Rosen Received: 29 February 2016; Accepted: 13 May 2016; Published: 21 May 2016 Abstract: Recurrent haze in Southeast Asian countries including Singapore is largely attributable to rampant forest fires in Indonesia due to, for example, extensive slash-and-burn (S & B) culture. Drawing on the “treadmill of production” and environmental governance approach, we examine causes and consequences of this culture. We found that, despite some perceived benefits, its environmental consequences include deforestation, soil erosion and degradation, global warming, threats to biodiversity, and trans-boundary haze pollution, while the societal consequences comprise regional tension, health risks, economic and productivity losses, as well as food insecurity. We propose sustainability through a plural coexistence framework of governance for targeting S & B that incorporates strategies of incentives, education and community resource management. The changing of year from 2015 to 2016 is the momentum for the prosecutor service of the republic of Indonesia to convey its 2015 achievements within this 2015 Annual Report as a perseverance of transparency and accountability as well as the form of its commitment to the people’s mandate in endorsing and presenting a just and fair law for all the people in Indonesia, and the effort to establish the law as a means to attain the intent of the nation. As the written document of the Office performance, the 2015 Annual Report befits the government policy as depicted in the system of National Development Plan, which substances correlate with the office, development plan as described in the Office 2015-2019 Strategic Plan, the Office 2015 Strategic Plan and each of the periodical report evaluation which had been organized by all working force of the Attorney Service throughout Indonesia. It is our hope that the report will deliver the knowledge and understanding to the public on the organization of the Office which currently inclines towards the improvement as in the public expectation, so that in the future AGO can obtain better public trust and is able to represent the presence of the nation to the people as an incorruptible, dignified and trustable law enforcement institution. -

Haley School of Law A sweeping proviso that protects basic or fundamental interests of a legal system is known in various names – ordre public, public policy, public order, government’s interest or Vorbehaltklausel. This study focuses on the concept of Indonesian public order in private international law. It argues that Indonesia has extraordinary layers of pluralism with respect to its people, statehood and law. Indonesian history is filled with the pursuit of nationhood while protecting diversity. The legal system has been the unifying instrument for the nation. However the selected cases on public order show that the legal system still lacks in coherence. Indonesian courts have treated public order argument inconsistently. A prima facie observation may find Indonesian public order unintelligible, and the courts have gained notoriety for it. This study proposes a different perspective. It sees public order in light of Indonesia’s legal pluralism and the stages of legal development. -

Eryk Kamsori1 ABSTRAK Artikel ini merupakan hasil penelitian yang membahas mengenai “Sepak Terjang Sarwo Edhie Wibowo dalam Menjaga Stabilitas Keamanan Nasional Indonesia (1965- 1989)”. Masalah utama yang diangkat dalam skripsi ini adalah “Bagaimana Sepak Terjang Sarwo Edhie Wibowo dalam Menjaga Stabilitas Keamanan Nasional Indonesia (1965-1989)”. Metode penelitian yang digunakan untuk mengkaji permasalahan tersebut dengan menggunakan metode historis melalui tahap-tahap seperti pengumpulan sumber, kritik sumber, interpretasi dan historiografi. Untuk memperdalam analisis, peneliti menggunakan pendekatan interdisipliner melalui kajian ilmu sosiologi dan politik. Masa jabatan Sarwo Edhie Wibowo sebagai Komandan Resimen Para Komando Angkatan Darat (RPKAD) merupakan masa yang paling mencuri perhatian. Berdasarkan perintah dari PANGKOSTRAD Mayor Jenderal Soeharto, Sarwo Edhie berhasil mengatasi percobaan kudeta oleh kelompok yang mengatasnamakan sebagai Gerakan 30 September. Memasuki masa Orde Baru, Sarwo Edhie menjabat sebagai Pangdam II/Bukit Barisan dan membantu operasi pembekuan PNI di Sumatra Utara hingga kemudian menjadi Pangdam XVII/Cendrawasih. Sebagai Pangdam Cendrawasih, Sarwo Edhie berperan dalam menyukseskan pelaksanaan PEPERA. Di penghujung karirnya, Sarwo Edhie menjabat sebagai Gubernur AKABRI, Duta Besar di Korea Selatan, Kepala BP7, dan terakhir adalah anggota DPR/MPR. Hingga akhirnya pensiun dan meninggal dunia pada 10 November 1989. Kata Kunci: G30S, Keamanan Nasional, PKI, RPKAD, Sarwo Edhie Wibowo. Please email: [email protected] for feedback to the Editor RSIS Commentary, Yang Razali Kassim. 2017 Jakarta’s Election and Indonesia’s Democracy Ascent of a Javanese King: President Jokowi’s Leadership Style By Emirza Adi Syailendra Synopsis With endless political tussles confronting him, particularly during the 2017 Jakarta Gubernatorial Election, President Joko Widodo has drawn inspiration from Javanese philosophy for his political compass when dealing with his political opponents. Commentary JAVANESE CULTURE has permeated Indonesian politics throughout Indonesia’s short political history. Sukarno’s quest for national unity drew inspiration heavily from the Javanese figure Gadjah Mada who was determined to unite the archipelago under the control of the Majapahit Kingdom. Benedict Anderson, writing in 1998 about Sukarno’s successor, described him thus: “[W]hen speaking off the cuff, Suharto sees himself not as a modern president but as a Javanese king.” Former President Abdurrahman Wahid, Megawati Sukarnoputri, and Susilo Bambang Yudhoyono were also drawn to the practice of mysticism in search of wangsit or inspiration before taking important political decisions. President Joko Widodo (Jokowi) is similarly influenced by Javanese political culture though in his own ways. -
