Baton Rouge Area Foundation, 2005 Annual Report As Hurricane Katrina, a massive, slow-moving storm, crossed Florida and entered the Gulf of Mexico on August 28th, the National Weather Service issued an urgent warning: “…devastating damage expected…a most powerful hurricane with unprecedented strength…most of the area will be uninhabitable for weeks…”

By August 29th, most residents of the greater area had evacuated— primarily via I-10, either to or through Baton Rouge.

The Baton Rouge Area Foundation, dedicated to enhancing the quality of life in Louisiana’s capital region, began planning its response—hoping that Baton Rouge would only have to serve as a temporary refuge, sheltering our neighbors for a few nights before they could return home.

We endured a night of increasingly powerful wind and rain, nervously waiting— Katrina lingering just off the coast until the early morning hours. Foyer, Chalmette, St. Bernard Parish By daybreak, Katrina lashed Louisiana and Mississippi, churning through the brackish waters and destroying hundreds of miles of wetlands, barrier islands, and reefs.

Thousands of homes and businesses were destroyed. Towns across the region were rendered unrecognizable as hundred-year-old landmarks were wiped away, some pushed miles inland by a devastating storm surge.

It appeared, though, that New Orleans had been spared.

By 8 a.m., troubling, fragmented reports began surfacing—claiming that the levees had failed, and that New Orleans was flooding.

Soon those reports were verified, and those of us with power watched the first images of a flooded Crescent City in disbelief. Searching for Survivors, September 8, 2005, Gentilly, New Orleans Realizing that much of Louisiana had been badly damaged and that an unprecedented relief effort would be necessary, the Baton Rouge Area Foundation began organizing its resources and planning its first steps.

Immediately, two funds were created—the Hurricane Katrina Displaced Residents Fund, to benefit the individuals and families that evacuated to the Baton Rouge area; and the Hurricane Katrina New Orleans Recovery Fund, to help rebuild critical infrastructure and human services as displaced residents returned to their homes.

The Foundation also launched www.FoundationsForRecovery.org, to raise awareness and fulfill its reporting duties to donors. In the first month, more than five million people visited the site. Emergency Shelter, August 31, 2005, River Center, Baton Rouge Within a matter of hours, our phones were ringing nonstop, overloading our system and operators. Requests for aid and offers of assistance poured into our emails. The local and national community wanted to help, and relied on the Foundation’s knowledge of this community and ability to coordinate partnerships between people, government, and businesses.

In the month following Hurricane Katrina, the Foundation fielded more than 6,000 phone calls and countless emails.

Our staff and volunteers talked with displaced residents—most of them uncertain about where to turn, and began linking them to local service organizations and shelters.

We also spoke with generous people from around the country looking for ways to help, directing monetary contributions to our two relief funds, and connecting more unique offers with organizations that could benefit from them most: to Woman’s Hospital, the services of a private airplane; to shelters across the region, trucks full of relief supplies; and, in St. Bernard Parish, the services of a French rescue team. FEMA Busy Signal, February 13, 2006, New Orleans In the meantime, the Foundation convened a meeting of key leaders from throughout the relief sector. This group, known as the Hurricane Katrina Task Force, immediately began sharing information and working to provide the best care possible to all displaced residents. They met daily at first, later shifting to a weekly and then biweekly schedule.

In order to best utilize our available resources, the Foundation established a set of basic priorities from which it would consider issuing relief grants from the Hurricane Katrina Displaced Residents Fund.

Basic Human Needs became the first priority. Consisting of food, shelter, security, and health care, the presence of quality services in this category across our region was essential to the survival of our neighbors immediately after the storm.

After speaking with colleagues at the New York Community Trust and Oklahoma City Community Foundation, we learned that the most pressing and unanticipated problem they faced in dealing with disasters in their communities was the emotional impact on victims and the responders who worked with them, especially on a long-term scale. We quickly began thinking of health care in terms of both physical and mental health.

With thousands of families living in shelters and other temporary housing, the Foundation realized that stabilizing children and returning them to school would be paramount to their future success, and designated Education as its second priority.

Finally, the Foundation partnered with the Baton Rouge Area Chamber to work in the areas of Employment and Opportunity. Going Home, October 28, 2005, Ninth Ward, New Orleans Through its grantmaking department, the Foundation assembled assessment teams who searched the surrounding region, identifying shelters and service organizations, and measuring their ability, according to our priorities and the local need, to maintain quality assistance.

