RECORD OF PROCEEDINGS 194 Minutes of REGULAR Meeting May 15, 2013 The Twinsburg City School District Board of Education met in REGULAR session on the above date at the Twinsburg Government Center in Council Chambers at 6:00 p.m. The following board members were present: Mr. Andrews, Mrs. Cain-Criswell (President), Mr. Crosby (Vice- President), Mr. Shebeck, and Mr. Stuver. Recordings of the Board of Education meeting are made and kept at the Board Office. Video recordings and Board approved Minutes are available on the District’s web site. 13-182 EXECUTIVE SESSION Mr. Stuver moved and Mr. Shebeck seconded that the Twinsburg Board of Education meet in Executive Session at 6:04 p.m. to consider the discipline of a public employee per Board of Education Policy #0166(A). Ayes: Mr. Andrews, Mrs. Cain-Criswell, Mr. Crosby, Mr. Shebeck, and Mr. Stuver. The Board President declared the motion approved. The Board reconvened from Executive Session at approximately 7:04 p.m. The following members were present: Mr. Andrews, Mrs. Cain-Criswell, Mr. Crosby, Mr. Shebeck, and Mr. Stuver. Mr. Stuver moved and Mr. Andrews seconded that the Twinsburg Board of Education adopt resolutions 13-183 to 13-186. 13-183 Minutes That the Twinsburg Board of Education approves the Minutes for the following meetings: Regular Meeting : April 10, 2013 and April 17, 2013 Special Meeting s: April 22, 2013 13-184 Check Register That the Twinsburg Board of Education accepts the Check Registers for the Month March, 2013, the total including payroll is $3,423,657.25. See pages 198-204 13-185 Financial Report That the Twinsburg Board of Education accepts the following Financial Report for the month of March, 2013; Bank Reconciliation, General Fund Financial Summary Report and Financial Report by Fund. See pages 205-209 13-186 Five Year Forecast That the Twinsburg Board of Education approves the updated Five Year Forecast for school year 2013-2017. See pages 210-217 Ayes: Mr. Andrews, Mrs. Cain-Criswell, Mr. Crosby, Mr. Shebeck and Mr. Stuver. The Board President declared the motion approved. RECORD OF PROCEEDINGS 196 Minutes of REGULAR Meeting May 15, 2013 Mr. Andrews moved and Mr. Stuver seconded that the Twinsburg Board of Education adopt resolutions 13-190 to 13-196. 13-190 ESC Agreement That the Twinsburg Board of Education approves the Educational Service Center of Cuyahoga County, Interdistrict Service Area Contract to provide Summer MFE/IEP clinics on an as needed basis. 13-191 Red Cross Agreement That the Twinsburg Board of Education approves the American Red Cross, Shelter Agreement , which will provide services to individuals, families and communities when disaster strikes. 13-192 Deletion from Inventory That the Twinsburg Board of Education approves the attached listing of items be deleted from inventory. See pages 218-239 3M Projector, Model Number DMS 700P, S/N T8A05721650 – not cost effective to repair 13-193 Job Description That the Twinsburg Board of Education approves the Job Description for the Technology Business Coordinator . This position was formerly known as the District Technology Director’s Secretary . See pages 240-241 13-194 David W. Smith Architect That the Twinsburg Board of Education approves a Standard Form of Agreement with David W. Smith, Architect, LLC in the amount of $13,000. This Agreement is for architectural services regarding the Main Entrance Door Security Systems Projects at Twinsburg High School, RB Chamberlin Middle School, Dodge Intermediate School, Bissell Elementary School and Wilcox Primary School. 13-195 Latchkey Fees That the Twinsburg Board of Education approves the revised Student Fee Guidelines for the 2013/2014 School Year , per the attached Exhibit. Revisions include the Latchkey Fees for the 2013/2014 program. See pages 242-243 13-196 Latchkey Handbook That the Twinsburg Board of Education approves the 2013/2014 Latchkey Parent Handbook . RECORD OF PROCEEDINGS 197 Minutes of REGULAR Meeting May 15, 2013 13-197 RESOLUTION OF BOARD’S DECISION REGARDING GRIEVANCE Mr. Andrews moved and Mr. Stuver seconded that the Twinsburg Board of Education adopt the following resolution: Motion to uphold the grievance in part and deny the grievance in part. Move that the grievance be denied as un-timely as it was not filed within the time period required by Article 6-B of the collective bargaining agreement. Further move to modify the Letter of Reprimand issued on December 11, 2012 and re-issue that document as the Findings of the Supervisor and Referral for Disciplinary Action by Assistant to the Superintendent, Mike Lenzo. Further move to uphold the three (3) day suspension that was issued January 23, 2013. 13-198 EXECUTIVE SESSION Mr. Crosby moved and Mr. Shebeck seconded that the Twinsburg Board of Education meet in Executive Session at 9:40 pm to consider the discipline and compensation of public employees per Board of Education Policy #0166(A), to consider the purchase of property per Board of Education Policy #0166(C), to review negotiations sessions with public employees, per Board of Education Policy #0166(E) and to discuss specialized details of security arrangements per Board of Education Policy #0166(G). Ayes: Mr. Andrews, Mrs. Cain-Criswell, Mr. Crosby, Mr. Shebeck, and Mr. Stuver. The Board President declared the motion approved. The Board reconvened from Executive Session at approximately 10:41 p.m. The following members were present: Mr. Andrews, Mrs. Cain-Criswell, Mr. Crosby, Mr. Shebeck, and Mr. Stuver. 13-199 Adjournment Mrs. Cain-Criswell moved and Mr. Shebeck seconded that the Twinsburg Board of Education adjourn at 10:42 p.m. Ayes: Mr. Andrews, Mrs. Cain-Criswell, Mr. Crosby, Mr. Shebeck, and Mr. Stuver. I. OPENING CEREMONIES II. CALL TO ORDER AND ROLL CALL Connie Yingling, Board President, called the meeting to order at 5:35 PM. The following members were present: Connie Yingling, President Deborah Delp, Vice President Marianne Culbertson Kevin Wise, arrived at 5:40pm Jennifer Miller Also present were: Kevin Bright, Superintendent Richard Gardner, Treasurer Craig Ullery, Assistant Superintendent, Human Resources Bill Deters (left at 6:22 PM) Jennifer Miller (left at 6:35 PM & returned at 7:30 PM) III.
