State Road (S.R.) 423/John Young Parkway Widening From S.R. 50/Colonial Drive to Shader Road Financial Project No.: 239496-3-52-01 Public Meeting Summary Prepared and submitted by: Shemir Wiles with Quest Corporation of America Date: Tuesday, January 16, 2018 Time: Open House 5:30 p.m. – 7:30 p.m. Location: American Legion Department of Florida 1912A Lee Road Orlando, FL 32810 Attendees: See Attached Sign-In Sheets Project Description This capacity improvement project will enhance safety by improving mobility and access throughout this section of John Young Parkway. The proposed improvements include widening John Young Parkway from a four-lane to a six-lane urban facility, increasing turn lane lengths, adding bicycle lanes, sidewalk and curb and gutter reconstruction, and median modifications. Other improvements include drainage, utilities relocation, signals, signage, intelligent transportation systems (ITS), and two new pond facilities. The Florida Department of Transportation (FDOT) held a public meeting on Tuesday, Jan. 16, 2018, at the American Legion Department of Florida, 1912A Lee Road, Orlando, Florida 32810. The purpose of the meeting was to inform the community about the upcoming construction project and provide an opportunity for questions. Public Notification Notice of this public meeting was published in The Orlando Sentinel-Orange County Zone on Dec. 31, 2017. Notices were sent to property/business owners and residents/tenants located within at least 300 feet on either side of the project corridor, and to public officials, appointed officials, and individuals interested in the project. Meeting notices were posted in the Florida Administrative Register (FAR), on the FDOT District Five public notice website, and through an FDOT media release. The public meeting press release and PowerPoint presentation were also posted on the project page located on www.CFLRoads.com. Copies of all public notices are available in Appendix I. Meeting Handouts Attendees were given project information handouts and an FDOT access management brochure as they signed in. They were also provided comments cards and encouraged to submit comments during or after the meeting. Copies of the meeting handouts are provided on www.CFLRoads.com in Appendix II. A looped PowerPoint presentation with a recorded voiceover was also available for viewing. Project staff remained until 7:30 p.m. for any questions and discussion with those in attendance. A copy of the presentation is available on www.CFLRoads.com in Appendix III. Display Boards and Roll Plots Several display boards and a roll plot were exhibited during the public meeting. The displays depicted the typical sections for the entire project. Copies of the public meeting displays and roll plot are provided in Appendix IV. Meeting Attendance Thirty-two (32) people signed in at the registration table, not including FDOT and consultant personnel. City of Orlando City Commissioner Robert Stuart was in attendance, as well as Capt. Joe Carter with the Orange County Sheriff’s Office, and Christopher Cairns, Division Manager, Transportation Engineering, with the City of Orlando. Project Manager Carlton Daley with FDOT, Senior Project Engineer Antonio Rodriguez with KCCS Construction Services, and Daniel Jenkins, Michael Quartetti, and Jacob McClish with WSP were present to provide information and answer questions. In addition, FDOT District Five Communications Manager Steve Olson was present to provide information to and conduct interviews with Fox News 35 and WFTV Channel 9. Public Comments Participants were given an opportunity to provide public comments in the following ways: ▪ Written comments on comment cards provided at the public meeting ▪ Mail comments to: Shemir Wiles, Public Information Coordinator, 420 W. Landstreet Road, Orlando, Florida 32824, no later than Feb. 6, 2018 ▪ E-mail comments to: [email protected], no later than Feb. 6, 2018 Ten (10) comment cards were submitted at the meeting. In addition, a petition with 53 signatures for a sound barrier on John Young Parkway was presented at the meeting. A copy of the petition can be found in Appendix VI. All written comments and requests have become part of the project’s public record and are included in this Summary Report in Appendix VII.
