Ce rapport contient nos recommandations relatives à la modification des limites des circonscriptions électorales aux termes de notre mandat, que nous soumettons à l’Assemblée législative pour examen. La Commission souhaite attirer votre attention sur d’autres recommandations qui, selon nous, pourraient permettre d’améliorer le processus actuel et futur de délimitation des circonscriptions. Butler Paul Gaudet Carlotta Weymouth Nova Scotia Electoral Boundaries Commission vii Introduction Le 27 mars 2018, l’Assemblée législative a adopté une résolution visant à créer le Comité spécial pour l’établissement d’une Commission de délimitation des circonscriptions électorales. Notre rôle consiste à recommander des modifications aux limites des circonscriptions électorales ainsi qu’aux noms des circonscriptions qui composent l’Assemblée législative. La loi sur la Chambre d’assemblée (House of Assembly Act) exige que ce processus ait lieu au moins une fois tous les dix ans. Le dernier examen de ce type a eu lieu en 2011–2012. La Commission de délimitation des circonscriptions électorales 2018–2019 a été créée à la suite de circonstances particulières présentées dans la partie Contexte du présent rapport, aux pages 10–12. Notre commission a été créée par le Comité spécial, sous la présidence de l’honorable Geoff MacLellan. Ce comité a nommé neuf personnes à notre commission et établi notre mandat, qui se trouve aux pages 5–6 du présent rapport. Le Comité spécial nous a demandé de proposer des limites de circonscription ainsi que de demander l’avis des Néo-Écossais lors de consultations publiques. Une fois ces consultations terminées, nous devions publier, avant le 30 novembre 2018, un rapport préliminaire ou provisoire contenant des recommandations relatives aux « limites de 51 circonscriptions électorales et pour au moins un nombre total différent de circonscriptions électorales » (mandat, no 7). Cette instruction venait du document intitulé Écossais, Rapport et recommandations, c’est-à-dire du rapport Keefe (Keefe 2018, 102). En recommandant 51 circonscriptions (c’est-à-dire le nombre actuel) au comité spécial, le rapport Keefe indique que cela « orientera le débat pour savoir si 51 sièges Représentation : Pour une représentation effective des Acadiens et des Afro-Néo- permettraient d’assurer une représentation effective à l’avenir » (Keefe 2018, 7). « Plus le nombre de circonscriptions sera important, plus les commissions de délimitation auront de latitude pour établir des limites conformément aux principes de la représentation effective » (Keefe 2018, 7). En effet, le rapport Keefe contient un exemple, soit 54 circonscriptions électorales. Bien que le processus de redécoupage des limites des circonscriptions électorales soit le même dans tout le pays, la Nouvelle-Écosse se trouve dans une situation unique. Comme nous l’avons indiqué dans le rapport d’étape, intitulé la Nouvelle-Écosse est plus qu’une simple construction politique et région où les bulletins de vote sont dépouillés le jour du scrutin. Des communautés d’intérêts sont en effet nées de facteurs très divers, à savoir : Trouver un équilibre entre • la géographie et les villages côtiers dispersés; représentation effective et parité électorale, • des cultures et des communautés distinctes, comme les premières communautés de colons qui remontent au dix-septième siècle; Commission de délimitation des circonscriptions électorales • Introduction 1 • les peuples autochtones dont les origines remontent à plusieurs milliers d’années. Ces communautés fournissent des emplois et des soins de santé et possèdent des magasins, des lieux de culte, des écoles et des établissements d’enseignement postsecondaire. La reconnaissance de ces communautés est importante car, comme l’a expliqué la Cour suprême du Canada dans l’arrêt Carter en 1991, en vertu de l’article 3 de la Charte canadienne des droits et libertés, les citoyens canadiens ont le droit à une représentation effective à l’Assemblée législative, ainsi que le droit de vote et le droit à la parité électorale (Saskatchewan c. Roger Carter, c.r. [1991] RCS 158). Au cours de nos délibérations et conformément à notre mandat, nous avons dû concilier la représentation effective de tous les Néo-Écossais avec la parité des électeurs, ce que nous avons fait en examinant les sources suivantes : • les rapports des commissions indépendantes de délimitation des limites des circonscriptions électorales, notamment ceux qui abordent la question des anciennes circonscriptions électorales protégées; • une décision de la Cour d’appel de la Nouvelle-Écosse datant de janvier 2017; • le Rapport Keefe, qui découle directement de la décision de la Cour d’appel de 2017; • le rapport que nous avons commandé au Dr James Bickerton, politologue et membre de la commission de délimitation des circonscriptions électorales de 2012; • les données d’Élections Nouvelle-Écosse, qui indiquent une baisse du nombre d’électeurs dans les régions rurales et une augmentation dans les centres urbains. Le Rapport Keefe qualifie ces mouvements de population de « tempête à l’horizon » (Keefe 2018, 79); • les avis des Néo-Écossais que nous avons recueillis lors des consultations publiques qui se sont tenues avant et après la publication de notre rapport d’étape. Dans le présent rapport, nous avons discuté de la possibilité de faire de Chéticamp une circonscription électorale exceptionnelle. La majorité des membres de la commission ont souhaité recommander 55 circonscriptions électorales. Les membres de la commission qui ne sont pas d’accord avec cette recommandation ont rédigé une lettre d’opposition qui se trouve aux pages 47 à 54 du présent rapport. Ce faisant, nous répondons à l’obligation de présenter « une seule recommandation relative à la délimitation des circonscriptions électorales » (mandat no 8). Nous souhaitons remercier les Néo-Écossais qui nous ont écrit ou qui se sont exprimés lors des consultations publiques. Bien que des points de vue divergents aient été exprimés sur certaines limites, nous avons essayé de tenir compte des différentes suggestions lorsque cela était possible. Our Caucus, legal experts across the country, and members of the communities affected have identified that this practice is disproportionately exercised on African Nova Scotians and other racialized peoples, causes distress to the individuals involved, and has greatly eroded confidence in our police forces. Nova Scotia has an opportunity to mitigate further harm now by immediately establishing a moratorium on the practice of street checks. Section 8 of the Canadian Charter of Rights and Freedoms guarantees all citizens security against unreasonable search and seizure. It is the opinion of our Caucus that the practice of street checks and the subsequent collection and storage of personal data is in violation of S.8. While calls to end the practice have been met with the suggestion that ending the use of street checks would impede effective community policing, this does not need to be the case. Police officers have recourse to use warrants for searches and arrests, as well as investigative detention related to a crime. An end to street checks would not prevent officers from speaking with residents informally in the course of their duties, but it would prevent the collection and retention of data from citizens who have not committed a crime and are not under investigation.

More specifically, it attempts to evaluate the usability of data from Twitter as a measure of sponsor engagement in public events. Given that corporate and government sponsorship of Pride festivals is a pressing ethical concern for LGTBQ communities, this study takes the 2018 Halifax Pride Festival as its case study and performs both quantitative and qualitative analysis of the tweets of sponsors. Analyzing the Twitter data of sponsors of this event reveals some patterns of engagement and identifies the most engaged and informed sponsors. Twitter (www.twitter.com), the popular local scale. Today, we will hear from Heather White, the director of Veterans’ Services and Geriatrics with the Nova Scotia Health Authority. She will give us a review of the challenges faced due to COVID-19 at the Camp Hill hospital.
