HIGHWAYS ACT 1980 THE HIGHWAYS ENGLAND (A2 TRUNK ROAD BEAN AND EBBSFLEET JUNCTION IMPROVEMENTS) (SIDE ROADS) ORDER 2019 Highways England make this Order in exercise of its powers under Sections 14 and 125 of the Highways Act 1980 – 1. Highways England are authorised in relation to the trunk road at Bean and Ebbsfleet, in the Parishes of Bean, Darenth, Stone, Swanscombe & Greenhithe, Southfleet and Gravesend & Northfleet, in the Authority areas of Dartford and Gravesend in the County of Kent to: (a) improve the lengths of highway named in the Schedule and shown on the Site Plan by cross hatching; (b) stop up each length of highway described in the Schedule and shown on the Site Plan by zebra hatching; (c) construct a new highway along each route whose centre line is shown on the Site Plan by an unbroken black line surrounded by stipple; (d) stop up each private means of access to premises described in the said Schedule and shown on the Site Plan by a solid black band; and (e) provide new means of access to premises along each route or at each location shown on the Site Plan by thin diagonal hatching. 2. Where a new highway is to be constructed along the same route as a new access or part of one, that new highway shall be created subject to the private rights over that new access. 3. Each new highway is given a reference letter on the Site Plan, which is also placed in the said Schedule, and will be a road unless the word “Footpath”, “Bridleway” or “Cycle Track (with a right of way on foot)” appears beneath its reference letter in the Schedule, in which case it will be a Footpath, Bridleway or Cycle Track (with a right of way on foot) (as the case may be). Each new access is given a number on the Site Plan, which is also placed in the said Schedule. 4. Where a new highway is to be constructed or a new access is to be provided in connection with the stopping up of a length of highway or private means of access described in the said Schedule, its reference letter or number (as the case may be) is placed in the said Schedule opposite the description of that length. 5. The Site Plan shows the works indicated in the Schedule and the route of the trunk roads in relation to those works. 6. Each new highway shall be transferred to Kent County Council, as from the date on which Highways England notify the said Kent County Council that the new highway has been completed and it is open for through traffic. NOTE: The digital annotations included on this Order are based upon the Secretary of State’s Decision Letter (dated 02 June 2020) Annex which identifies the required modifications to the Orders. This copy of the Order is not the official true copy due to COVID-19 restrictions in place precluding the formal Order being issued. 7. Where immediately before a length of highway is stopped up in pursuance of this Order there is under, in, on, over, along or across that highway any apparatus of statutory undertakers or any telecommunications code system operator then, subject to Section 21 of the Highways Act 1980, those undertakers, or that operator, as the case may be, shall have the same rights as respects that apparatus as they had immediately before the stopping up took place. 8. In this Order – (a) Distances are measured along the route of the relevant highway or private means of access to premises, as the case may be; (b) “Highways England” means Highways England Company Limited, which is a strategic highways company (Company No. 9346363), which is a company registered in England and Wales and whose Registered Office is Bridge House, Walnut Tree Close, Guildford, Surrey, GU1 4LZ; “improvement” in relation to a highway includes raising, lowering or otherwise altering that highway, and “improved” shall be construed accordingly; “new access” means a means of access to premises authorised by this Order to be provided; “new highway” means a highway authorised by this Order to be constructed and “new highways” shall be construed accordingly; “the Site Plan” means the plan folio cover numbered HE/14/MP/002, a key plan and Site Plans numbered 1 and 2 marked “The Highways England (A2 Trunk Road Bean and Ebbsfleet Junction Improvements) (Side Roads) Order 2019”, signed on behalf of, and carrying the common seal of, Highways England and deposited at the offices of Highways England, Lateral, 8 City Walk, Leeds LS11 9AT; a duplicate copy has been deposited at the offices of the Secretary of State for Transport. “the trunk road” means the A2 trunk road including that part which Highways England proposes to construct as referred to in “The A2 Trunk Road (Bean and Ebbsfleet Junction Improvements) (Slip Roads and Roundabouts) Order 20..”; THE SCHEDULE Locality – Stone, Swanscombe & Greenhithe, Darenth and Bean, Kent Plan title – Bean Junction: A296, B255 and Other Improvements, Site Plan 1 “(As Amended)” added to Order as per MOD- 1, approved by SoS in Decision Letter 02 June Highways to be improved 2020 (para. 3 & 12) & Annex (SRO item 1) B255 and Bean south roundabout (south of the A2 Trunk Road) Bean Lane (old) near to Hope Cottages (south of the A2 Trunk Road) B255 and Bean north roundabout (As Amended) (north of the A2 Trunk Road) Bean Lane (old) near to Ightham Cottages (north of the A2 Trunk Road) Bean Lane (north of the A2 Trunk Road) A296 / Bean Lane roundabout A296 Watling Street B255 northbound exit slip to the Bluewater Parkway B255 southbound entry slip from the Bluewater Parkway Highways to be stopped up Reference letters of new highways Full width of the unclassified access road Bean Lane A (old), from a point outside of No.1 Ightham Cottages south eastwards for a distance of 24 metres.     