelenő elemzések, másrészt az elsősorban geopolitikai indíttatású viták kereszttűzében formálódott, de három évvel az események után a hibrid hadviselésnek még mindig nincs egyértelmű, általánosan elfogadott terminológiai meghatározása. Ugyan azóta már mindenki számára egyértelművé vált, hogy maga az elnevezés és a mögötte húzódó tartalom amerikai kutatási eredmény, ám arra is rá kellett jönniük a témát kutató szakembereknek, hogy ez a terület alig tartalmaz egzakt elemeket és folyamatokat, azaz nehezen körülírható, ráadásul nem csupán az amerikaiak, de a kínaiak, és így 2013-ra tekintve az oroszok is kutatták a hadviselés paradigmaváltozással járó alkalmazását.6 Jelen tanulmánynak nem célja a fenti kérdések és a mögöttük húzódó geopolitikai-geostratégiai, illetve hadtudományi (mind elméleti, mind gyakorlati) – sok esetben megválaszolatlan – kérdésekre adandó válaszok keresése. Ezen tanulmánnyal a következő célokat tűzöm ki, amelyek remélhetőleg a témát kutató vagy az iránt érdeklődő szakembereket arra sarkallja, hogy a fenti kérdések megválaszolásában előrébb jussunk: – Mindenekelőtt be kívánom mutatni az orosz vezérkari főnök teljes tanulmányának magyar nyelvű fordítását. Magyarul eddig nem került lefordításra, sőt sok publikáció az angol nyelvű változatából is elsősorban csak a hibrid hadviselés szempontjából releváns részeket emelte ki. A teljes cikk – megítélésem szerint – tartogat még olyan érdekességeket és említésre méltó információkat, amelyeket a következőkben – a teljes cikk magyar nyelvű megjelentetésével és saját gondolataimmal történt kiegészítésekkel – kívánom az olvasó számára bemutatni. 5 MEZŐ András: Doktrínafejlesztés a Magyar Honvédségben. Bitcoin transactions are written by using a scripting language. The hash value of a transaction’s script is used to identify the transaction over the network. In February 2014, a Bitcoin exchange company, Mt. Gox, claimed that they had lost hundreds of millions US dollars worth of Bitcoins in an attack known as transaction malleability. Although known about since 2011, this was the first known attack that resulted in a company loosing multi-millions of US dollars in Bitcoins. Our reason for writing this paper is to understand Bitcoin transaction malleability and to propose an efficient solution. Our solution is a softfork (i.e., it can be gradually implemented). Towards the end of the paper we present a detailed analysis of our scheme with respect to various transaction malleability-based attack scenarios to show that our simple solution can prevent future incidents involving transaction malleability from occurring. We compare our scheme with existing approaches and present an analysis regarding the computational cost and storage requirements of our proposed solution, which shows the feasibility of our proposed scheme.     Cryptocurrency and the BlockChain: Technical Overview and Potential Impact on Commercial Child Sexual Exploitation Prepared for the Financial Coalition Against Child Pornography (FCACP) and the International Centre for Missing & Exploited Children (ICMEC) by Eric Olson and Jonathan Tomek, May 2017 Foreword The International Centre for Missing & Exploited Children (ICMEC) advocates, trains and collaborates to eradicate child abduction, sexual abuse and exploitation around the globe. Collaboration – one of the pillars of our work – is uniquely demonstrated by the Financial Coalition Against Child Pornography (FCACP), which was launched in 2006 by ICMEC and the National Center for Missing & Exploited Children. The FCACP was created when it became evident that people were using their credit cards to buy images of children being sexually abused online. Working alongside law enforcement, the FCACP followed the money to disrupt the economics of the child pornography business, resulting in the virtual elimination of the use of credit cards in the United States for the purchase of child sexual abuse content online. And while that is a stunning accomplishment, ICMEC and the FCACP are mindful of the need to stay vigilant and continue to fight those who seek to profit from the sexual exploitation of children. It is with this in mind that we sought to research cryptocurrencies and the role they play in commercial sexual exploitation of children. This paper examines several cryptocurrencies, including Bitcoin, and the Blockchain architecture that supports them. It provides a summary of the underground and illicit uses of the currencies, as well as the ramifications for law enforcement and industry. Meanwhile, the person arguably most responsible for enabling the currency to swell in value to $7.7 billion, and with the most influence on its future, was hiding in plain sight on the other side of the country, in Amherst, Massachusetts.
