Sveriges Charlotte Perrelli finns med bland favoriterna, men vinner det gör Ryssland. Åtminstone enligt spelbolagen som har sjönsångaren Dima Bilan med låten "Believe" som favorit. Dima kom tvåa för två år sedan efter finska succén Lordi och är nu stor favorit att ta hem tävlingen. The EU and South Caucasus: Learning Lessons from Moldova and Ukraine
Nicu Popescu ________________________________________________________________________ IPF Policy Brief 2 (draft) The EU and South Caucasus: learning lessons from Moldova and Ukraine Nicu Popescu , [email protected] Armenia, Azerbaijan and Georgia, included into the European Neighbourhood Policy (ENP) in 2004, started recently their negotiations on Action Plans with the European Union. This will allow them to foster cooperation and integration with the EU in the framework of the ENP. In order to make the ENP Action Plans (AP) exercise more effective the countries of the South Caucasus can learn from the experience of first wave ENP countries such as Ukraine and Moldova, which have been at the implementation stage of the Action Plans for more than a year. The present paper discusses the ENP for the South Caucasus and makes a number of recommendations for the countries of the region on how to proceed with the negotiation and eventual implementation of the ENP Action Plans. The objective of the paper is rather limited. Its aim is not to describe all the actions that the countries of the South Caucasus have to undertake. The objective of the paper is to highlight a number of challenges that arise at the very start of the implementation period. Thus, the recommendations of the paper concern the negotiation phase, and the efforts of the governments of Armenia, Azerbaijan and Georgia to start the process of ENP AP implementation, while keeping in mind the experiences of Moldova and Ukraine. Comparing the French and American Ecosystems MAY 2019 EXECUTIVE SUMMARY In France, representative democracy is experiencing a growing mistrust that also affects the media. The latter are facing major simultaneous challenges: • a disruption of their business model in the digital age; • a dependence on social networks and search engines to gain visibility; • increased competition due to the convergence of content on digital media (competition between text, video and audio on the Internet); • increased competition due to the emergence of actors exercising their influence independently from the media (politicians, bloggers, comedians, etc.). In the United States, these developments have contributed to the polarization of the public square, characterized by the radicalization of the conservative press, with significant impact on electoral processes. Institut Montaigne investigated whether a similar phenomenon was at work in France. To this end, it led an in-depth study in partnership with the Sciences Po Médialab, the Sciences Po School of Journalism as well as the MIT Center for Civic Media. It also benefited from data collected and analyzed by the Pew Research Center*, in their report “News Media Attitudes in France”. Going beyond “fake news” 1 The changes affecting the media space are often reduced to the study of their most visible symp- toms. For instance, the concept of “fake news”, which has been amply commented on, falls short of encompassing the complexity of the transformations at work. -

2021: TIME TO UPGRADE USPolicy – M BridgesOLDOVA with RELATIONS the EU: Securing Europeanisation process of the Republic of Moldova DEC 2020 NICU POPESCU AND CRISTINA GHERASIMOV 2021: TIME TO U PGRADE US -MOLDOVA RELAT IONS POLICY BRIEF Nicu Popescu and Cristina Gherasimov EXECUTIVE SUMMARY Considering the start of a new political cycle both in Washington and Chisinau, time is ripe for a major upgrade in US-Moldova relations . But partnerships are truly sustainable if they are a two-way street. Moldova can, of course, continue being a major beneficiary of US support, but it is important for it to bring more to this bilateral partnership as well. An upgraded US-Moldova partnership could rely on even stronger US support for the rule of law and anti-corruption efforts: the fight against money laundering, investigations of financial crimes, recovery of stolen assets, increase the efficiency and reform of the justice sector. The US and Moldova should deepen their cooperation in the field of security by seeking ways to intensify institutional partnerships between their respective security sectors on several policy fronts such as cyber security, defense cooperation and intelligence matters. Continued support for civil society and independent media, not least through medium and long-term institutional funding, will play a key role in defining the extent of success of reforms in the following years. Should Moldovan authorities be able to pursue several years of sustained anti-corruption reforms it is important for both parties to look into ways to open the possibility for Moldova to benefit from a second Millennium Challenge Corporation program. -

Lindahl Co-assessor: Prof. Dr. H.J Drogendijk 1 ABSTRACT The purpose of this thesis is to explore which factors influence Russian oil and gas state-owned enterprises (O&G SOEs) to internationalize. While SOE internationalization, in general, has been studied frequently, the role of industry effects in this process has been largely ignored. This thesis seeks to contribute to filling this gap by focusing on SOEs from one country and industry, namely Russian O&G. The O&G industry are considered unique, in part because of their strategic nature. This gives reason to believe that O&G SOEs have other, additional factors influencing their internationalization. These unique influencing factors are more likely to be identified thru studying Russian O&G SOEs, since they are considered extreme cases. Thus, to fulfill its purpose, this thesis conducted a dual-case study on two large Russian O&G SOEs. Eight managers, four from each SOE, were interviewed about their experiences with O&G SOE internationalization. Additionally, nine annual reports (2010-2018) from both case companies were analyzed to complement, and strengthen, the interview data. From this data eight influencing factors were identified, of which three are already discussed in the extant literature. Denoting that this thesis has identified five new influencing factors, which are: importance to the governmental budget, long-term view of the controlling shareholder, inter- government tie strength, discrimination in the host country, and home government foreign policy goals. -

INSTRUMENTALIZING THE SOURCES OF ATTRACTION. HOW RUSSIA UNDERMINES ITS OWN SOFT POWER By Vasile Rotaru Abstract The 2011-2013 domestic protests and the 2013-2015 Ukraine crisis have brought to the Russian politics forefront an increasing preoccupation for the soft power. The concept started to be used in official discourses and documents and a series of measures have been taken both to avoid the ‘dangers’ of and to streamline Russia’s soft power. This dichotomous approach towards the ‘power of attraction’ have revealed the differences of perception of the soft power by Russian officials and the Western counterparts. The present paper will analyse Russia’s efforts to control and to instrumentalize the sources of soft power, trying to assess the effectiveness of such an approach. Keywords: Russian soft power, Russian foreign policy, public diplomacy, Russian mass media, Russian internet Introduction The use of term soft power is relatively new in the Russian political circles, however, it has become recently increasingly popular among the Russian analysts, policy makers and politicians. The term per se was used for the first time in Russian political discourse in February 2012 by Vladimir Putin. In the presidential election campaign, the then candidate Putin drew attention to the fact that soft power – “a set of tools and methods to achieve foreign policy goals without the use of arms but by exerting information and other levers of influence” is used frequently by “big countries, international blocks or corporations” “to develop and provoke extremist, separatist and nationalistic attitudes, to manipulate the public and to directly interfere in the domestic policy of sovereign countries” (Putin 2012). -