M5 Oldbury Viaduct Traffic Management Study Executive Summary Oldbury and Park Street viaducts carry approximately 3km of the elevated sections of the M5 to the west of Birmingham between junctions 1 and 2. Constructed in 1970, it has deteriorated in recent years and has seen increased emergency interventions (55 in 2016). Therefore we need to repair and upgrade sections now in order to prevent bigger challenges and further disruption in the future. By maintaining this key corridor we’re delivering a huge investment that will support economic growth locally and in the wider West Midlands. Once complete, customers will benefit from a safer, more resilient route and enhanced driver experience. Other planned interventions on the strategic network in coming years include HS2, M6 J10 redesign, and on the local network, proposed Birchley island project and M5 junction 1 redesign. Therefore, we have a window of opportunitybetween April 2017 and autumn 2018 to complete this work at M5 Oldbury Viaduct. This section of the M5 motorway is particularly busy, carrying both local and strategic south-west and south-east to north-west traffic, with seasonal peaks. It is a commuter hub with traffic joining with the M6, other roads into and out of the Birmingham hub, and other cities in the region. Our engineers advised that in order to carry out the work safely, the carriageway would have to be treated in sections under traffic management. Four options were progressed to the modelling stage to understand impact and we chose the one that was safest, offered most value for money and most appropriate timeline.

Our road network carries a third of road traffic and we have seen demand grow by a quarter since 2000 with continued growth forecast. One reason for the introduction is smart motorways is because there are more vehicles on the road. By making use of the full width of the road, smart motorways add that extra capacity to carry more vehicles and ease congestion. They have evolved from Controlled Motorways (with variable speed limits) to Dynamic Hard Shoulder Running (opening the hard shoulder as a running lane to traffic at busy periods) to All Lane Running (permanently removing the hard shoulder and converting it into a running lane). Compared to a traditional motorway widening they deliver: • Increased capacity at significantly less cost than traditional motorway widening. • New technology and variable speed limits to improve traffic flow.

    A21 SEVENOAKS TO HASTINGS ALL PURPOSE TRUNK ROAD Overview The A21 travels north south through Kent (M25 Chipstead) to East Sussex (Hastings). The route has gradually been upgraded predominantly from the M25 southwards - the last major project being the Tonbridge to Pembury dualling scheme completed in 2018. The route features strongly in the Highways England, South Coast Central, Route Strategy in terms of safety and congestion. As a result, a preliminary study was carried out which considered the opportunities for safety improvements and any further capacity improvements. The route strategy will support possible options for further safety and capacity improvement needs. Details of the next RIS will be announced by Government later this year and will be prioritised on the basis of strategic need, deliverability, buildability and value for money. Works undertaken on the route (last 5 years) These are works that we have carried out on the network, as well as some additional investigative activities. 1. Tonbridge to Pembury A21 dualling scheme completed 2018. 2. Kent cycle scheme funded in conjunction with Tonbridge to Pembury major project. 3. Double white lining south of Whatlington at Stream Lane and Ricards Lane junction to reduce collisions resulting from overtaking manoeuvres. 4. Resurfacing at A21 Kiln Down and Hurst Green Village including new markings and strengthened verges. 5. Review of Hurst Green pedestrian crossing, adjustment of sensors in response to complaints. 6. New signal heads at Hurst Green School – replacement of failed existing signs. 7. Comprehensive assessment for the installation of average speed cameras – unfortunately the scheme did not meet DfT and police enforcement criteria.
