Oleh : Drs. Susilo Utomo, M. Si Abstract This study intends investigate the role of PDI in winning pair Ganjar Pranowo-Heru Sudjatmoko in Central Java Governor lection 2013. The research method uses a qualitative approach, in-depth interviews with key figures Success Team Couple Ganjar- Heru. The results show that the role of PDI was very decisive in determining the victory of the Central Java Governor lection 2013. Political Role of the PDI-P that took the role as political recruiter and as an engine pollster or mass mobilization. ,eywords - Political Partai, Political Recruitment and Political .ote Seeker, The /ocal lection. atar Belakang Pemilihan umum kepala daerah secara langsung (Pemilukada) yang telah dilaksanakan se ak tahun 2005 merupakan mekanisme demokrasi yang memberikan kesempatan kepada rakyat untuk menentukan pilihan pasangan kepala daerah yang dikehendakinya secara langsung. Melalui Pemilukada pasangan calon kepala daerah kemudian dituntut untuk lebih dekat dengan rakyat, lebih memahami persoalan daerah setempat yang kemudian diharapkan dapat men adi basis penentuan kebi akan yang lebih baik sehingga bermuara pada pencapaian kese ahteraan rakyat di daerah yang lebih efektif. Undang-Undang Nomor 32 Tahun 2004 yang men adi landasan hukum bagi penyelenggaraan Pemilukada memberikan ketentuan tentang syarat pencalonan pasangan kepala daerah dimana pasangan calon kepala daerah dapat dilakukan melalui alur perseorangan maupun diusung oleh partai politik atau gabungan partai politik. Dalam hal pasangan calon kepala daerah melalui alur perseorangan, hal tersebut baru berlangsung se ak direvisinya UU No 32 Tahun 2004 men adi UU No 12 Tahun 2008. Dalam pasal 5, UU No 12 Tahun 2008 menyebutkan bahwa peserta pemilihan kepala daerah dan wakil kepala daerah adalah : 1. Pasangan calon yang diusulkan oleh partai politik atau gabungan partai politik dengan syarat memenuhi persyaratan sekurang-kurangnya 15 . dari umlah kursi DPRD atau 15. dari akumulasi perolehan suara sah dalam pemilihan umum anggota DPRD di daerah yang bersangkutan. 2. Sumber : UU No 12 Tahun 2008 Disamping dukungan minimal sebagaimana tabel di atas, persyaratan tersebut harus pula memenuhi persyaratan persebaran dimana untuk tingkat provinsi tersebar di lebih dari 50. umlah kabupaten1kota diprovinsi tersebut. Sedangkan untuk kabupaten1kota tersebar di lebih dari 50. umlah kecamatan di kabupaten1kota tersebut. 0iprah pasangan calon kepala daerah melalui alur perseorangan menun ukkan fakta yang kurang mampu bersaing dengan pasangan calon kepala daerah yang diusung oleh partai politik atau gabungan partai politik. Tidak semua pemilukada baik ditingkat kabupaten1kota maupun provinsi diikuti oleh pasangan calon kepala daerah dari alur perseorangan. Demikian halnya dengan kemenangan yang diraih oleh pasangan calon kepala daerah melalui alur perseorangan. 2anya sedikit pasangan calon kepala daerah dari alur perseorangan yang mampu meraih kemenangan. Di 3awa Tengah dari 28 Pemilukada yang digelar sepan ang 2010-2012 hanya 10 kabupaten1kota yang diikuti oleh pasangan calon kepala daerah dari alur perseorangan dengan 14 pasangan. Namun demikian tidak ada satu pasangan pun yang mampu meraih kemenangan. 5ahkan sebagian besar pasangan kepala daerah tersebut hanya memperoleh suara di bawah sepuluh persen. Pasangan calon kepala daerah dari alur perseorangan yang memperoleh persentase suara tertinggi adalah pasangan 5udhi Sarwono-0usumo 6inahyu sebesar 34,1,. dalam Pemilukada 0abupaten 5an arnegara tahun 2011 sebagaimana nampak dalam tabel 1.2. : 43 Jurnal Ilmu Sosial Vol. 14 | No. 2 | November 2015 | Hal. 42-60 Tabel 1.2. Sumber : 0PU 3awa Tengah,2012 Dari tabel di atas menun ukkan bahwa dari 14 pasangan calon kepala daerah dari alur perseorangan hanya emat pasangan yang berhasil meraih persentase di atas sepuluh persen. Data tersebut menun ukkan bahwa pasangan calon kepala daerah dari alur perseorangan tidak mampu secara efektif menarik suara pemilih, sebaliknya pasangan calon kepala daerah yang diusung oleh partai politik atau gabungan partai politik mampu menarik suara pemilih. Atas