Rainwater began his career with the Department as an Intern with the Materials Division. He was then hired as a Construction Field Engineer I in Resident Engineer Office #82 in April 2000. He followed the engineering career path, obtaining his former position of Resident Engineer in September 2017. Rainwater has a Bachelor of Science degree in Civil Engineering from the University of Arkansas. He is a Registered Professional Engineer. u Marcus Rainwater, Construction Engineer (D4) KAYTI EWING PROMOTED BY BRITNI PADILLA-DUMAS Kayti Ewing was promoted as the new section head for Natural Resources, part of the Environmental Division, effective June 8, 2019. Prior to beginning her career with ARDOT, Ewing was employed at the Oklahoma Biological Survey for three years. Ewing began her career with the Department in January 2014 as an Environmental Analyst I. She advanced within the Environmental Division career path, and was promoted to her former position of Advanced Natural Resources Specialist in March 2019. Ewing has both a Master of Arts in Geography and a Bachelor of Kayti Ewing, Section Head of Natural Resources Science in Botany from the University of Oklahoma. u RETIREMENT BOARD ELECTION RESULTS BY DAVID NILLES Ronda Walthall, Insurance Administrator for the Fiscal Services Division, was recently re-elected to serve on the Arkansas State Highway Employees’ Retirement System Board (ASHERS). Walthall began her career with the Department in July of 2000 as the Central Office Receptionist in Human Resources. In September of that year, she was promoted to Administrative Aide I in Fiscal Services. Walthall advanced to the title of Accounting Assistant in August of 2004, and obtained her current position in January of 2008. Walthall will serve a two-year term that will end June 30, 2021. Other ARDOT members of the retirement board include Scott Bennett, Emanuel Banks and Rex Vines. Larry Dickerson was elected as a retiree member. Dickerson retired in June of 2016.     United States In the United States, state police (also called state troopers or highway patrol) are a police body unique to 49 of the U.S. states, having statewide authority to conduct law enforcement activities and criminal investigations. Twenty-two U.S. states use the term "State Police", fifteen use the term "Highway Patrol", seven use the term "State Patrol", three use the term "State Highway Patrol", while Alaska's agency is the "Division of Alaska State Troopers" and Arkansas has a "Highway Police" in addition to its "State Police". The term "highway patrol" tends to be more common in the southeast and mountain west States.

The cooperative and concentrated efforts involving these programs required strong commitment and partnerships critical to the overall success of Arkansas’ traffic safety program in FY 2012.

These efforts are coordinated, implemented and supported by the Arkansas Highway Safety Office (AHSO). The AHSO is located within the Arkansas State Police. The Director of the Arkansas State Police, Colonel Winford Phillips, is the Governor’s Representative for Highway Safety. Ms. Bridget White is the Highway Safety Office Administrator for Arkansas.
