Introduction 1.1 The Neighbourhood Planning (General) Regulations 2012 (Localism Act 2011) (as amended) require a Consultation Statement to be prepared setting out the consultations undertaken for the Neighbourhood Development Plan (NDP). 1.2 Part 5 Paragraph 15 (2) of The Neighbourhood Planning (General) Regulations 2012, defines a Consultation Statement as a document which includes: i. details of the persons and bodies who were consulted about the proposed NDP. ii. a description of how they were consulted iii. a summary of the main issues and concerns raised by the persons consulted iv. a description of how these issues and concerns have been considered and, if appropriate, addressed in the proposed plan. 1.3 Guidance from Department for Communities and Local Government (10 Sept 2013) states that: ‘the Consultation Statement submitted with the draft Neighbourhood Plan should reveal the quality and effectiveness of the consultation that has informed the Plan proposals.’ 1.4 This Statement sets out details of all consultation and engagement activity.     The Birds of Herefordshire 2014 Herefordshire Ornithological Club Annual Report Starling murmurations above Bulmers in Hereford City in March 2014 (Photo: Mick Colquhoun) Editorial I am pleased to present the 2014 edition of ‘The Birds of Herefordshire’, the 64th annual report of the Herefordshire Ornithological Club (HOC). Some further changes in format have been incorporated in this publication, including the larger book size, which allows a wider range of illustrative material to be presented more professionally. Once again, I hope you enjoy reading about the 2014 birding year. 2014 saw a quantum leap in bird recording for the Club with the adoption of BirdTrack as the standard system of recording. The roll-out of this recording system within HOC was overseen by Chris Robinson and Mick Colquhoun and, once members are au fait with the data entry process, it should revolutionise the collection and handling of an increasing volume and detail of data being collected. Once again we are indebted to you, the observers, for collecting these records during 2014, and to the eight script writers, for scrutinising and summarising the data for each species in the systematic list accounts. However, the data is still light on confirmed breeding evidence and on relevant behavioural and habitat comments, so please do not forget to include this information wherever possible. Surprisingly, there have been no changes in the taxonomic classification of the species relevant to Herefordshire this year, and hence the systematic list sequence presented here is as for 2013. However an opportunity has been taken by the Rarities Subcommittee to carry out a thorough review of the historical records of rarer species and this updated information is incorporated into the new format for the county list of 280 species which is presented on pages 12 – 16.

THE HUNDRED-N AMES OF THE SOUTH-EASTERN COUNTIES I I ii;li! :/1, I :1 ill~ I iidlill' , ;1·"I" , Buckinghamshire The most interesting feature of the history of the Buckinghamshire hundreds is the grouping together of the Domesday hundreds of the county in threes, so that the nine modern hundreds correspond to 18 Domesday hundreds. The amalgamation seems to date approximately from the middle of the 13th century, though the hundreds may have been grouped together in this way as early as Domesday Book (VHBk I. 226 and reference). The modern Buckingham hd contains the Domesday hds of Stodlald, Rovelai I' and Lam2la, Ashendon those of Vofesdune, Tichesela and Essedene, lil~ Aylesbury those of Stanes, Riseberg and Elesberie, Cottesloe those of ',''',1 '1 i Mursalai, Erlai and Coteslau, and Newport those of Moleslou, Sigela,i and :"11' Bonestou. The three hundreds of southern Buckinghamshire, Desborough, Burnham and Stoke, were also grouped together as 'the Chiltern Hundreds', but here each hundred retained its separate identity. The grouping of the hundreds in threes has a parallel in the Worcestershire and Warwickshire 'ship-sokes', on which see Engl. Hundr. Names XIX, PNWa XIX, H. M. Cam in Hist. Ess. in Honour of J. Chilterns forms a barrier betwecp the J1l.'~greds of the Vale of Aylesbury I!A. 1.T .'"1\ 'Cr.,,: .and the Chiltern hundreds, though, as 'noted by Davies (Home Counties Magazine 6. 143 f.), the hundreds immediately north of the Chilterns all extend for a varying distance south-east of the Chiltern escarpment, thus giving to each hundred a share of each kind of soil.