dasar fakta tersebut dapat disimpulkan bahwa, partai politik tidak sa a men adi kendaraan pasangan calon kepala daerah dalam proses pencalonan semata namun uga mampu men adi mesin politik yang cukup efektif dalam menarik suara pemilih. Dalam sistem demokrasi, keberadaan partai politik merupakan sebuah keniscayaan dan merupakan institusi utama dalam melakukan fungsi-fungsi politik (9abriel Almond, 1,74, h. 45). Partai politik didefinisikan sebagai grup atau kelompok masyarakat yang menun ukkan cirri utama sebagai kelompok kepentingan yang tu uan utamanya mengarah pada penguasaan abatan publik.Sedang Fungsi-fungsi politik, terdiri atas artikulasi kepentingan, agregasi kepentingan, sosialisasi politik, recruitment politik dan komunikasi politik. 44 Jurnal Ilmu Sosial Vol. 14 | No. 2 | November 2015 | Hal. 42-60 Dalam hal Pemilukada maka fungsi rekrutimen atau seleksi pemimpin yang dilakukan oleh partai politik men adi sangat penting, mengingat partai politik merupakan Akawah candra dimukaA bagi calon-calon kepala daerah Melalui partai politiklah calon pemimpin dididik, disiapkan sebagai kader partai untuk melaksanakan Aplatform dan ideologyB partai. Di 3awa Tengah dari semua pemilukada yang diselenggarakan se ak tahun 2010 hingga tahun 2013 semua dimenangi oleh pasangan calon kepala daerah yang diusung oleh partai politik atau gabungan partai politik. 3ika melihat hasil pemilihan umum (Pemilu) legislatif se ak tahun 1,,, hingga 2014 dapat disimpulkan bahwa 3awa Tengah merupakan daerah basis PDI Per uangan. PDI Per uangan selalu men adi partai dengan perolehan suara terbanyak dalam 4 Pemilu terakhir. Untuk Pemilu DPRD 3awa Tengah, pada tahun 1,,, PDI Per uangan mampu meraih 42,8 persen dari total suara sah, 2,,8 persen di tahun 2004, dan 23 persen di tahun 200, dan 27 . pada pemilu legislative 2014. Demikian halnya untuk pemilu di tingkat DPRD 0abupaten10ota. PDI Per uangan merupakan partai yang mampu menguasai sebagaian besar kabupaten1kota di 3awa Tengah. Dari 35 kabupaten1kota di 3awa Tengah PDI Per uangan mampu men adi pemenang di 33 0abupaten10ota dalam Pemilu 1,,,. PDI Per uangan hanya kalah di 0abupaten Magelang dan 0abupaten 3epara. Sedangkan pada Pemilu 2004, PDI Per uangan mampu unggul di sepuluh kabupaten1kota dan pada Pemilu 200, PDI Per uangan mampu unggul di 23 kabupaten1kota. Dari 28 Pemilukada 0abupaten10ota di 3awa Tengah yang diselenggarakan sepan ang 2010 hingga Februari 2013 tercatat PDI Per uangan mampu meraih kemenangan di 13 kabupaten1kota, dimana 4 kabupaten1kota mampu diraih secara mandiri atau tanpa berkoalisi dengan partai lainnya dan 7 kabupaten1kota diraih dengan berkoalisi. Sedangkan di 15 kabupaten1kota PDI Per uangan mengalami kekalahan dimana di 8 kabupaten1kota PDI Per uangan mengusung pasangan calon kepala daerah secara mandiri dan di 7 kabupaten1kota diusung dengan berkoalisi sebagaimana nampak dalam tabel 1.3. 45 Jurnal Ilmu Sosial Vol. 14 | No. 2 | November 2015 | Hal. 42-60 Tabel 1.3. But of course the role of Islam in politics and government will be different when Islam as the majority religion compared when Islam became a minority religion. It becomes interesting to be explored further, so as to see concrete evidence the authors determined to compare the influence of Islam in the politics and government in Indonesia and Thailand. The results of research showed that there is a significant imbalance between the role of Islam in Indonesia and Thailand for politics and government. In Indonesia since the struggle until independence era, the Muslim leaders and activists are aware that in order to improve the condition of the country, it takes a political struggle to deal with attempts to obtain power to influence government and public policy making. This can be evidenced by the existence of Islamic party and Islamic mass-based party from the first general election to date. In addition, at the level of government the role of Muslim activists and scholars are also greatly affected. Instead, in Thailand show that Islam has a small portion in politics and government. This is evidenced by the lack of political access and opportunity to participate in the governmental system.

