1 Spring 2021 Chigwell and Grange Hill Introduction to your local officer PC Phil Cattaway is the Community Policing Team beat officer for Chigwell Village, Chigwell Row and Grange Hill. PC Cattaway has been with Essex Police for over 7 years, and has so far spent the majority of his career on the Epping Forest District Local Policing Team. He joined the Community Policing Team in December 2020, and has so far been busy building up relationships with key points of contact within the area to include Neighbourhood Watch co-ordinators and Parish Councillors. PC Cattaway works to proactively detect and deter crime through information brought to his attention from the local community. He has responsibility for investigating certain crimes committed within Chigwell and Grange Hill, to include low and medium risk hate crimes. My name is Ant Alcock and I’m a Chief Inspector with Essex Police, currently the District Commander for Epping Forest and Brentwood where I hold responsibility for policing. I wanted to take the time in this edition to explain the policing structure within Epping Forest. Based at Loughton Police Station, there is the Local Policing Team (LPT), Community Policing Team (CPT), Town Centre Teams (TCT) and the Criminal Investigations Department (CID). LPT provide the 24/7 cover responding to emergency and non-emergency incidents. They also contribute to investigative and proactive policing. 2 shifts of CPT officers now provide 7 day a week cover. -

Our inspection approach In 2018/19, we adopted an integrated PEEL assessment (IPA) approach to our existing PEEL (police effectiveness, efficiency and legitimacy) inspections. IPA combines into a single inspection the effectiveness, efficiency and legitimacy areas of PEEL. These areas had previously been inspected separately each year. As well as our inspection findings, our assessment is informed by our analysis of: • force data and management statements; • risks to the public; • progress since previous inspections; • findings from our non-PEEL inspections; • how forces tackle serious and organised crime locally and regionally; and • our regular monitoring work. -

He has been an officer for 17 years, and performed a number of roles within the Epping Forest District as well as Harlow. PC Cook joined the Epping Forest District Community Policing Team in 2008. Day to day work for PC Cook involves patrolling his beat areas, addressing local concerns and carrying out enquiries for various crimes allocated to him which have occurred in these areas. These include low and medium risk hate crimes. PC Cook works particularly closely with the various Parish Councils, attending meetings and providing updates where possible. An update from the Association Of Chief Police Officers January 2012 A word from ACPO President, Sir Hugh Orde There is no denying that 2011 was an extremely challenging year, and this year is shaping up to be no less challenging. There is a significant degree of ambiguity surrounding the future landscape of the service. Change is most certainly afoot and we must manage that change and make it work. It is the unenviable task of chief constables of balancing budgets, implementing reform, preparing for the future and for the unforeseen. I am therefore pleased to note both the Prime Minister and the Policing Minister’s praise for the steps we have taken to deliver efficiencies whilst mitigating the effect on front- line officers and at the same time still delivering a reduction in crime levels. We will continue to protect the public to the best of our ability with whatever resources at our disposal. For that is our job. Let us be under no illusions - there will be no let up in the pace of change over this coming year. The first Police and Crime Commissioners will be taking up their posts come the autumn; and we are already seeing the first candidates declare their intentions – with varying degrees of plausibility. The NPIA and its functions must be found new and appropriate homes by the end of the year. We must also now seriously consider what shape a professional body may take following the official announcement of its impending creation. There are both opportunities and potential pitfalls ahead and we, as the voice of the service, must ensure we steady the ship during these turbulent times. -

This is my last report as Chief Constable of the Joint Authority as the Force after an existence of only five years will assume a new identity as the Essex Police on 1 April 1974. I would like to thank all members and officers of the Authority who have taken such an interest in its work and con!ributed to its undoubted success. The new Force will be able to bU.ild on a sure foundation. / I am, Ladies and Gentlemen, Your Obedient Servant, J. C. NIGHTINGALE Chief Constable 3 INTRODUCTION The Force continued to prosper in 1973. The strength of police officers increased by 72 - a smallcr figure than in 1972 but the growth over the past two years enabled the length of the notional working week to be reduced from 44 hours to 42. This change, together with an increase in pension contributions during the year to pay for improvements in benefits, resulted in a reduction in net take home pay for most members of the Force in a period of rising prices. Nevertheless morale remains high and wastage has been reduced. The workload, as will be seen from the report, increases constantly and a steady growth of manpower at rather more than the present rate is needed to cope with it. -
