FCC Form 396 Appendix 3 April 2019- March 2020 Station Outreach Initiatives During the year ending March 31, 2020 WVIA undertook several initiatives to support our EEO program. 1. Hosting Job Fair Northeast Broadcast Employment Fair canceled This annual event co-sponsored by WVIA Public Media (WVIA-FM/TV) and Bold Gold Media WBS, LP Licensee/Operator of WWRR WICK WYCK WTRW WCDL was planned for March 25, 2020 at WVIA Public Media studios in Pittston, PA. Local broadcasters had been invited to participate and promotion had begun when the COVID-19 pandemic forced cancellation. Plans are to resume this annual event in March 2021. 2. Internship Program WVIA maintains an active internship program, offering career prep training to students from many regional colleges in a variety of departments. These are structured internship educational experiences resulting in college credit for the students. In the period between April 2019 and March 2020 WVIA supervised seven (7) interns from Bucknell, East Stroudsburg, Kutztown, and Bloomsburg Universities, the University of Scranton, Luzerne County Community College. Many previous interns have become part-time and even full-time employees at WVIA and other area stations. Capstar Broadcasting Partners will spend $60 million for twenty stations in four separate transactions covering five markets. Terms of the individual deals weren't disclosed. Two of the deals involve Point Communications, which is the managing partner of six stations in Madison, WI and owns five in the Roanoke - Lynchburg area, owned through a subsidiary. In Madison, the stations are standards WTSO; CHR WZEE; news -talk WIBA; rock WIBA -FM; new rock WMAD -FM, Sun Prairie, WI; and soft AC WMLI, Sauk City, WI. In Roanoke - Lynchburg -- oldies simulcast WLDJ, Appomattox and WRDJ, Roanoke; urban oldies WJJS, Lynchburg; and dance combo WJJS -FM, Vinton, and WJJX, Lynchburg. The third deal gives Capstar three stations in the Yuma, AZ market, including oldies KBLU, country KTTI, and classic rocker KYJT, from Commonwealth Broadcasting of Arizona, LLC. Finally, COMCO Broadcasting's Alaska properties, which include children's KYAK, CHR KGOT, and AC KYMG, all Anchorage; and news -talk KIAK, country KIAK -FM, and AC KAKQ -FM, all Fairbanks. WE DON'T NEED NO STINKIN' LICENSE . It's spent almost ten weeks on the air without a license, but the new religious -programmed station on 105.3 MHz in the Hartford, CT area, is being investigated by the Commission's New England Field Office. According to the Hartford Courant, Mark Blake is operating the station from studios in Bloomfield, CT, and says that he "stands behind" the station's operation. Although there have been no interference complaints filed, other stations in the area are claiming they are losing advertising dollars to the pirate.

Nerone, Chair and Director of Research Associate Professor Michelle Renee Nelson Associate Professor Christian Edward Sandvig Professor Daniel Toby Schiller ii ABSTRACT The interaction of policy and technological development in the era of “convergence” is messy and fraught with contradictions. The best expression of this condition is found in the story behind the development and proliferation of digital audio broadcasting (DAB). Radio is the last of the traditional mass media to navigate the convergence phenomenon; convergence itself has an inherently disruptive effect on traditional media forms. However, in the case of radio, this disruption is mostly self-induced through the cultivation of communications policies which thwart innovation. A dramaturgical analysis of digital radio’s technological and policy development reveals that the industry’s preferred mode of navigating the convergence phenomenon is not designed to provide the medium with a realistically useful path into a 21st century convergent media environment. Instead, the diffusion of “HD Radio” is a blocking mechanism proffered to impede new competition in the terrestrial radio space. HD Radio has several critical shortfalls: it causes interference and degradation to existing analog radio signals; does not have the capability to actually advance the utility of radio beyond extant quality/performance metrics; and is a wholly proprietary technology from transmission to reception.

Over the years, we have supported various aspects of non-commercial micro- broadcast efforts including Low Power FM (LPFM), proposals for a Low Power AM radio service as well as other creative concepts to use spectrum for one way communications. REC feels that as many organizations as possible should be able to enjoy spreading their message to their local community. It is our desire to see a diverse selection of voices on the dial spanning race, culture, language, sexual orientation and gender identity. This includes a mix of faith-based and secular voices. While REC lacks the technical knowledge to form an opinion on various aspects of AM broadcast engineering such as the “ratchet rule”, daytime and nighttime coverage standards and antenna efficiency, we will comment on various issues which are in the realm of citizen’s access to the airwaves and in the interests of listeners to AM broadcast band stations. REC supports a limited offering of translators to certain AM stations REC feels that there is a segment of “stand-alone” AM broadcast owners. These owners normally fall under the category of minority, women or GLBT/T2. These owners are likely to own a single AM station or a small group of AM stations and are most likely to only own stations with inferior nighttime service, such as Class-D stations.

INTRODUCTION 1. In this Notice of Apparent Liability for Forfeiture (“NAL”), we find that Bold Gold Media Group, Inc. (“Bold Gold”), the licensee of FM Radio Station WWRR in Scranton, Pennsylvania, apparently willfully and repeatedly violated Section 11.35(a) of the Commission’s Rules (“Rules”)1 by failing to install the required Emergency Alert System (“EAS”) equipment. We conclude that Bold Gold is apparently liable for a forfeiture in the amount of ten thousand dollars ($10,000). II. BACKGROUND 2. On November 24, 2009, in response to a complaint that Station WWRR did not have EAS equipment, an agent from the Enforcement Bureau’s Philadelphia Office (“Philadelphia Office”) conducted an inspection of Station WWRR’s main studio in Scranton, Pennsylvania. During the inspection at the main studio in Scranton, the agent found that Station WWRR did not have any EAS equipment installed. The station engineer also acknowledged the failure to install EAS equipment for Station WWRR at the main studio. 3. The agent also observed that the two co-located and co-owned stations – WICK and WYCK – had operational EAS equipment at the main studio.2 The station engineer claimed that an EAS test for Station WWRR could possibly be transmitted by switching the audio source from its studio location in Plains, Pennsylvania to the main studio location in Scranton, Pennsylvania, and then 1 47 C.F.R.

When you hear a siren, it does not necessarily mean a nuclear emergency. 1. NOTIFICATION. In an emergency requiring general public notification, county officials will sound sirens around the Susquehanna plant in a steady tone – NOT a warbling or wailing tone – for three minutes.