    ISLAM AND LOCAL POLITICS: In the Quest of Kyai, Politics, and Development in Kebumen, 2008-20101 Laila Kholid Alfirdaus Diponegoro University, Semarang, Indonesia Abstract The involvement of kyai (religious teacher) in political affairs has become prominent after the Indonesia reformation. With his charismatic images and long-maintained religious authority, kyai has amount of capital to easily enroll his self into politics without significant barriers. This becomes more evidence in the Indonesian political sphere after the reformation as the number of kyais serving as leaders in bureaucracy is increasing. However, their inclusion in politics does not always lead to the birth of greater impact on public policy. During the leadership of kyai in the governmental body, Kebumen -as a case study discussed in this article- has experienced late development, indicated by lessening development in terms of public infrastructure and social services. [Keterlibatan kyai dalam politik muncul secara masif sejak bergulirnya reformasi. Dengan kharisma dan otoritas keagamaan, kyai memiliki modal penting untuk terjun dalam politik tanpa kendala berarti. Inilah yang menjadi sangat jelas terkait peran kyai dalam politik, utamanya dengan semakin banyaknya jumlah kyai yang menjabat sebagai pimpinan birokrasi. The cover design plays on mathematical symbols to depict the relationships between men and women—what they are and what should be. The equality symbol signifies that all people—women, men and those with other gender identities—are inherently valuable and ought to be equal members of the family and society. Other symbols—unequal, less than, greater than, approximately equal—draw attention to the presence of gender gaps, be they in public spaces, at work or in the home. Direct local elections and the current presidential electoral system have political parties engaging in strategic selection of their presidential candidates. • Partai Demokrat’s (PD) heavy reliance on the pulling power of President Yudhoyono has limited its capacity to develop internal cadres. The party has now held a national convention to screen a list of candidates. The strongest of these is the current president’s brother-in-law, demonstrat- ing that the party is under the strong grip of traditional party authority and dynastic politics. • Although Megawati Sukarnoputri also exerts strong control over Partai Demokrasi Indonesia Perjuangan (PDIP), the party currently houses a number of popular local leaders, suggesting that a process of regeneration is in place and that the party has managed to nurture local candidates for national leadership.     Javanese Women and Islam: Identity Formation since the Twentieth Century Kurniawati Hastuti Dewi* Despite the vast research over the last three decades devoted to the lives and social interaction of Javanese women, little has been written on the formation of these women’s identity by focusing on its development from the twentieth century up to the early twenty-first. This paper endeavors to show that the religio-cultural iden- tity of Javanese women was forged through a number of sociocultural circumstances. While revealing different features of the relationship between Javanese women and Islam, I shed light on the role Islam played, particularly since the early twentieth century, in providing transformative power to the role and status of Javanese Mus- lim women, manifested by the adoption of such Islamic dress codes as veiling, as also an important means of identity politics. I argue that new Islamic discourses have always been born out of the desire to challenge the conservative understand- ing of the role and status of Javanese women in different historical periods. Keywords: Javanese women, Islam, identity formation, veiling, identity politics Introduction Since the late fifteenth century, Islamization has brought about a significant social trans- formation in Java. Islamization in Java was marked by the transition from the ancient East Javanese Hindu-Buddhist