All respondents shall acknowledge receipt of this addendum, sign below and return it with your proposal. Failure to acknowledge receipt of this addendum may cause for rejection of your proposal. Respondents are informed that above named solicitation is modified as follows:

Inquiries/Questions and Responses

QUESTION 1: Is there an estimated project cost or budget you can release, are any union labor requirements and do have an anticipated start date?

DCHE RESPONSE: Yes, but this is not released per procurement policy. Please submit your proposal based on the documents provided in the RFP.

Reference the start date, please see RFP Section F1. Timetable (TBD).

QUESTION 2: On pages 2 and 3 in the Overview of Design Intent, it states to add framing and a junction box for a ceiling fan. Is the framing and junction box for the ceiling fan to be left for future installation of ceiling fans or are ceiling fans to be installed on this project?

DCHE RESPONSE: The junction box for the ceiling fan is to be provided for future fan installation.

QUESTION 3: On page 5, what is the cost of DCRA Inspections and how often are inspections to be scheduled?

DCHE RESPONSE: Department of Consumer and Regulatory Affairs (DCRA) provides the cost and frequency of inspections per project.

QUESTION 4: On pages 15 and 16; Page 15 B.2.18 Light Fixtures: the General Note states to 'Provide and install CFL (compact fluorescent light) bulbs in all fixtures'. On page 16 B.2.18 Light Fixtures, the last sentence states, 'Use LED light bulbs in all fixtures.' Please confirm which type of bulbs are to be used for light fixtures.

DCHE RESPONSE: GC will provide LED light bulbs that correspond to Energy Star light fixtures as required.

QUESTION 5: On page 6 B.2.1, the General Note states that the duration of the project should not exceed 180 days; however, on page 26 D.1 Term of Contract states contract shall be for 2 base years and 3 one-year option periods. Please clarify contract/project term or duration.

DCHE RESPONSE: Correction to the term of contract the contract will terminate at the end of the project. The duration of the project should not exceed one hundred and eighty days (180).

QUESTION 6: Will a time extension be granted for Questions/Inquiries considering the proposal submission date was extended to Monday, November 13, 2017?

DCHE RESPONSE: No. There will be no additional time for questions/Inquiries.

QUESTION 7: Section A.2 Under project delivery method the following statement is made "...Contract shall be between the selected Respondent and DCHE or otherwise successor entity that assumes ownership of the Property." If after award there is a new entity, will that entity follow the design and budget or will they impose new requirements and/or select a new contractor?

DCHE RESPONSE: The GC will be under one-year warranty to DCHE or successor entity from the date of close out completion and acceptance of the project.

QUESTION 8: Section A.3 Under Project Summary there is mention of a Fireplace, but there is no description of the type of fireplace that is required. On the site visit we observed at lease one fireplace. Will this fireplace be required to be put back to use thereby requiring a chimney sweep, etc.

DCHE RESPONSE: There is one gas direct vent fireplace with electronic ignition at location shown on drawings. All other existing fireplaces and chimneys are to be demolished.

QUESTION 9: Section B.2 Under General Scope of Work, the contractor pays for dumpster permit, all trade permits. Are we to assume that DCHE will pay for public space permit if we need to put a dumpster at the front of the building and COO fees at DCRA.

DCHE RESPONSE: If a dumpster is required and approved by DDOT, DCHE will pay for the permit. The GC must pay for the DDOT inspection fees, DC-Water inspections fees, and the various trade permits. Certificate of Occupancy (COO) is not required for single family dwellings in the District of Columbia.

QUESTION 10: Section B2.1 We understand that when we apply exterior finishes that we are to coordinate with SHPO. Have they reviewed the approved drawings and approved the application? Have colors, types of windows and door, and other exterior finishes been approved?

DCHE RESPONSE: Historic Preservation Review Board has approved the construction drawings with the following notes:

1. Front door to be solid wood with glass arched transom above. 2. All front windows to be aluminum clad wood with sashes of equal size. 3. No new meters on front of building 4. Front steps appear to be beyond repair if replacement is needed, a new permit must be sought. 5. Roof slates to be replaced in-kind with slate to match color and dimension of existing. 6. Meter cornice to be repaired or replaced with an exact replica. 7. Mortar to be removed by hand. New mortar to match original in color composition and joint width.

QUESTION 11: Section B2.1 "GC must verify the structural integrity of the building prior to the start of construction" Does DCHE require a stamped report from a structural engineer? Does DCHE already have a structural report from their engineer?

DCHE RESPONSE: Yes, the GC must provide a stamped structural report.

QUESTION 12: Section B2.1 "Jet out all sub-terrain sewer and storm drain..." Does DCHE require a video of the line after jet vac or is jet vac sufficient?

DCHE RESPONSE: Yes, jet out all sub-terrain sewer and storm drain lines. DCHE will accept a video.

QUESTION 13: Section B2.1 "Repair existing steel stair and railing at the front entrance to unit with a new metal stair and railing..." How much of the original that is still at the site should remain and how much should be new? Should new be incorporated into existing?

DCHE RESPONSE: Rebuild steel stairs to original historic intent with all details as required by HPRB. See Response to Question No# 10.

QUESTION 14: Section B2.4 "Contractor shall replace slate roof with original material" Is there any other comparable material which will be accepted such as architectural slate?

DCHE RESPONSE: Replace slate roof to original historic intent with all details as required by HPRB. See Response to Question No# 10.

QUESTION 15: General: are any components of the building required to be handicap accessible?

DCHE RESPONSE: There are no components to the building to be handicap accessible.

QUESTION 16: General: the solicitation states that a sample solicitation letter is required as part of the submission, yet we did not find it among the solicitation documents. Do you have a sample letter or is it left up to the GC to prepare?

DCHE RESPONSE: This was an error. Please strike from RFP request.

QUESTION 17: Throughout the specs there are references to "or comparable". For submission of bids, how are we to determine what DCHE will accept in the field as comparable?

DCHE RESPONSE: DCHE will accept comparable which means “equal to in specification, quality and integrity.” Please have all “equal to”, approved by DCHE prior to installation.

QUESTION 18: The drawings show construction methods which may not be correct. For example, in order to reach the R factor value for insulation, the plans call for 2x4 studs. To reach the R value a 2x6 stud would be required. In instances where the drawings are not consistent with construction methods, how should we price?

DCHE RESPONSE: All non- party walls must meet current energy codes with R value 19. Stud size depends on insulation type used.
