Notice of Making NOTICE OF MAKING ROAD TRAFFIC REGULATION ACT 1984 LANCASHIRE COUNTY COUNCIL (VARIOUS ROADS, BURNLEY AND HYNDBURN BOROUGHS, AND LANCASTER CITY) (REVOCATION, PROHIBITION OF DRIVING AND BUS LANES) ORDER 2021 NOTICE IS HEREBY GIVEN that on 01 September 2021 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to: 1. Revoke the following: a) Schedule 4 of the "Lancashire County Council (Various Roads, Accrington Town Centre, Hyndburn Borough) (Suspension, One Way Traffic, Prohibition of Driving, Prohibition of Driving (Except Goods Vehicles) and Bus Lane) Order 2018"; b) Schedule 6 of "The Lancashire County Council (Borough of Burnley) (Various Roads) (Review of Prohibition and Restriction of Waiting And Revocation Etc.) Traffic Regulation Order 2001"; c) Schedule 1 of "The Borough of Hyndburn (Various Roads) (One Way) (Prohibition Of Certain Vehicles) (Prohibition of Waiting) (Revocation) Order 1999"; d) "The City Council of Lancaster (Various Roads) (Traffic Regulation) (No.1) Order 2001" insofar as it relates to the following items from Schedule 4: i. The Bus Station Westerly Access Road, situated between the main pedestrian concourse building and the taxi rank. The whole length, from its junction with Cable Street to its junction with Damside Street; ii. Wood Street, the entire length. e) Schedule 4 of the "Lancaster City Council The City Council of Lancaster (Various Roads) (Traffic Regulation) (No.4) Order 2001". 2. Introduce a bus lane in the following lengths of road: a) Church Street, Burnley, the most south westerly lane, from a point 5 metres north west of the centreline of School Lane to a point 10 metres south east of the centreline of Active Way; b) Westway, Burnley, the south most lane of the westbound carriageway, from a point 38 metres west of its junction with the centreline of Accrington Road for a distance of 295 metres in a westerly direction. 3. Introduce a bus lane, except cycles and taxis in the following lengths of road: a) Padiham Road, Burnley, the north easterly lane from a point 40 metres south east of its junction with the centreline of Ightenhill Park Lane for a distance of 168 metres in a south easterly direction; b) Whalley Road, Accrington, from its roundabout junction with Burnley Road to its junction with Peel Street, travelling in a south-easterly direction. 4. Introduce a bus gate in King Street, Accrington, from its junction with King Street (southern link road) to its junction with King Street (north eastern link road). 5. Introduce a bus only street in the following lengths of road: a) Bus Station Westerly Access Road, Lancaster, the entire length; b) Wood Street, Lancaster, the entire length. 6. Introduce a bus only street, except cycles, taxis and authorised vehicles in North Road, Lancaster, from its junction with Chapel Street to its junction with Damside Street in a westerly direction. NB in accordance with section 3(2) of the Act, the council is satisfied that for facilitating the passage of vehicular traffic on the road it is requisite that the provisions of section 3(1) of the Act should not apply to the restriction contained herein. This Order will come into force on the 13 September 2021. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court. ALLSAFE ALLSAFE was implemented to combat the upsurge in anti social behaviour in the Wai ms ley Close area of Accrington. Hyndburn Council Community Wardens and CBW have first identified this, which was further evidenced by the rise in the number of Police incidents being reported. A letter drop to 70 residents revealed the main concerns were that the area was run down, insufficient household security, the streets were badly lit, which contributed to a greater "fear of crime' factor. Anti-Social behaviour was rife, they identified that most offenders were congregating around 2 problematic addresses. To combat the problems, ALL-SAFE commenced in September 2002. The Police, Social Services, Wardens, Housing and Maundy Grange Charity joined forces to deal with the 2 addresses and their associate problems, to either re-integrate the occupants or, as eventually occurred, to re-locate them. Juvenile nuisance immediately reduced dramatically. Once the occupants left, so did the problem youths. Fear of crime was tackled by encouraging the charity 'Age Concern' to embrace the project. Funding was obtained resulting in all elderly residents in the area having free security devises installed in their houses (alarms, door locks, chains, window locks.) 'Community E-mail*, was introduced, in order to improve reassurance. Funding for email telephones, installed in homes in the Close, was obtained, and encourages "involvement*. The system was so successful that it was extended throughout Hyndburn. A media campaign promoted our work in the area, and challenged other agencies to get involved.

    Streetscene Enforcement Policy INTRODUCTION Burnley Burough Council wants to make the Borough a place where the streets and open spaces are clean, safe and well, maintained. Sustainable lifestyles will be promoted which emphasise waste minimisation, recycling and respect for the environment. It is the aim of the Council to protect the public and the environment and promote health, safety and welfare and enhance the quality of life of all residents, workers and visitors to the Borough. This will be achieved by education, providing advice and by regulating the activities of others. Enforcement action will play an important role in helping the Council to secure compliance with regulatory requirements. The Council will work with other regulators, such as the Environment Agency and Central Government to ensure co-ordinated and cohesive regulation. The Council will seek to share good practise and local intelligence with appropriate enforcing bodies. The Council will also work with community and voluntary groups in order to achieve common goals. The Council views prosecution as a last resort and will seek to prevent rather than remediate. The Council will offer information, advice and education in order to secure co-operation, avoiding bureaucracy or excessive cost. The policy will set out what residents, businesses and the community can expect from Streetscene Enforcement Officers. It sets out the general principles, which the Council intends to follow when taking enforcement action. More detailed, operational guidance may be developed for staff in respect of specific functions. The policy commits the Council to good enforcement policies and practises. PURPOSE The purpose of enforcement action is to ensure that preventative or remedial action is taken to protect the public and the environment or to secure compliance with a regulatory system.