These teams, consisting of staff, Foundation alumni, partner organizations, and expert volunteers, performed hundreds of assessments in the first few weeks.

They reported their findings to the Hurricane Katrina Displaced Residents Fund Screening Committee, noting organizations with the capacity to provide critical relief.

The Screening Committee, composed of key board, community, and Task Force members, reviewed each assessment, and recommended relief grants to the Foundation’s Executive Committee for final approval.

Through this process of assessment and review, the Foundation ensured the highest level of integrity in our grantmaking program, inspired confidence in donors, and issued its first set of grants within 10 days. St. Rose of Lima Chapel, Creole, Cameron Parish The Foundation’s conference center has been an asset during this crisis. The meeting point for our city’s nonprofit response, our offices overflowed with volunteers, community leaders, displaced and partner organizations, and others. The space quickly filled with a great sense of urgency and determination.

The Foundation offered office space to displaced New Orleans’ organizations Greater New Orleans Inc. and the Greater New Orleans Foundation. They gratefully accepted temporary offices and began organizing their individual relief efforts.

The Foundation also invited and hosted the International Rescue Committee, experts in refugee resettlement, as they performed their Rapid Assessment Report and made recommendations for best serving people in need.

Created, in part, with funding from the Foundation, the Louisiana Family Recovery Corps began shaping their organization in our offices, and are now working to coordinate a case-management network across our state for impacted families. Second Line, Ninth Ward, New Orleans Many local businesses approached the Foundation in search of ways to help their impacted employees. Allowed by the IRS during disaster conditions, the Foundation helped several companies establish employer-sponsored assistance programs.

These funds let companies create and administer aid programs for their impacted employees, keeping many of them just above the breaking point and allowing them to secure their families. Some companies, like Oreck, sheltered employees, providing aid and counseling, and assuring them that their jobs were secure in the interim.

Through December 2005, 1,325 grants were issued to impacted workers, totaling more than $2.8 million. For most, this assistance meant that they were able to hold their lives and families together. Crushed Refrigerators, Slidell, St. Tammany Parish On September 8, 2005, the Foundation’s grantmaking staff reported the assessment teams’ initial findings to the Hurricane Katrina Displaced Residents Fund Screening Committee, detailing the tremendous scope of need across our region, and recommending organizations with the capacity to provide continued, quality care for grants. Emphasizing the need for a swift response, the Foundation issued its first set of grants only 10 days after the storm. Of the $1 million raised in those first few days, $669,794 was disbursed immediately to help relief organizations and shelters provide critical services. After another two weeks, the Screening Committee met again, this time recommending almost $1 million in grants.

Over the next several months, assessment teams continued to report on community conditions and need across our region. Through the end of the year, the Foundation issued more than $3.8 million in relief funds from the Hurricane Katrina Displaced Residents Fund to relief programs. Additionally, the Foundation raised over $31 million for all relief efforts, and issued $8.6 million to relief efforts through both unrestricted and donor advised funds.

Debris, November 11, 2005, Elysian Fields Avenue, New Orleans With the loss of homes, jobs, medicines, and routines—combined with being jammed together in shelters—adult evacuees faced enormous stress as they tried to care for their families. After moving from the shelters, they continue to experience many mental health problems because of trauma, loss, and dislocation. In response to this crisis, the Foundation immediately focused on mental health programming, the psychosocial needs of evacuees as well as the broad range of people who would interact with them.

We began working with Capital Area Human Services District, the public sector agency responsible for mental health, addictive disorders, and developmental disabilities in our area, as well as with the LSU School of Social Work, Family Road, and other nonprofits to identify needs and services for evacuees, first responders, and human services providers.

In partnership with the Irene W. and C. B. Pennington Foundation, the Baton Rouge Area Foundation funded a conference for mental health providers, where five national experts presented research, data, and evaluation methods to 350 local social workers, psychologists, counselors, and clergy on the effects of disaster on children and adults.

Additionally, the Foundation convened a task force led by nationally recognized trauma expert, April Naturale, director of Project Liberty, mental health services for post-9/11 recovery, to develop a long range plan for this mental health crisis. Components include identifying and filling gaps in services and training, leveraging new funding, and launching a broad-based education program. Life , November 20, 2005, Elysian Fields Avenue, New Orleans Following the hurricanes, the governor appointed the Louisiana Recovery Authority (LRA) to plan and coordinate the state’s multi-faceted rebuilding efforts. However, with planning expenses expected to exceed $20 million and no state funds allocated to hire consultants, the LRA’s capacity was severely limited.