regimes (Majapahit Kingdom) to the Javanese Islamic rulers on the north coast, and later to the Mataram Islamic Kingdom (Yogyakarta). Public reform efforts have been paralyzed by national political controversies. Meanwhile, corruption and ineffi- ciency remains a rampant problem across many of Indonesia’s decentralized polities. In this paper I advance three interrelated arguments: First, that the coexistence of new democratic rules and entrenched clientelistic structures has given rise to elite-centered governance; second, that local government leadership has had strong effects, for better or worse, on district performance and probity; and third, that the quality of executive leadership is influenced, not only by individual-level characteristics of local mayors, but also by local ‘topographies’ of power – such as the concentration of and the connectivity to socio-economic assets.     Kyoto University Javanese Women and Islam: Identity Formation since the Twentieth Century Kurniawati Hastuti Dewi* Despite the vast research over the last three decades devoted to the lives and social interaction of Javanese women, little has been written on the formation of these women’s identity by focusing on its development from the twentieth century up to the early twenty-first. This paper endeavors to show that the religio-cultural iden- tity of Javanese women was forged through a number of sociocultural circumstances. While revealing different features of the relationship between Javanese women and Islam, I shed light on the role Islam played, particularly since the early twentieth century, in providing transformative power to the role and status of Javanese Mus- lim women, manifested by the adoption of such Islamic dress codes as veiling, as also an important means of identity politics. I argue that new Islamic discourses have always been born out of the desire to challenge the conservative understand- ing of the role and status of Javanese women in different historical periods. Keywords: Javanese women, Islam, identity formation, veiling, identity politics Introduction Since the late fifteenth century, Islamization has brought about a significant social trans- formation in Java. Islamization in Java was marked by the transition from the ancient East Javanese Hindu-Buddhist regimes (Majapahit Kingdom) to the Javanese Islamic rulers on the north coast, and later to the Mataram Islamic Kingdom (Yogyakarta).     298 book reviews Kurniawati Hastuti Dewi (2015) Indonesian Women and Local Politics: Islam, Gender and Networks in Post- Suharto Indonesia. Kyoto cseas Series on Asian Studies 14. nus Press and Kyoto University Press. 336 pages. isbn: 978 9971 69 842 3 (paperback). Reading from its title, the book deliberately locates itself at the intersection of gender studies and local politics in Indonesia. Both areas are equally important in the context of current Indonesia. By far, it is the world largest and the most stable Muslim democracy where assessing the position of women is one of its critical points. The adoption of direct local elections for subnational heads in 2005 marked the peak of political decentralisation making local politics with their variations more interesting, rather than the traditional focus on democratic transition viewed from the country level perspective. This book has clearly found a unique and attractive niche in the highly competitive market of research. The book centres on explaining the successful rise of women to local power in three regencies in the Indonesian island of Java. They are Rustriningsih (Kebumen), Siti Qomariah (Pekalongan) and Ratna Ani Lestari (Banyuwangi). All of them are Muslims wearing the Islamic hijab as a symbol of piety. Rustriningsih, a long-term cadre of the nationalist Indonesian Democratic Party of Struggle (pdip), was two-term Regent of Kebumen and Vice-Governor of Central Java, but later on failed in her bid to be a governor because the party’s central board refused her a nomination. Siti Qomariyah was one-term Regent of Pekalongan supported by the tradi- tionalist Muslims (nu) based pkb party.