In response to this critical issue, the Baton Rouge Area Foundation established the LRA Support Foundation to provide external resources and support for the LRA’s efforts. By positioning informed decision-making and expert planning as top priorities, the fund is making expert planning possible as we re-envision our state.

The LRA Support Foundation funds policy research, issue analysis, local and regional planning support, policy development and leadership, assistance in the development of long-term community planning, identification of best practices, communication of information about key public policy issues, and gathering of public input on policy and planning issues. Gutted, November 28, 2005, New Orleans Charged with improving emergency care and services in the affected parishes, and developing recommendations for a sustainable long term health care system for the poor and uninsured; the LRA health care subcommittee asked the Foundation’s Executive Vice President, John Spain—because of his ongoing involvement in this field, to serve as an objective advisor.

With funding from the LRA Support Foundation, the LRA health care subcommittee engaged PricewaterhouseCoopers to create a white paper on health care in Louisiana. This study will allow the LRA to make the right decisions for the future of Louisiana’s health care system.

An early analysis of the report reveals that Louisiana has separate health care services for insured and uninsured people, with the uninsured shuffled into the charity hospital system. This two-tiered system, the last of its kind in the nation, is more expensive and provides less care than in other states; the report recommends that the state transition into using more private providers, and increase outpatient capacity. Our ability to address this complicated issue is vital to the success of our recovery efforts for the people of Louisiana. Salvaging Memories, November 28, 2005, New Orleans According to the U. S. Department of Education, more than 372,000 children from Louisiana and Mississippi had their educations disrupted by Hurricane Katrina. Most of these students are displaced, and will be seeking to continue their educations in new communities and school districts. In the four-parish region most severely impacted by Hurricane Katrina in Louisiana, nearly 250,000 children were affected. Many of those students are now living with their families in the Baton Rouge area.

The Foundation, through its Hurricane Katrina Displaced Residents Fund, has issued grants to several organizations working to return these students to the classroom and help them cope with the recent disaster, including supporting teachers, counseling, tutoring, and after-school activities.

Additionally, there is concern that our already strained school system needs help. According to the Baton Rouge Public School System’s 2005 Strategic Plan, there is much work to be done: “Almost fifty percent of the students in the district do not meet proficiency standards,” and “there is no systematic effort to build standards, measurements and training to create a culture of quality service.”

In February 2006, the Baton Rouge Area Foundation received a $3 million grant from the Bill and Melinda Gates Foundation to support the development of an autonomous network of high performing public schools and to implement a systemic K-12 literacy intervention program for students in East Baton Rouge Parish affected by Hurricane Katrina. We share their hope that these activities can aid our school system and dramatically improve the opportunities for students’ success. Learning to Drive, October 26, 2005, Baker, East Baton Rouge Parish New Orleans, in the past, has been defined by its unique musical landscape; the Foundation is helping preserve that tradition.

Concerned about the futures of New Orleans’ working jazz musicians, Derek Gordon, Wynton Marsalis, and other leaders from Jazz at Lincoln Center contacted the Foundation to find out how they could help. Working with the grantmaking staff, they established the Higher Ground Relief Fund.

On September 17th, the group held a fundraising concert—later releasing an album, featuring Norah Jones, Diana Krall, Wynton Marsalis, Bette Midler, Art & Aaron Neville, Dianne Reeves, James Taylor, Cassandra Wilson, and Buckwheat Zydeco. Ultimately, the effort raised nearly $3 million, and issued 214 grants to musicians and music-related organizations working to return the distinctive sounds and melodies to the Crescent City. Blue Note, Lakeview, New Orleans Funded through the LRA Support Foundation, Louisiana Speaks is a 3-part planning process to develop a sustainable, long-term vision for South Louisiana in the wake of hurricanes Katrina and Rita. The process will combine the efforts of citizens, stakeholders, and internationally recognized experts into a comprehensive approach for the redevelopment of our damaged communities.

1. Urban Design Associates is creating a toolkit of ideas to be used by homeowners and businesses that will promote enduring urban and architectural values to the building industry, and streamline the permits process for residents as they rebuild.

2. Duany Plater-Zyberk & Company hosted local design charrettes, or neighborhood workshops, to produce master plans for rebuilding Abbeville, Delcambre, Erath, Lake Charles, and St. Bernard Parish.

3. Calthorpe Associates is developing a long-term regional vision that will help us understand how our communities’ economic futures are tied together.

The Baton Rouge Area Foundation has been involved in community planning for almost a decade. Now known as the Center for Planning Excellence, Plan Baton Rouge began in the late 1990s as an initiative aimed at revitalizing specific areas of our city. The Foundation based Plan Baton Rouge on the New Urbanism movement, which advocates the restoration of existing urban centers and towns, the reconfiguration of sprawling suburbs into communities of real neighborhoods and diverse districts, and the preservation of community legacy and identity. The Center is spearheading planning across South Louisiana. FEMA Trailers, Marigny, New Orleans Moving forward, the Foundation has committed to staying prepared to respond to future instances of crisis or disaster in our region. It is our goal to ensure that the service providers in our area have the resources that they need to bring relief and care to those who have been displaced, and we are currently developing a Disaster Operations Manual to aid that effort.

Over the past year, the Foundation relied on the vision and generosity of our donors, members, and other community leaders to create pathways to recovery for all of our impacted neighbors.

We remain grateful for your assistance as we continue to promote equity, integrity, and diversity to build better communities for the people of South Louisiana. On August 29, 2005, while Hurricane Katrina pounded the Gulf, it became clear that damage was catastrophic, that the human need would be great, and that relief activities would have to be staged from an unaffected location. Without power, under mandatory evacuation orders and threats of flooding, an estimated half-million residents of New Orleans fled their city, primarily on I-10-West.

With thousands of people seeking temporary refuge, our community became the staging ground for relief and recovery efforts. The Foundation began coordinating our community’s response with local and state officials, forming strategic partnerships with national and local organizations, and developing procedures for ensuring that our community could handle the dramatic influx of displaced people. Most of us sheltered friends and family as they, initially, waited for the call to return home, and later coped with the tragic sense of loss and displacement.

Immediately after the storm, our business became connecting people to services, and keeping those service providers supplied with the resources they needed to provide the best care possible. The Foundation was able to transition from its regular duties and community priorities to disaster relief—coordinating local assistance efforts and funding shelters, foodbanks, education and health care programs, and other services designed to ease the trauma suffered by our displaced neighbors. Old South Baton Rouge Revitalization Strategic Plan: After helping secure an $18.6 million federal Hope VI Grant in 2003 to redevelop housing in the Old South Baton Rouge area, the Foundation realized that this was an opportunity to do more than simply rebuild pockets of substandard housing. Barton Sr. Excellence in Nonprofit Management Award The 2004 John W. Barton Sr. Fellows in Nonprofit Management Award recipients are: Jan Melton of Academic Distinction Fund, Noël Parnell of Volunteer Baton Rouge!, and Allen Schuldt of Family Services.

Jan Melton has served as the Academic Distinction Fund’s executive director since 1995, and has been actively involved in public education for over twenty years. During her tenure, ADF has grown from an organization focused on promoting and rewarding good teaching through a series of grant programs to an organization that embodies the community’s need and desire for highly respected and effective citizen input into education reform.

Volunteer Baton Rouge!’s founding chief executive officer, Noël Parnell, retired from a seventeen-year career at VBR! in December, 2004. The nonprofit organization’s mission is to mobilize people and resources to deliver creative solutions to community needs. During her tenure, four programs were established to realize Allen Schuldt, Jan Melton, Noël Parnell, and Thomas H. Turner effective citizen involvement through volunteerism. These included the Volunteer Connection, VolunTEENs, Corporate Volunteer Named in honor of the Baton Rouge Area Foundation’s founder, John Council, and the Nonprofit Resource Center. Volunteer centers W. Barton Sr., the recipient of this award is a leader in the nonprofit throughout the U.S. sought Volunteer Baton Rouge!’s expertise sector who is an outstanding and dedicated executive in the nonprofit as similar community projects and volunteer efforts were being community, has demonstrated exemplary nonprofit leadership over planned and implemented in their local areas. time, and has acted as a catalyst for significant accomplishments that have had a substantial impact on the Baton Rouge area. Allen Schuldt has served as executive director of Family Services for the last 25 years. Under Allen’s guidance from 1980 to today, Family Services has been so successful that it now serves as a model for similar agencies on a national level. He implemented a number of programs including: The Parenting Center, HIV/AIDS Services, First Time Parent Program, Independent Living Program and the Teen Advocate Program.
